April 10, 1990
The Council of the City of Rohnert Park met this date in
regular session commencing at 7:00 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Mayor
Hollingsworth presiding. The open regular session was
preceded by a closed session which commenced at 7:00 p.m.
Mayor Hollingsworth called the regular session to order at
approximately 8:15 p.m. and led the pledge of allegiance. He
advised that a closed session commenced this evening at 7:00
p.m. to discuss litigation and personnel matters. Mayor
Hollingsworth read a statement concerning the Nbbile Home
Rent Control lawsuit. He reported that the City lost the*
Nbbile Home Rent lawsuit and the Rent Control Initiative
adopted in December of 1987 was declared not applicable to
the existing mobile home parks because the "Green Book"
Agreement was viewed as a legal and binding contract. The
next phase of the trial is to determine what damages, if any,
the City must pay to the park owners. That phase of the
trial has not started. The City cannot appeal the decision
until the damage phase of the trial is completed. In the
meantime, the City is discussing settlement options with the
park owners. To date an agreement has not been reached. The

Upon motion by Councilman Eck, seconded by Councilman
Hopkins, the minutes of March 19, 26, & 27, 1990 were
unanimously approved as submitted.
Approval of Bills
Upon motion by Councilman Hopkins, seconded by Councilman
Cochran, and unanimously approved, the bills presented per
the attached list in the amount of $829,695.10 were approved.

Mayor Hollingsworth queried if any Council member had any
non- agendaed items to add to the agenda.
Councilman Hopkins said he would like to see the naming of
the Performing Arts Center discussed later on tonight's
agenda. The Mayor responded this could be handled at the
scheduled time later tonight under the Performing Arts
Center.

Tim Quinn, 1149 Copeland Creek Drive, said he would like
Council's consent to speak at the time of his wife's
scheduled public appearance on tonight's agenda regarding
the fence project at the end of Copeland Creek. Council
concurred.
David Pingrey, 6454 Jacaranda Street, said he was also here
in support of the scheduled public appearance matter
regarding the fence project at the end of Copeland Creek.
David VanNuys, 6189 San Bruno Court, said he would like to
express his support to two items on tonight's agenda
regarding the urban boundary proposal and limiting the terms
of City Council members.
Barbara MacKenzie, 1536 Gladstone Way, said such time and
effort had gone into the General Plan so far with still rcre
to come. She agrees with limiting boundaries to the current
City Limits. She expressed appreciation to the City Council
for listening to residents and for alternatives offered on
the surveys.
Cecelia Belle, 461 High Street, Sebastopol, representative of
Sonoma County Associates in Drug Education for Rohnert Park
distributed copies to Council of her letter dated April 10,
1990 and shared the contents therein requesting a letter of
support from the City of Rohnert Park and future
opportunities to discuss the programs now being developed.
She also distributed copies to Council of letter dated March
26, 1990 from Bob Lefkin, County Drug Program Administrator
of County of Sonoma Drug Abuse Services regarding the
deadline for submission of proposals on April 23, 1990 for
available Federal Funds. (Copies of both letters attached to
original set of these minutes). Council concurred for a
letter of support to be mailed under the Mayor's signature.
Rohnert Park City Council Minutes (3) April 10, 1990
Dixie Conway, 5680 Daniel Drive, conpared Rohnert Park to
other cities in Bay Area counties and recommended a citizen's
advisory committee as the way to work toward solutions for
the needs of the City. Most people find it a real
inconvenience to com to all the various meetings required
for the General Plan. An advisory committee would provide
comamity representation.
John Lund, 176 Adele Avenue, expressed concerns regarding
the expansion of the City. He supported the idea of a
citizen's advisory committee since the expansion of the City
is a touter the citizens can decide for themselves. This
issue should give way to the opinions expressed by the
citizens and is the democratic and right thing to do. W.
Lund also said he supported two terms for Council members as
those who are on the Council longer sometimes develop a sense
of arrogance and the friendships developed can cause
complications. A Council member could serve two terms, stay
out one, and run again if so desired. W. Lund asked the
Council to seriously consider and adopt the two term
Council proposal.
Harvey Bell, 700 Lindsay Avenue, asked Council to clarify
procedures to speak on agenda items. Mayor Hollingsworth
explained that if an item is specifically marked "Public
Hearing ", it is open to public input, but Council can agree
to hear other input if tins allows. W. Bell requested to
comwnt on two agenda items regarding 1) the Reduction of
Sphere of Influence /Urban Boundary Proposal and 2) the
Growth Management Plan. Council agreed to hear Mr. Bell's
comments at this time.
W. Bell referred to letter dated January 19, 1990 from City
Engineer Brust regarding Wastewater Treatment Capacity
attached to memo dated April 4, 1990 from City Manager
Callinan regarding Proposed Building Permit Allocations-1990-
1992. Since this information is already a part of the EIR
currently awaiting County input by April 23rd, allocation of
building homes should have action taken only after the
General Plan is completed. Regardless of what recent
evaluations say about the sewer capacity, others may have a
lot to say given the current condition of the sewage
situation. Reference was made to the 974 units through 1992
on the proposed building permit allocations referenced above
in the City Nbnager's memo. W. Bell said he is not against
building homes but is for proper legal procedures. Lhtil
such time as the General Plan conplies with requirements,
such planning and allocations which inpact all the comamity
should be considered as part of the General Plan. The desire
is that Rohnert Park grow with proper planning first and with
full citizen participation. With only a couple of months
left to the completion of the General Plan, %,by not have the
timetable follow the process of law rather than supercede it.
Rohnert Park City Council Minutes (4) April 10, 1990
David Nbchel, 4405 Hollingsworth Circle, said he had three
requests for Council to consider. 1) When the City of Santa
Rosa representatives give the presentation tonight regarding
the Subregional Sewage Long Range Phase II Report, ask why
this plan is being built with so mach extra capacity. Does
this include plans to incorporate Windsor? What percentage
of extra capacity will be paid by current residents for
future needs? 2) Support the proposal to limit terms of the
City Council. The current legislative procedure makes it
extremely difficult for a challenger to go up against an
incumbent with so many advantages at his disposal. It is to
the point wiaere it is a matter of purchasing a seat on a
legislative body such as the vay Congress people are elected.
The only way to correct this is to limit terms and if this
Council would volunteer to do this, it would be a step in
democracy. 3) Allow a referendum vote on future annexations
in Rohnert Park. People are demanding a greater say in
governmental decisions affecting their well being,
livelihood, and future. To allow the people to have a say
is not binding to the governing body, but simply gives the
people an opportunity to express their views in open forum
and should be taken through the referendum process.
George Horwedel, 7669 Camino Colegio, requested to speak at
the scheduled time on tonight's agenda regarding limiting the
terms of Council. Council agreed.
Kevin Wohlert, 1230 Hagen-am Lane, said it seems Rohnert Park
is a marvelous city made up of the by- product of the City
Council. Limiting Council members to tm terms will create
turn overs and interrupt the consistency as established in
the past. He encouraged Council not to consider the two term
limit, but rather to discourage it. To address the urban
boundary issue, time is of the essence. If annexation jrnkes
sense, it should be done. The reason citizens vote for the
City Council is to entrust them with decisions for the
benefit of the City. If Council members do not do a good
job, citizens will not vote for them in the future. Too many
involved makes it wre and more difficult to plan for the
future. City Council should not be limited to two terms and
there should be consistency regarding annexation.
Mayor Hollingsworth queried if anyone had any questions
regarding the matters on the Consent Calendar.

Approval of $500 contribution to Sonoma County Tennis
Association for Open Tennis Championships.
Upon motion by Councilman Hopkins, seconded by Councilman
Cochran, and unanimously approved, the Consent Calendar as
outlined on the meeting's agenda was approved.
So.Co.Tennis Assoc. Mike Philipsheck, 5625 State Farm Drive, referred to copies
provided to Council regarding Country Family Festival's
financial and history statements as requested by Council at
the March 13th meeting to review for consideration of
financial assistance.
Discussion followed clarifying sponsorships by others in the
community, request for the City to help with the advertising
portion of the proposed budget via the City's bed tax, and
Council's direction that future requests for funds be
submitted prior to annual budget reviews along with all other
such promotional activities for Council's consideration.
A motion was made by Councilman Eck, seconded by Councilman
Hopkins, and unanimously approved, to contribute $1,000 to
the June 24, 1990 Country Family Festival earmarked for
advertising and promotion of stadium with the stipulation
that a Profit and Loss Statement be provided to Council in
July following this year's performance. This will enable
Council to observe whether the losses of Country Family
Festival are too excessive to continue its support of the
activity, or if it should be included for Council
consideration in next year's budget review.

Copeland Creek
Fence Project Lisa Quinn, 1149 Copeland Creek Drive, said she came to
Council about a year and a half ago and is here again tonight
regarding vandalism and the completion of the fence project
at the end of Copeland Creek Drive adjoining the new
Performing Arts Center. There has been continual contact
with City Engineer Brust, City Manager Callinan and the
Public Safety Department regarding various safety problems
and vandalisms in this area generated by the development of
the Sports Center and the Performing Arts Center.
Tim Quinn, 1149 Copeland Creek Drive, described various
vandalisms, thefts and safety problems in the above-mentioned
area. He made the following requests: 1) either relocate
the opening to the pathway behind their properties and /or
raise the fence so rocks cannot be thrown over it so easily,
2) put wood slats in the chain link fence, 3) have guard
stay past 2:00 a.m. on weekend nights, especially Friday
nights, 4) install speed bumps as requested a year and a
half ago, and 5) reimplement a program to enforce a curfew of
9:00 or 10:00 p.m. on the bike path. Concerns regarding this
traffic flow area are even more magnified now with the
upcoming events of the Performing Arts Center.
Discussion followed in which it was clarified that wooden
slats could be put in this fence since the restrictions for
flood control are about 20 feet. Staff confirmed that speed
bumps were previously discussed but no decision was made for
installation since it has been found the speed bumps can
cause other problems. Council confirmed the complications of
the Copeland Creek area resulting from the development of the
Sports Center and the Performing Arts Center.
A motion was made by Councilman Cochran, seconded by
Councilman Eck, and unanimously approved, to install speed
bumps as requested, provide extra bike patrol for the
Copeland Creek path, and concensus by Council for a
continuous fence to be put in along Copeland Creek sufficient
to alleviate the problem.
Further discussion followed in which it was confirmed the
other side of Copeland Creek may have the same problems so it
may come to the point of shutting down the paths, and
$100,000 was recently spent on upgrading the pathway.
5ubregional Sewage
Report City Engineer Brust explained that copies had been provided
to Council of Subregional Sewage Long Range Phase II Report
from the City of Santa Rosa. He introduced Dan Carlson from
the Utilities Department, City of Santa Rosa, and Dave
Richardson, CH2-M Hill Consultant who shared contents of the
report via slides. The update included an explanation of
Santa Rosa's expansion of the plant on Llano Road, what
changes have been made in treatment and what direction the
subregional system is headed in its disposal options.

Discussion followed in which Mr. Carlson and W. Richardson
responded to Council questions. The 1987 basin plan placed
some very severe restrictions on any plan that would
discharge waters into the San Francisco Bay, however, Santa
Rosa's ability to consistantly produce high quality tertiary
water for the last year has provided a positive result and a
softening is seen at least from the San Francisco Bay Area
Reagional Water Quality Board staff. The percentage of the
cost to be paid by current rate payers is a matter of City
policy, however about 50% of the cost is for increased water
quality standards for the current flow and the other 5006 for
increased capacity. Bonding is anticipated for 1991 -92 after
receiving the basic direction of the plan and EIR approval.
Council's direction would be sought when the draft is
available. Some of the issues raised regarding concerns to
the bay are the same to any area as far as copper, lead and
zinc which are toxic to frost fish species. The copper, lead
and zinc have been traced to leaching from residential
plumbing. The Sonoma County Water Agency is now looking at
adjusting the PH of the aqueduct water to make it less
aggressive and anitcipates cutting these metal loadings in
half. Even if the flow can be cut down by conservation, the
system still fails in dry years due to lack of availability
of river discharge. Santa Rosa will be piloting retrofit
programs, modifying existing toilets, etc. between now and
2010 so some reduction is anticipated based on what system
is used. Comments against the project have been raised
because of the possibility of condemning properties. Santa
Rosa is not considering condemnation at this time in order
that dairies would not be impacted. The three project
options being considered are 1) Ocean Discharge, 2) West
County Project, and 3) South County Project. Options 2 and 3
require some river discharge. Option 2, the West County
Project, is favored at this time. From a technical
standpoint, health standards recognize up to 5% discharge-of
tertiary treated water to river drinking water sources.-
Nhyor Hollingsworth expressed appreciation to Mr. Carlson and
Mr. Richardson for the presentation.
RECESS Mayor Hollingsworth declared a recess at approximately
10:00 P.M.
RE UIVENR Mayor Hollingsworth reconvened the Council meeting at
approximately 10:05 p.m. with all Council members present
except Council Ibmber Spiro.
Redwood Dr.Widening bgyor Hollingsworth requested City Attorney's recommendation
regarding the Redwood Drive widening Project No. 1986 -18
which was continued from the March 27th meeting because of
Judge Sawyer's ruling.

City Attorney Flitner said this matter was heard by Judge
Sawyer on April 3rd and no ruling to date has been made.
A motion was made by Councilman Hopkins, seconded by
Councilman Cochran, and unanimously approved to continue this
item to the April 24th meeting.
Park and Ride Lot at
Golf Course Drive and
Roberts Lake Road City Manager Callinan said staff is still working on an
agreement with the State approving reimbursement for the
costs of improvements for a park and ride lot at Golf Course
Drive and Roberts Lake Road and recommended this item be
continued to the April 24th meeting. Council concurred.

Director of Administrative Services /Assistant to City Manager
Netter referred to copies provided to Council of Ordinance
No. 522 which amends the Municipal Code to provide for a
false alarm fee to offset costs incurred by the City in
responding to false alarms. He explained that changes wsre
made in the ordinance as a result of the public hearing held
on March 13 and outlined in the Council feting Nbmo dated
April 4, 1990. Due to the number of changes, he recommended
Council reintroduce Ordinance No. 522.
A motion was made by Councilman Cochran, seconded by
Councilman Hopkins, and unanimously approved to reintroduce
Ordinance No. 522.
City Manager Callinan referred to copies provided to Council
of his memo dated April 4, 1990 regarding Proposed Building
Permit Allocations 1990 -1992 and shared the contents therein.
He said an effort was made to eiasis single family homes
because no permits were taken out this year for single family
homes except for a few large custom homes. Staff recommends
approval of this building allocation plan with the condition
that no new permits (additional allotments over previous
allocations) be issued until the new General Plan is approved.
Discussion followed regarding the appropriateness of this
recommendation because of Judge Sawyer's ruling. City
Attorney Flitner read the State Planning and Zoning Law
section and said in view of the Court's findings, the State
Law does allow building of new family structures, however,
approval of allotments is not a building permit, so builders
would still have to go through that process. The Building
Permit allocations 1990 through 1992 as recoed by staff
does fit within the guidelines to be categorically exeept.
Rohnert Park City Council Minutes (9) April 10, 1990
City Manager Callinan said some areas have filed final maps
and tentative maps provide a way to plan unless there are
overriding reasons not to become final. Amendments to the
General Plan Final Draft were reviewed as proposed in memo
dated April 4, 1990 from Assistant to the City Manager Leivo
to be consistent with the recommendation of the additional
building permits.
Councilman Eck made reference to the pent up housing demands
and expressed concerns in running the building allotments up
to the sewage capacity and not having sufficient capacity for
commercial and industrial users.
A motion was made by Councilman Hopkins, seconded by
Councilman Cochran, to approve the Growth Management Plan as
outlined by staff and to include the changes as proposed in
Assistant to the City Manager Leivo's memo dated April 4th to
the Draft General Plan. Said motion was approved by the
following roll call vote:

Councilman Cochran said capacity for industrial and
commercial zones needed to be maintained and asked if the
formula referenced above provided adequate protection. City
Engineer Brust said the increment is included to go along at
the same rate of normal housing.

General Plan City Manager Callinan explained that copies had been provided
to Council of memo dated April 4, 1990 from Assistant to the
City Manager Leivo regarding Amendments to the Housing
Element of the General Plan and Transmittal Report, also from
Mr. Leivo, regarding the Final Draft General Plan. _
Discussion followed in which Councilman Eck referenced public
comment regarding earthquake hazards/boiler plate and asked
that the General Plan include information about the risks of
a serious earthquake. City Manager Callinan referenced
letter received today from Paul D. Stutrud regarding the
Draft EIR - Noise Element. Assistant to the City Manager
Leivo said after completing the Final Draft General Plan, he
talked to the Plant Director of Safety Kleen who provided
some additional clarification for the document.
A motion was made by Councilman Hopkins, seconded by
Councilman Eck, and unanimously approved, to make the changes
on the Housing Element with amendments as provided by staff,
approve the Final Draft General Plan and to send to the
Planning Commission for final review and Public Hearing,
then back to Council for General Plan Public Hearing on
May 8th, 1990.

Limiting Council 9.' M=
City Manager Callinan explained that copies had been provided
to Council of a proposal from George Horwedel regarding
limiting the terms of the Council. This item was continued
from the March 27th Council meeting.
George Horwedel, 7669 Comino Colegio, distributed copies to
Council of revised proposal regarding limiting the terms of
Council recommending a three term limit instead of his
previous proposal of two terms. He said since Council Member
Spiro was not present he would prefer to carry this item over
to the newt Council maeting.
A motion was made by Councilman Cochran, seconded by
Councilman Eck, and unanimously approved, to defer the
proposal limiting the terms of Council to April 24th, 1990.
Urban Boturdary
Proposal City Manager Callinan explained that copies had been provided
to Council of a proposal from the Concerned Citizens of
Rohnert Park regarding reduction of the Sphere of Influence
and an Urban Boundary proposal which was continued from the
March 27th Council meeting.
A motion was made by Councilman Hopkins, seconded by
Councilman Cochran, and unanimously approved, to continue
this matter until after the General Plan is approved to
decide whether or not there should be an authority other than
an advisory vote regarding the sphere of influence and urban
boundaries.
Performing Arts Center City Manager Callinan explained that copies had been provided
to Council of news release dated April 9, 1990 regarding the
Performing Arts Center Video Wins Award for Excellence at the
Sadies and shared the contents therein. He said this was_a
very prestigious Award for Excellence at the April 6th Sonoma
County Ad Club Annual Awards Ceremony. It was produced by
the City of Rohnert Park through Ron Schilling at Sonoma
Video and was written and conceived by Performing Arts Center
Director Michael Grice. W. Callinan said copies were also
Provided to Council of Performing Arts Center project costs
totaling $7,882.000 and source of funds and shared the
contents therein. The Endowment Program is underway and
request was made for Council to get involved. Fees and
scheduling at the Center were reviewed.
Councilman Hopkins brought up the discussion relating to
Previous comnitrwnts in regard to naming the Performing
Arts Center.
A motion was made by Councilman Hopkins, seconded by
Councilman Cochran, and unanimously approved, to name the
Center "Dorothy Rohnert Spreckels Performing Arts Center ".
Rohnert Park City Council Minutes (11) April 10, 1990
Mayor Hollingsworth said he talked to Council Member Spiro
earlier tonight and she also agreed it would be appropriate
to name the Center as previously committed to include the
name of Dorothy Rohnert Spreckels.
City MRnager's Report:
Con nunications per the attached outline were brought to the
attention of the City Council. No action was taken unless
specifically noted in these minutes.
Mayor Hollingsworth referred to two items on tonight's
Communications 1) Item #30 from the City of Sacramento to
oppose AB -3222 that would require the installation of water
meters, and 2) Item #31 from Bay Area Citizens Against
Pornography (BACAP) to support Victims of Pornography Week
from May 6 -12, 1990.
A motion was made by Councilman Cochran, seconded by
Councilman Hopkins, and unanimously approved, to oppose
Assembly Bill 3222.
A motion was made by Councilman Cochran, seconded by
Councilman Hopkins, and unanimously approved, to support
Victims of Pornography Week from May 6 -12, 1990 and to
prepare a resolution as requested.
Councilman Eck called attention to Item #37 from
Superintendent of Public Works Rail regarding appreciation to
the Boy Scouts on the foot trail project between SSU and
Snyder Lane. He said large tufts of grass had developed on
the pathway he uses where the wood chips ran out that creates
a problem for joggers.
Discussion followed confirming that the City should continue
to work with the Scouts to find projects for them, and a
letter should be sent under the Mayor's signature as
requested previously by a lady that appeared before the
Council asking for a letter of support.
A motion was made by Councilman Cochran, seconded by
Councilman Hopkins, and unanimously approved, to send a
letter of support to the Boy Scouts under the Mayor's
signature.
City Manager Callinan said a payoff has been worked out for
one of the leases regarding a Gold Ridge lease purchase loan.
City Manager Callinan reminded Council that Rohnert Park will
be the host city for the Mayors' and Councilmen's Association
conference on May 10th. Councilman Eck confirmed that
details are being worked out for the dinner and program at

Sonoma Department of Public Works regarding AB 939 Waste

heading this requirement of AB 939 and is asking if the
City wants to participate. Staff recommends joining with
the County. A Consultant would be hired to complete the Waste
Characterization Component which would be paid out of
tipping fees.
A notion was made by Councilman Eck, seconded by Councilman
Hopkins, and unanimously approved, to send a letter accepting
staff's recommendation regarding AB 939 Waste
Characterization Component.
Director of Administrative Services Netter referenced a
letter from the Sonoma County Department of Public Works
regarding the membership of the AB 939 Task Force. Mr.
Netter commented that the County Administrator and Director
of Public Works recommends that the existing Solid Waste
Management and Resource Recovery Committee members be
appointed along with other business and industry
representatives. The County is requesting the cities'
concurrence. Council concurred.
rcepvrm:: City Attorney Flitner said a settlement is being explored
regarding Atinkdale Bros. /Able Pool vs. City. A counter offer
has been made by Nbnkdale Bros. which is higher than the City
hoped, so it has been resubmitted with a request for review
which protects the time element of the case.
Matters from Council:
City Attorney said Veale filed an appeal on April 6th
regarding the billboard lawsuit so this case is not over yet.
There is no contract that can allow for coverage of court
costs but the City can ask the Court for an award of fees
under the appeal.
City Manager Cwallinan reviewed joint meetings as previously
scheduled by Council 1) Joint Meeting with Planning
Commission at Padre Town Station on 4/17 at 6:00 p.m., and
2) Joint Feting with Rohnert park Cultural Arts Commission
at Padre Town Station on 4/23 at 6:00 p.m.

Appearances Mayor Hollingsworth asked if anyone in the audience wished to
make an appearance at this time.
Sil Cincera, representative of Pacific Gas and Electric
Company, presented two franchise checks to the City in the
amounts of $47,800 for gas, $147,700 for electric, totaling
$195,000.
Charlie Artman, 25 Alexis, Sonoma Grove, expressed concern on
the water conditions at Roberts Lake to which the Mayor
responded Council would take this matter under advisement.
Charlie Artman said there are some individuals and groups
like Concerned Citizens who are well informed regarding
environmental and other such topics previously discussed who
would be happy to assist and provide significant input.
Adjournment There being no further business, Mayor Hollingsworth
adjourned the meeting at approximately 10:48 p.m. to the
Joint Nbeting with Planning Commission at Padre Town Station,

Dear Mayor Hollingsworth
and Members of the Rohnert Park City Council;
Sonoma County A.I.D.E. is a non-profit Rohnert Park
agency that has been providing counseling and drug abuse
education services since 1982. We provide a licensed
counselor wbo works with the IMPACT Core team at Rancho
Cotate High School and provides free assessment sessions
to high-risk youth and their families referred through
this program. We also provide free Diversion Groups
that are specifically for students involved with drugs
and/or alcohol. Referrals come from Juvenile Probation,
local law enforcement, school staff, self and family
members.
We also, help support the high School Peer Counseling
Program and,co-sponsor such events as the recent Teen
Issues Night
This year, however, we have become deeply involved
with the Cotati-Rohnert Park Unified School District.
The District is sub-contracting with Sonoma County A.T.D.E.
to work with them in developing a district-wide Drug Abuse
Prevention, Education and Counseling Program. We are
currently in the process of Phase One of this program-
providing counselors at each school , working on school
policies to help drug users and developing a needs assessment
survey to provide direction for next year. Funds for this
program will come through state CADPE, Tobacco and Drug Free
Schools funds specifically earmarked for this purpose.
To suppiement our work, we are applying for additional
funds from the Sonoma County Office of Drug Abuse ( see
attached). We have already met with and secured support
and a method of coordinating services with Rohnert Park
Youth Services, the Cotati Police Department and Juvenile
Probation.
We see this as the beginning of a long over-due
comprehensive program to deal with drug abuse in our
community. To be successful we will need to coordinate
with city governments in their efforts and look foEWW
to these opportunities.
We are seeking a letter of support from the City
of Rohnert Park and future opportunites to discuss the
programs now being developed.

A total of $28,955 additional Federal. Funds are available to increase
current secondary prevention services in the Cotati-Rohnert Park area of
Sonoma County during FY 1990-91. Sonoma County Drug Abuse Services is
therefore issuing this request for proposals from private, non-profit
providers in the County.
The deadline for submission of proposals is 5pm April !Q�3, 1990.

A. GUIDELINES:
1. The above funds must be used to provide secondary prevention
services, i.e. early intervention aimed at at-risk youth. These
services may include client assessment and treatment planning,
varieties of counseling (individual, group, family) and other
affective or interpersonal strategies designed to reduce drug
abuse and other destructive behaviors. Primary prevention
services such as drug abuse education, peer counseling, parent
training and the like may be included in the overall proposal, but
emphasis on secondary prevention is required
2. The provider must offer these services in close coordination with
the Cota-ti-Rohnert Park Unified School Districi Therefore a
signed Memorandum of Understanding documenting the School
District's commitment to integrate the provider's services into
its at-risk student Assessment and Referral procedures must be
submitted along with the proposal.. Similarly documented linkage
with local law enforcement is also required.
B. Agencies submitting proposals should adhere to the Service Statement
Outline and Budget Forms attached (Exhibits A and B).

6/30/91.
