2002/07/23 City Council MinutesCITY OF ROHNERT PARK CONCURRENT MEETINGS MINUTES for: CITY COUNCIL COMMUNITY DEVELOPMENT COMMISSION ROHNERT PARK FINANCING AUTHORITY ROHNERT PARK DISTRICT CONCURRENT MEETINGS WORK SESSION MINUTES for COMMUNITY DEVELOPMENT COMMISSION PROPOSED BUDGET 2002 -03 July 23, 2002 Tuesday The concurrent meetings of the City of Rohnert Park for the City Council, Community Development Commission, Rohnert Park Financing Authority, and the Rohnert Park District met this date for a work session open to the public to discuss the Community Development Commission Proposed Budget 2002 -03. The work session commenced at approximately 5:00 p.m. in the Conference Room, 6750 Commerce Boulevard, Rohnert Park, with Mayor Flores presiding. CALL TO ORDER: Mayor Flores called the work session to order at 5:04 p.m. ROLL CALL: Present: (4) Councilmembers Mackenzie and Vidak- Martinez; Vice Mayor Reilly; and Mayor Flores Absent: (0) None. Staff present for all or part of the session: City Manager Netter, Finance Director Lipitz, Assistant City Manager Donley, Public Works Manager Stephens, Planning and Community Development Director Kaufman, and City Attorney Strauss. ACKNOWLEDGING THE CITY MANAGER /CLERK'S REPORT ON POSTING THE MEETING AGENDA: Council acknowledged the City Manager /Clerk's Report on the posting of the meeting's agenda. City of Rohnert Park *CONCURRENT MEETINGS MINUTES July 23, 2002 Page(2 ) COMMUNITY DEVELOPMENT COMMISSION PROPOSED BUDGET 2002 -03 Finance Director Lipitz reviewed the contents of the CDC Proposed Budget 2002 -03 as provided to Council. COUNCIL DISCUSSION /DIRECTION: Councilmembers shared comments, suggestions, and /or inquires regarding the proposed budget, including the following items: Consultant Fees: Councilmember Vidak- Martinez SUGGESTED that under "Operating Expenses /Transfers" Nos. 3 and 6 be lumped together under the heading "Consultant Fees ". Comnutation of General _Fund Allocation to Redevelopment Fund: Councilmember Vidak - Martinez RECOMMENDED that staff review the "Estimated Percentages Applied to Redevelopment Operations" for accuracy in the event of an audit. Housing Loans /First -time HomebuYer Loans: Councilmembers RECOMMENDED that staff review the First -time Homebuyer Loan Program in an effort to make it more flexible. Civic Center Area: At the recommendation of Councilmember Mackenzie, Council CONCURRED to review the Civic Center Area Plan at the August 13, )002, Council meeting. Planning Director Kaufman noted that a re -look at the overall City Center Concept Plan is already scheduled for said date, along with a presentation by Joe Sheppard, a local realtor, withya mixed -use concept plan for part of that area. PUBLIC COMMENTS: Mayor Flores stated that in compliance with State law, the Brown Act, members of the public wishing to make a comment may do so at this time, limited to 3 -5 minutes per appearance with a 30- minute limit.
