2003/02/20 City Council MinutesCITY OF ROHNERT PARK CONCURRENT MEETINGS MINUTES for: CITY COUNCIL COMMUNITY DEVELOPMENT COMMISSION ROHNERT PARK FINANCING AUTHORITY ROHNERT PARK DISTRICT CONCURRENT MEETINGS MINUTES for SPECIAL MEETING February 20, 2003 Thursday The concurrent meetings of the City of Rohnert Park for the City Council, Community Development Commission, Rohnert Park Financing Authority, and the Rohnert Park District met this date for a Special Meeting open to the public to discuss matters as listed on the agenda. The Special Meeting commenced at approximately 5:00 p.m. in the Council chambers, 6750 Commerce Boulevard, Rohnert Park, with Mayor Vidak- Martinez presiding. CALL TO ORDER: Mayor Vidak- Martinez CALLED the Special Meeting to order at approximately 5:00 p.m. ADJOURN TO CLOSED SESSION: Mayor Vidak - Martinez ADJOURNED the Special Meeting to Closed Session at approximately 5:00 p.m. SPECIAL SESSION: Mayor Vidak- Martinez ADJOURNED Closed Session at approximately 6:13 p.m., and the Councilmembers RESUMED Special Session at approximately 6:15 p.m. ROLL CALL: Present: (5) Councilmembers Flores, Mackenzie, and Spradlin; Vice Mayor Nordin; and Mayor Vidak- Martinez Absent: (0) None Staff present for all or part of the session: Acting City Manager Bullard, City Attorney Strauss, and Building Official Braun. City of Rohnert Park *CONCURRENT MEETINGS MINUTES February 20, 2003 Page(2 ) PUBLIC COMMENT: In compliance with State law, The Brown Act, members of the public wishing to make a comment are allowed to do so at this time, limited to 3 -5 minutes per appearance, with a 30- minute limit. No members of the public were present. CLOSED SESSION: A Closed Session was held at 5:00 p.m. to discuss Personnel Matters - Review of City Manager Application. There was nothing to report.. ITEMS FOR DISCUSSION AND /OR ACTION EMERGENCY MOTION: At this time, Mayor Vidak- Martinez suggested that the Council consider hiring a consultant on an hourly and very limited basis for approximately one month before a new City Manager is named, to work under Acting City Manager Bullard's direction on various City projects. Furthermore, Mayor Vidak - Martinez suggested that Mr. Carl Leivo fill the position as temporary consultant to assist Acting City Manager Bullard on City projects, including the following: Kisco Wellness Center, affordable housing, Stadium lands, Rancho Feliz management change, Economic Development Strategic Plan, and the budget. Upon MOTION by Vice Mayor Nordin, seconded by Councilmember Flores, a motion to declare consideration of hiring Carl Leivo as a temporary consultant to assist Acting City Manager Bullard an EMERGENCY MOTION based'on an urgency finding that the matter came up after the posting of the agenda, was APPROVED 4 -1 with Councilmember Mackenzie dissenting. Upon MOTION by Vice Mayor Nordin, seconded by Councilmember Flores, a motion (1) to approve Carl Leivo to fill the position of project consultant to Acting City Manager Bullard on an hourly basis, lb maximum hours a week at the Acting City Manager's rate without benefits, and to commence work at the discretion of Acting City Manager Bullard; and (2) to add consideration of said position to be filled by Carl Leivo to the next Council agenda, was APPROVED 4 -1 with Councilmember Mackenzie dissenting. *City Council /Community Development Commission/ Rohnert Park Financing Authority /Rohnert Park District City of Rohnert Park *CONCURRENT MEETINGS MINUTES February 20, 2003 Page(3 ) I. COUNCIL EXPENSE AND EQUIPMENT POLICIES: Council Discussion /Direction: Mayor Vidak- Martinez gave a verbal report on the current Council expense and equipment policies. Mayor Vidak- Martinez expressed an interest in separate expense forms for Councilmembers, and she indicated that she will work with staff to develop policies based on Council's direction this evening. Council discussion ensued, and the following outlines were discussed and SUBMITTED to the Mayor for assistance in developing policies: Per Equipment: Employer Status Separate Council Policies and Forms Equipment: Fax Phone Cards City -owned laptop computers, if available Per Expenses: Training (List of organizations) Crocker /Staff development Mayors' & Councilmembers' Association City- sponsored events (Not Chamber of Commerce, unless invited) Performing Arts Center comp tickets Schedule of event & training participation (Councilmembers and staff) Management package Council- designated lobbying activities Per Council discussion on the matter of expenses, Council CONCURRED on the following matters: (1) Attendance at non -City sponsored community events should be at the Councilmember's own expense; (2) All Performing Arts Center tickets for an individual Councilmember to attend a performance should be comped; extra tickets should be paid for; (3) A schedule of Councilmember and /or staff participation at events or training is desirable; (4) Lobbying expenses should be recognized as legitimate expenses, when Council - designated. Mayor Vidak- Martinez REQUESTED that Councilmembers contact her if they have any further input on the matters of Council expense and equipment - policies. *City Council /Community Development Commission/ Rohnert Park Financing Authority /Rohnert Park District City of Rohnert Park *CONCURRENT MEETINGS MINUTES February 20, 2003 Page(4 ) II. CITY HALL OPTIONS: Council Discussion /Action: Building Official Braun DISTRIBUTED AND REVIEWED a three -part handout pertaining to the City Hall options, including a Staff Report, a "Five Options for City Hall Facilities" document, and information on Photovoltaic Systems. Staff responded to Council questions, and Council discussion concluded with a MOTION by Councilmember Flores, seconded by Councilmember Mackenzie, (1) to DIRECT STAFF to proceed with staff - recommended design specifications for a new City Hall, excluding Council chambers as outlined in Option 1, Variation 1; and (2) to have the next City Manager do a final analysis and report back to the Council as to the appropriate timing for said project. Said motion was UNANIMOUSLY APPROVED. Furthermore, Council CONCURRED to DIRECT STAFF to pursue a Photovoltaic System (PV) to be installed in the proposed City Hall.
