Tuesday
The concurrent meetings of the City of Rohnert Park
for the City Council, Community Development Commission,
Rohnert Park Financing Authority, and the Rohnert
Park District met this date for a Study Session open to
the public to discuss matters as listed on the agenda.
The Study Session commenced at approximately 5:30 p.m.
in the Council chambers, 6750 Commerce Boulevard, Rohnert
Park, with Mayor Vidak- Martinez presiding.
CALL TO ORDER:
Mayor Vidak- Martinez called the Study Session to order
at 5:35 p.m.
ROLL CALL:
Present: (5) Councilmembers Flores, Mackenzie, and
Spradlin; Vice Mayor Nordin; and
Mayor Vidak- Martinez
Absent: (0) None.
Staff present for all or part of the session: Acting

BUDGET MATTERS - LEVEL OF SERVICE
RECREATION DEPARTMENT:
Recreation Director Barry DISTRIBUTED AND REVIEWED
the
Staff Report, which covered the Effects of Past Budgets
and Service Level Budgeting for Aquatics, Sports & Fitness
Center /Adult Sports, Administration, Senior Citizen
Center, and Children /Teen Programs and Events.
Council Discussion /Direction: Council comments/
suggestions /directions included the following:
Suggestion to raise the non - resident rates;
DIRECTION FOR STAFF to formulate a pilot program
based on the suggestion from C -CORD (B Section
neighborhood group) to sell pool subscriptions
to help keep the B- Section pool open longer
during the summer months;
C -CORP pool subscription idea may set precedent for
other neighborhoods to get involved in keeping
their local pools open longer as well;
Suggestion to use freeway reader board for community
messages, i.e. Callinan Sports & Fitness Center;
DIRECTION FOR STAFF to review programs and make sure
that they are being marketed appropriately;
Suggestion to restructure agreements with the
instructors at the Sports Center;
DIRECTION FOR STAFF to review methods of recouping
costs (i.e. field maintenance) from sports teams;
Suggestion to give further consideration to the
idea of business sponsorship of local ballparks;
Suggestion that the seniors figure out ways to boost
their revenues at the Senior Center;
DIRECTION TO STAFF to review the °round -up19 concept
and provide more information to Council /staff.
PUBLIC WORKS DEPARTMENT:
Public Works Manager Stephens DISTRIBUTED AND REVIEWED the
Staff Report, which covered the Public Works Operations
(for Streets, General Services, Parks, Fleet, Water, and
Sewer), as well as the current workload in the Engineering
Department.

Council Discussion /Direction: Council comments/
suggestions /directions included the following:
Preference for reduced, rather than minimal, levels;
Suggestion to review methods of reducing vandalism to
snackstands in the parks;
DIRECTION FOR STAFF to review alternatives to the
public restrooms in parks due to costly, ongoing
vandalism of toilets.

The Concurrent Meetings of the City of Rohnert Park for
the City Council, the Community Development Commission,
and the Rohnert Park Financing Authority met this date in
Regular Session for a regular meeting to commence at
7:00 p.m. in the Council Chambers, 6750 Commerce
Boulevard, Rohnert Park, with Mayor Vidak- Martinez
presiding.
CALL TO ORDER:
Mayor Vidak- Martinez CALLED the Regular Session to order
at 7:05 p.m.
ADJOURN TO CLOSED SESSION:
Mayor Vidak- Martinez ADJOURNED the Regular Session to
Closed Session at 7:05 p.m.

A Study Session was held at 5:30 p.m. in Council chambers
to discuss Budget Matters - Level of Service /Public Works
and Recreation Department.
1. MAYOR'S REPORT ON CLOSED SESSION:
Mayor Vidak- Martinez stated that there was nothing to
report on the Closed Session, which commenced at
approximately 7:00 p.m. to discuss matters listed on the
agenda, representinq an update.
2. SCHEDULED APPEARANCES /PRESENTATIONS:
1. Sonoma County Tourism Program - Presentation by
Sheila Walker, Executive Director, regarding
accomplishments to date, future goals /programs:
Ms. Walker DISTRIBUTED AND REVIEWED a packet
including the Sonoma County Visitor's Guide and Map
and Tourism Program documents. Carla Howe from the
Rohnert Park Chamber of Commerce and Bill Comstock
from the Doubletree Hotel shared brief comments.
2. Recycling and Waste Reduction Campaign (Progress
Report) - Presentation by Melissa Kelley of Arcadia
Marketing Services, Connie Cloak of C2 Alternatives
and Pam Davis of Rohnert Park Disposal regarding_
progress of commercial and residential outreach
programs: Representatives from the various agencies
gave brief updates and DISTRIBUTED informational
handouts. Rick Powell, President of Rohnert Park
Disposal, shared brief comments on single- stream
recycling.
3. PUBLIC COMMENT:
Mayor Vidak- Martinez stated that in compliance with State
law, The Brown Act, members of the public wishing to make
a comment may do so at this time, limited to 3 -5 minutes
per appearance, with a 30- minute limit.
1. Tim Danesi 6400 Meadow Pines Avenue, President of
the Rohnert Park Historical Society, was recognized
and referred Council to the Society's proposal for
use of the City's oldest public building at 435
Southwest Boulevard as a cultural arts and history
center. He outlined ways the center could preserve
Rohnert Park's history and bring revenue to the City,
and he requested that a Councilmember be appointed
to meet with the group and review the proposal.

Mayor Vidak- Martinez stated that the Historical
Society's proposal would be passed along to the new
City Manager for review.
4. STUDENT REPORTS:
a. High School - Youth Leadership of Rohnert Park
(Second meeting only): Seniors Adam Nordin and
Laeya Kaufman gave a brief report, with highlights
including the following:
(1) 24 -Hour Relay set for May 31 to June 1, 2003 -
Call SCAYD at 793 -9031 to join Planning
Committee; Councilmembers INVITED to opening
ceremony on May 31st;
(2) RCHS boys' basketball team doing very well;
(3) Off - the -Wall Follies on February 21, 2003, a
successful fundraiser for Project Graduation;
(4) Currently Unity Week at RCHS - various cultural
events and displays;
(5) DISTRIBUTION of The Catamount, RCHS newspaper.
b. SSU - Sonoma State University Associated Students,
Inc.: No representative present. Mayor Vidak -
Martinez DIRECTED STAFF to call SSU and find out who
has been assigned to attend Council meetings.
5. PLANNING AND ZONING MATTERS:
1. File No. PL2001- 057UP /SR - Ronco 8, Inc.
Consideration of an Application from Greg LeDoux for
a Use Permit and Site Plan and Architectural Review
to Construct 96 Apartment Units and a Self - Storage
Facility on the westerly side of Commerce Boulevard
at Professional Center Drive (APN 143 -021 -036):
a. Staff Report: Planning Director Kaufman shared
the contents of the Staff Report, and City
Attorney Strauss responded to Council inquiries
about the sewer capacity update, EIR's and
cumulative impact analyses, and mechanisms to
share the costs of said studies.
b. PUBLIC HEARING: Mayor Vidak- Martinez OPENED the
Public Hearing at 8:37 p.m.

1. Greg LeDoux, Applicant and Project Architect, was
recognized and explained how the owners determined
that mini - storage units were the most compatible and
economically viable commercial use with the apartment
complex in terms of providing a buffer to the freeway
and a very low traffic - generating use. He expressed
a willingness to work with the Engineering Department
on a sewer easement issue, but he noted his concern
over the EIR requirement for the apartment aspect of
this project in light of the new sewer capacity
study. He referred Council to the renderings of the
Creekwood Apartments, and he urged the Council not
to delay the project for that area.
Mayor Vidak- Martinez CLOSED the Public Hearing at
8:48 p.m.
c. Council Discussion /Direction /Action:
Councilmembers shared their comments /suggestions,
which included the following:
Councilmember Mackenzie:
Project does not meet mixed use designation.
Council should be looking to change designation in the
City's General Plan.
Supports the housing aspect of the project.
Councilmember Flores:
Economic recovery needs to begin at home.
Noise factor needs to be mitigated.
Vice Mayor Nordin:
Supports the project.
Applicant was very responsive to Planning Commission's
recommendations.
Councilmember Spradlin:
Lots of work has been done on the project.
Applicant has complied with past recommendations.
Supports moderate housing in this area.
Mayor Vidak- Martinez:
Project looks good.
Storage units will provide a necessary noise buffer.
Mini- storage will be useful to people living in the
area.

Resolution for Adoption:
2003 -_ CERTIFYING A NEGATIVE DECLARATION AND APPROVING A
USE PERMIT AND SITE PLAN AND ARCHITECTURAL REVIEW
FOR THE CONSTRUCTION OF 96 APARTMENT UNITS AND A
SELF - STORAGE FACILITY ON AN 8.41 ACRE SITE
LOCATED ON THE WESTERLY SIDE OF COMMERCE
BOULDVARD AT PROFESSIONAL CERTER DRIVE
(APN 143 - 021 -036) (GREG LeDOUX)
Upon MOTION by Councilmember Flores, seconded by Vice Mayor
Nordin, a motion (1) to move forward with the storage unit,
Phase I; (2) to conceptually approve the apartment units, Phase
II, to include an EIR; and (3) to DEFER the resolution, with
amended language per staff recommendations, to the next Council
Consent Calendar, was UNANIMOUSLY APPROVED.
2.Split of Northwest Specific Plan Area - Consideration to
proceed with splitting properties north of Wilfred Avenue
from Northwest Specific Plan Area: Planning Director
Kaufman summarized the contents of the staff report.
At this time, Mayor Vidak- Martinez called forward members of the
public wishing to address this matter.
1.Ken Blackman, Blackman Consulting, Santa Rosa, was
recognized and discussed the difficulties he has
encountered over the last two years in getting the property
owners north of Wilfred Avenue interested and involved in
the preparation of a Specific Plan for the Northwest Area.
He also expressed an interest in being able to proceed with
development of the area from Wilfred Avenue to the
Expressway. He then responded to Council questions about
environmental issues.
Council Discussion /Direction /Action: City Attorney Strauss
responded to Council questions regarding dividing the
Northwest Specific Plan Area into two separate Specific Plan
Areas, divided by Wilfred Avenue. The City Council discussed
its interest in allowing the applicant to proceed with more
detailed planning for the area south of Wilfred Avenue and
less detailed planning for the area north of Wilfred Avenue.
The City Council acknowledged that environmental review will
be required to annex. the Northwest Specific Plan Area. There
will need to be sufficient specificity about plans for
development north of Wilfred in order to complete the
environmental review. In order to remove the area north of
Wilfred from the Northwest Specific Plan Area, a general plan
amendment is required. However, phasing of the development in
the Plan Area can proceed without an actual division of the
Specific Plan Area by general plan amendment. Council
discussion concluded.
Councilmember Flores moved, Vice Mayor Nordin seconded, to
allow the Northwest Specific Plan Area to be planned in two
phases: property south of Wilfred Avenue and property north
of Wilfred Avenue, was UNANIMOUSLY APPROVED.

PHASE II STORM WATER REGULATIONS (aka THE STORM WATER
PHASE II RULE):
Presentation by Interim City Engineer Toni Bertolero:
Ms. Bertolero DISTRIBUTED AND REVIEWED a handout
entitled, "NPDES Compliance with Phase II Storm Water
Regulations" via a slide show presentation. Council
discussion concluded with Council CONCURRENCE (1) to
refer the storm water issue to the Water Subcommittee
before it comes before the Council again; and (2) to
direct the Water Subcommittee to work with staff to
write a letter to the Regional Water Quality Control
Board (RWQCB) indicating that chemical and physical
monitoring requirements at this time are not
reasonable.
9. SOLAR PHOTOVOLTAIC SYSTEMS - PERMIT REQUIREMENT AND
INFORMATION GUIDE:

12. GOLF COURSE MATTER - CONSIDERATION OF PROPOSAL TO
AMEND THE AMENDED GROUND LEASE AGREEMENT WITH ROHNERT
PARK GOLF, L.P. (COURSECO) REGARDING GOLF CARTS:
Council Discussion /Direction: Councilmember Flores
requested Council direction in terms of how to proceed
with modifying the existing lease to permit the
residents who own golf carts to maintain those carts
in perpetuity and to also provide some economically
feasible consideration for CourseCo as well. Council
discussion concluded with Council CONCURRENCE (1) to
direct the members of the Golf Course Subcommittee to
continue their discussions with staff and the related
Golf Course committees towards a workable solution for
both sides; and (2) to commence meetings with CourseCo
and bring back information to Council.
13. COUNCIL COMMITTEE AND /OR OTHER REPORTS:
1. Garbage Subcommittee, February 18, 2003, meeting:
Councilmembers Mackenzie and Spradlin gave a brief
update on the Amended Joint Powers Agreement of the
Sonoma County Waste Management Agency per AB -939,
to which the straw vote was postponed due to
issues with Petaluma's contract for solid waste
disposal.
2. Water Issues Subcommittee, February 18, 2003,
meeting: Councilmembers Flores and Mackenzie
DISTRIBUTED AND REVIEWED materials per the Water
Issues Subcommittee Meeting, and they shared brief
comments on the followinq matters: Collector 6
Update, Water Bond Coalition, Russian River
Watershed Association - Rohnert Park needs to be
active partner, consideration of Windsor as prime
contractor - buy -in amount, Water Advisory Committee
(WAC) meeting update, residential water meters -
installation in City complete.

February 13, 2003, meeting: Mayor Vidak-
Martinez reported on the following matters:
(1) Lisa Shaffner appointed as LAFCO
representative for Mayors' & Councilmembers'
Association; (2) supported the reappointments of
Sharon Wright to Metropolitan Transportation
Commission, Pam Torliatt to the Bay Area Quality
Board, and Mike Martini to the Golden Gate
Bridge Highway and Transportation District; and
(3) rejected Petaluma's bid to reopen the SMART
Rail Board vote.
b. City Manager Interviews - Update: Mayor Vidak-
Martinez reported that she and Vice Mayor Nordin
had two informational interviews, one with the
City Manager of San Rafael and one with the City
Manager of Santa Rosa, at which time the
following questions were posed: What is the role
of the City Manager? How does the City Manager
maintain good relations with his /her City Council?
What is your management philosophy? The Mayor
noted that she will provide her typewritten notes
from said interviews to the Councilmembers by this
Friday.
14. COMMUNICATIONS:
Communications per the attached outline were brought to the
attention of the Councilmembers.
Councilmember Mackenzie: At the suggestion of
Councilmember Mackenzie, Council CONCURRED to invite
Ms. Shirley Gulbransen, newly promoted Vice President
of the North Bay for Comcast, to come speak to the
Council regarding cable matters.
15. MATTERS FROM /FOR COUNCIL, INFORMATIONAL ITEMS, IF ANY:
Request from Former City Manager Netter: Councilmember
Flores indicated that former City Manager Netter
contacted him and requested that a portion of his
settlement from the City be established as a retirement
fund from the City to reduce his tax burden. Council
CONCURRED by a 3 -2 vote to place said matter on the
next Consent Calendar, with Mayor - Vidak Martinez and
Vice Mayor Nordin dissenting.

FOR USE OF SPORTS CENTER FOR JUNE 13, 2003, ANNUAL
EVENT
I. APPROVING DONATION OF A ONE -YEAR FAMILY SPORTS CENTER
MEMBERSHIP ($375 VALUE) AND A SUMMER SEASON FAMILY POOL
MEMBERSHIP ($240 VALUE) FOR THE SCAYD (SONOMA COUNTY
ADULT AND YOUTH DEVELOPMENT) 12TH ANNUAL 24 -HOUR RELAY
CHALLENGE ON MAY 31 AND JUNE 1, 2003
Upon MOTION by Councilmember Mackenzie, seconded by Vice
Mayor Nordin, with the exception of Resolution No.
2003 -38, the Consent Calendar, as otherwise outlined on
on the meeting's agenda, was UNANIMOUSLY APPROVED.
Item for Consideration:
2003 -38 APPROVING A CONSULTANT SERVICES AGREEMENT WITH
CARL LEIVO FOR SPECIAL PROJECTS AS ASSIGNED BY
THE ACTING CITY MANAGER
FOR THE RECORD, Councilmember Mackenzie stated that he
spoke against this proposed agreement at the Council's
Special Meeting on Thursday, February 20, 2003. He
indicated that this agreement with Mr. Leivo is not
appropriate given the timing of events. Finally, he noted
that the selection of a City Manager is an important
matter and that any perception of preselection should be
avoided.
Upon MOTION by Vice Mayor Nordin, seconded by
Councilmember Spradlin, and UNANIMOUSLY APPROVED, reading
of Resolution No. 2003 -38 was waived and said resolution
was APPROVED 4 -1 with Councilmember Mackenzie dissenting.
17. PUBLIC COMMENT:
Mayor Vidak- Martinez called forward any members of the
public wishing to speak. No one responded.
