Tuesday
The concurrent meetings of the City of Rohnert Park
for the City Council, Community Development Commission,
Rohnert Park Financing Authority, and the Rohnert
Park District met this date for a Study Session open to
the public to discuss the Draft Zoning Ordinance. The
Study Session commenced at approximately 5:30 p.m.
in the Council chambers, 6750 Commerce Boulevard, Rohnert
Park, with Mayor Vidak- Martinez presiding.
CALL TO ORDER:
Mayor Vidak- Martinez called the Study Session to order
at 5:38 p.m.
ROLL CALL:
Present: (5) Councilmembers Flores, Mackenzie, and
Spradlin; Vice Mayor Nordin; and
Mayor Vidak- Martinez
Absent: (0) None.
Staff present for all or part of the session: Acting
City Manager Donley, City Attorney Strauss, Planning and
Community Development Director Kaufman, Associate Planner
Bendorff, and Engineering Technician Pedroncelli.
STUDY SESSION ON THE DRAFT ZONING ORDINANCE
Planning Director Kaufman and Associate Planner Bendorff
DISTRIBUTED AND REVIEWED the contents of the Staff Report,
which included the following documents: Suggested Agenda
for the Council's First Study Session, User's Guide to the
Zoning Ordinance, Land Use Comparison Charts, and Planning
Commission Recommendations and Errata Sheet.

Planners Kaufman and Bendorff ACKNOWLEDGED the extensive
efforts made by City staff, the Zoning Committee, and the
intern from Sonoma State University to produce the Draft
Zoning Ordinance in such a timely manner.
Planning Director Kaufman REQUESTED COUNCIL INPUT on the
following matters: (1) How to improve the User's Guide;
(2) How to proceed with the reviews of the Draft Zoning
Ordinance.
Planners Kaufman and Bendorff DISTRIBUTED colored Zoning
Maps and copies of the Draft Zoning Ordinance 2002. They
reviewed Land Use Regulations and Categories for
Residential, Commercial, and, at the request of Mayor
Vidak- Martinez, Industrial. Furthermore, they responded
to Council questions, including matters related to
homeless shelters, family care homes, cyber cafes, gift
shops, hotels /motels, laboratories, and telecom hotels.
Council SUGGESTIONS included the following: (1) Zoning
Ordinance should not create barriers, particularly in
terms of, among other things, shelter for single mothers,
research & development firms; (2) Staff should consider
contacting the City of Santa Rosa to learn more about
their experience with medical technology outfits.
Furthermore, Council CONCURRED that staff's format for the
Permitted Uses reflected in the Draft Zoning Ordinance is
acceptable.
INFORMATIONAL NOTE: Mayor Vidak- Martinez noted that she
will be coordinating with staff to schedule another Draft
Zoning Ordinance Study Session by this March.

Tuesday
The Concurrent Meetings of the City of Rohnert Park for
the City Council, the Community Development Commission,
and the Rohnert Park Financing Authority met this date in
Regular Session for a regular meeting to commence at
6:30 p.m. in the Council Chambers, 6750 Commerce
Boulevard, Rohnert Park, with Mayor Vidak- Martinez
presiding.
CALL TO ORDER:
Mayor Vidak- Martinez called the Regular Session to order
at 6:36 p.m.
ADJOURN TO CLOSED SESSION:
Mayor Vidak - Martinez ADJOURNED the Regular Session to
Closed Session at 6:36 p.m.
REGULAR SESSION:
Mayor Vidak - Martinez ADJOURNED Closed Session at
approximately 7:05 p.m., and the Councilmembers
RESUMED Regular Session at 7:07 p.m. as
Mayor Vidak- Martinez led the pledge of allegiance.
ROLL CALL:
Present: (5) Councilmembers Flores, Mackenzie, and
Spradlin; Vice Mayor Nordin;
and Mayor Vidak- Martinez

Staff present for all or part of the meeting: Acting
City Manager Donley, City Attorney Strauss, and Public
Works Manager Stephens.
STUDY SESSION:
A Study Session was held at 5:30 p.m. in Council chambers
to introduce and review the Draft Zoning Ordinance.

1. MAYOR'S REPORT ON CLOSED SESSION:
Mayor Vidak- Martinez stated that there was nothing to
report on the Closed Session, which commenced at
approximately 6:36 p.m. to discuss matters listed on the
agenda, representing an update.
2. SCHEDULED APPEARANCE /PRESENTATION:
1. Michael Krauss for the Rohnert Park Committee for
Non- Violence, requesting the period of time from
January 30, 2003, to April 4, 2003, to be declared
and observed as a "Season for Non - Violence" to
commemorate the memorial anniversaries of Mahatma
Gandhi and Dr. Martin Luther King, Jr.: Mr. Krauss
reviewed the contents of the materials provided in
the agenda packet. He REQUESTED (1) Use of a room
to conduct a variety of "Season of Nonviolence"
activities, including video presentations and book
study groups; and (2) Council consideration of a
"Season for Nonviolence" proclamation.
Council Discussion /Direction /Action: Council
CONCURRED TO AGENDIZE for the next agenda
consideration of the "Season for Nonviolence"
proclamation and the use of a room for related
activities. Mayor Vidak- Martinez NOTED that there
will be a meeting tomorrow evening at the
Department of Public Safety to continue working on
the Hate -Free Communities Campaign, and she
REQUESTED that Mr. Krauss bring the Councilmembers
white ribbons as part of the Committee's
white- ribbon campaign.
3. PUBLIC COMMENT:
Mayor Vidak- Martinez stated that in compliance with State
law, The Brown Act, members of the public wishing to make
a comment may do so at this time, limited to 3 -5 minutes
per appearance, with a 30- minute limit.

recognized and inquired as to when the Council and
the Golf Course Subcommittee will each be taking up
the matter of the use of private carts. He noted
that people are making financial decisions based
upon erroneous interpretations of the language in
the lease with CourseCo, and he urged the Council,
to renegotiate and revise said lease based on the
"Proposed Modifications" document and consideration
of a Foxtail income chart which he REDISTRIBUTED.

Councilmember Flores RECOMMENDED that Council
schedule consideration of the golf course cart
issue for the second Council meeting in February.
4. STUDENT REPORTS:
a. High School - Youth Leadership of Rohnert Park
(Second meeting only): No representative present.
b. SSU - Sonoma State University Associated Students,
Inc.: No representative present.
Mayor Vidak- Martinez ACKNOWLEDGED the Boy Scouts present
in the audience.
5. COMMISSION /COMMITTEE /BOARD APPOINTMENTS - COUNCIL
ACTION REGARDING REMAINING APPOINTMENTS FOR VACANCIES
AND /OR TERMS EXPIRED DECEMBER 31, 2002:
Cultural Arts Commission
Council CONCURRED with the new appointment of Chrissey
Cossey as Councilmember Spradlin's nomination for a
four -year term to expire December 31, 2006. Furthermore,
Council CONCURRED TO DIRECT STAFF to send a letter of
thanks to Tim Danesi for his work on the Cultural Arts
Commission.
Sister Cities Relations Committee
Acting City Manager Donley indicated that no one has
responded to the ad for the at- large, two -year term
position. Mayor Vidak- Martinez INFORMED any interested
members of the public to contact the City Manager's Office
and to fill out a one -page fact sheet.
6. COUNCIL COMMITTEE AND /OR OTHER REPORTS:
1. Sonoma County Transportation Authority (SCTA),
January 13 2003, meeting: Councilmember Mackenzie
deferred to Public Works Manager Stephens for the
Staff Report.
Review of Caltrans funding - Council Direction on
the Cooperative Agreement for the Rohnert Park
Expressway Improvements: Public Works Manager
Stephens reviewed the contents of the Staff Report,
and Councilmember Mackenzie shared additional
comments.

Council Discussion /Direction /Action: Upon MOTION
by Councilmember Flores, seconded by Vice Mayor
Nordin, a motion to proceed with the recommendations
of staff, as outlined in the Staff Report, was
UNANIMOUSLY APPROVED.
2. Water Issues Subcommittee, January 21, 2003,
meeting:
and
Review Sonoma County Water Agency (SCWA) Proposed
Rates for Water Deliveries FY 2003 -04:
Councilmember Flores commented on the proposed rate
increases, and Councilmember Mackenzie shared
comments on the future water- metering for Rohnert
Park. Councilmember Mackenzie did note that it was
agreed that there will be a liaison from the Sonoma
County Board of Supervisors with the Water Advisory
Committee.
Council Discussion /Direction: Council CONCURRED TO
DIRECT Councilmember Flores to express the Council's
support for the Proposed Rates for Water Deliveries
FY 2003 -04 at the Water Advisory Committee meeting
on February 3, 2003.
3. Economic Development Subcommittee, January 27, 2003,
meeting: Councilmember Flores and Mayor Vidak-
Martinez shared comments about the following items:
(1) Kisco project /Wellness Center brochure; (2)
Northwest Specific Plan /Letter from Redwood Equities
to split the Specific plan; (3) Proposal from
Amy's Kitchen. Council CONCURRED TO AGENDIZE two
matters for the next agenda as follows:
(1) Consideration of Kisco /Wellness Center Second
Amendment to the Lease; and (2) Consideration of
Master Plan - Request for Separation from
Northwest Specific Plan.
4. Other, if any:
a. Library Issues: Acting City Manager Donley and
X74,-,= Mayor Nardi n gave a hr-i of 11 date on 1 i brary
matters, including the cracks in the stucco on
the front entrance, the progress of the mural,
the unilateral action to replace the carpet, and
the concrete in the Poet's Alley walkway.

b. Solid Waste Management Agency meeting:
Councilmember Mackenzie indicated that he will
be coordinating a meeting with the Garbage
Subcommittee, Acting City Manager Donley, and
Ken Wells, Executive Director of the Sonoma
County Waste Management Agency, to begin
communications with said agency.
7. PRESENTATION OF CONFLICT -OF- INTEREST MAPS:
City Attorney Strauss summarized the contents of the Staff
Report and responded to Council questions.
8. COMMUNICATIONS:
Communications per the attached outline were brought to
the attention of the Councilmembers.
Letter from Commanding Officer of the Coast Guard
Marine Safety_ Office of San Francisco Bay, informing
_Acting City Manager Donley of his new rank as
Lieutenant Junior Grade in the Coast Guard Reserve:
Mayor Vidak- Martinez RECOGNIZED Acting City Manager
Donley for his achievement.
2. Letter from Mayor Vidak- Martinez re C -CORP
(Concerned Citizens of Rohnert Park),
B Neighborhood January 13 2003, meeting - Issues
and Solutions; and C- CORP's Letter, December _6
2002, requesting traffic mitigation with the
Capital Improvement Budget funds: Mayor Vidak-
Martinez DISTRIBUTED AND REVIEWED the two letters.
She RECOMMENDED that the City respond to C- CORP's
suggestions, including a double line on Adrian
Drive, the use of subscriptions to keep the pools
open, and the use of the bottom of the City's
water bills to provide a space for citizens to
make suggestions about how to provide City services
in a more cost - effective manner. Council
CONCURRED TO DIRECT STAFF to set up a timeline of
traffic- calming measures in each neighborhood.
9. MATTERS FROM /FOR COUNCIL, INFORMATIONAL ITEMS, IF ANY:
1. Employee Appreciation Event, February 28, 2003,
Community Center: Acting City Manager Donley
ANNOUNCED said event and noted that invitations to
Councilmembers are forthcoming. At the suggestion
of Vice Mayor Nordin, Council CONCURRED TO DIRECT
STAFF to set up a program whereby once a month a
department head selects an employee to be recognized
by Council for his /her extra efforts.

about the matters on the Consent Calendar, which were
explained in the City Manager's Council Meeting Memo. The
Mayor signified removal of two Consent Calendar items for
further discussion as follows: Approval of the Concurrent
Meeting Minutes for Special Meeting, January 7, 2003, and
Regular Concurrent City Meetings, January 14, 2003, per
Mayor Vidak- Martinez' recommendation; and Resolution for
Adoption No. 2003 -20 per Councilmember Flores'
recommendation.

Upon MOTION by Councilmember Flores, seconded by Vice
Mayor Nordin, and UNANIMOUSLY APPROVED, reading of
Resolution No. 2003 -20 was waived and said resolution
was ADOPTED.
11. PUBLIC COMMENT:
Mayor Vidak- Martinez called forward any members of the
public wishing to speak.
1. Mike Wright, 443 Anson Avenue, was recognized and
requested that City staff consider taking action to
repair the asphalt that has worn away on Anson Avenue.
Mayor Vidak- Martinez DIRECTED STAFF to take a look
at said problem.
