2003/01/22 City Council MinutesCITY OF ROHNERT PARK CONCURRENT MEETINGS MINUTES for: CITY COUNCIL COMMUNITY DEVELOPMENT COMMISSION ROHNERT PARK FINANCING AUTHORITY ROHNERT PARK DISTRICT CONCURRENT MEETINGS MINUTES for SPECIAL MEETING January 22, 2003 Wednesday The concurrent meetings of the City of Rohnert Park for the City Council, Community Development Commission, Rohnert Park Financing Authority, and the Rohnert Park District met this date for a Special Meeting open to the public to discuss matters as listed on the agenda. The Special Meeting commenced at approximately 6:30 p.m. in the Council chambers, 6750 Commerce Boulevard, Rohnert Park, with Mayor Vidak- Martinez presiding. CALL TO ORDER: Mayor Vidak- Martinez called the Special Meeting to order at 6:30 p.m. ROLL CALL: Present: (5) Councilmembers Flores, Mackenzie, and Spradlin; Vice Mayor Nordin; and Mayor Vidak- Martinez Absent: (0) None. Staff present for all or part of the session: Acting City Manager Donley, Finance Director Lipitz, Public Works Manager Stephens, Planning and Community Development Director Kaufman, and Building Official Braun. ACKNOWLEDGING THE CITY MANAGER /CLERK'S REPORT ON POSTING THE MEETING AGENDA: Council acknowledged the City Manager /Clerk's Report on the posting of the meeting's agenda. City of Rohnert Park January 22, 2003 PUBLIC COMMENT: *CONCURRENT MEETINGS MINUTES Page ( 2 ) Mayor Vidak- Martinez stated that in compliance with State law, The Brown Act, members of the public wishing to make a comment may do so at this time, limited to 3 -5 minutes per appearance, with a 30- minute limit. No members of the public responded. I. BUDGET MATTERS: 1. Mid -Year Budget Presentation - Fiscal Year 2002 -03: Finance Director Lipitz summarized the contents of the Mid -Year Budget Presentation in a slide show. Staff responded to various Council questions regarding tax revenues, property and sales taxes, the reserve balance, and surplus properties. Council Discussion /Direction: Council suggestions/ direction included the following: DIRECTION TO STAFF to irrigate an area between the Doubletree Hotel and the golf course. SUGGESTIONS (1) To develop programs based on worst -case budget scenarios; (2) To keep pools open on a minimal -use basis without closing them; (3) To develop the budget focusing on the realistic sale of the City's surplus properties at market rate; (4) To give Council a range of budget options; (5) To conduct an in -depth review of the City's core responsibilities/funding obligations. 2. Level -of- Service Approach to Budgeting: and Review of Multiple Approaches to Budgeting: Acting City Manager Donley DISTRIBUTED AND REVIEWED the contents of the staff report entitled, "Review of Multiple Approaches to Budgeting," in a slide show. Draft Financial Policies: Mayor Vidak- Martinez DISTRIBUTED AND REVIEWED a three -page handout with quotes, goals, and outlines regarding fiscal policy. Examples from other cities_: Draft financial policies from other cities were provided to Council in the staff report in the Special Meeting packet. Vice Mayor Nordin also DISTRIBUTED an article about the City of San Moreno's customer service efforts. Council Discussion /Direction: Council consensus/ suggestions /directions included the following: CONSENSUS to convey Council's values to staff and to be more involved in the monitoring of the budget in an effort to create a solid fiscal policy /foundation for the City. SUGGESTIONS (1) To make a nexus between the City's core values and the budget; (2) To be very realistic in the development of the budget; (3) To thoroughly monitor the progress /results of the budget; (4) To consider the goals and quality -of -life issues pertinent to the City. DIRECTIONS TO STAFF (1) To service levels, as well as (2) To consider long -term as well. II. PUBLIC COMMENTS: define current and minimum one level below minimum; planning for future budgets Mayor Vidak- Martinez called forward any members of the public wishing to speak. No one responded. III. PRESENTATION OF CITY HALL OPTIONS: Building Official Braun DISTRIBUTED AND REVIEWED, through a slide show presentation, a document entitled, "Planning for the Future, A New Beginning." Staff also discussed the potential to build the new City Hall at a significant savings. Council Discussion/Direction/Action: Council suggestions /direction included the following: SUGGESTIONS (1) To consider the more favorable construction market; (2) To carefully explain the funds reserved for City Hall to the public; (3) To reconsider the building design and the exterior color. *City Council /Community Development Commission/ Rohnert Park Financing Authority /Rohnert Park District City of Rohnert Park *CONCURRENT MEETINGS MINUTES January 22, 2003 Page(4 ) DIRECTION TO STAFF to prepare two alternatives with reduced expenses for Council consideration as follows: One City Hall with Council chambers and one without Council chambers. *************************** * * * * * * * * * * * * * * * * * * * * * * * * * * * * * ** CONSENT CALENDAR: Mayor Vidak - Martinez asked if there were any questions about the matter on the Consent Calendar.
