2002/01/22 City Council MinutesCITY OF ROHNERT PARK CONCURRENT MEETINGS MINUTES for: CITY COUNCIL COMMUNITY DEVELOPMENT COMMISSION ROHNERT PARK FINANCING AUTHORITY ROHNERT PARK DISTRICT CONCURRENT MEETINGS BUDGET WORK SESSION MINUTES January 22, 2002 Tuesday The concurrent meetings of the City of Rohnert Park for the City Council, Community Development Commission, Rohnert Park Financing Authority, and the Rohnert Park District met this date for a work session open to the public to discuss the budget. The work session commenced at approximately 5:00 p.m. in the City Offices, Conference Room, 6750 Commerce Boulevard, Rohnert Park, with Mayor Flores presiding. CALL TO ORDER: Mayor Flores called the work session to order at 5:00 p.m. ROLL CALL: Present: (5) Councilmembers Mackenzie, Reilly and Vidak- Martinez; Vice Mayor Spiro; and Mayor Flores Absent: (0) None. Councilmember Reilly ARRIVED at 5:28 p.m. due to the commute. City of Rohnert Park *CONCURRENT MEETINGS MINUTES January 22, 2002 Page(2 ) ACKNOWLEDGING THE CITY MANAGER /CLERK'S REPORT ON THE POSTING OF THE MEETING'S AGENDA: The Council acknowledged the City Manager /Clerk's report on the posting of the meeting's agenda. UNSCHEDULED PUBLIC APPEARANCES: Mayor Flores stated that in compliance with State law, the Brown Act, members of the public wishing to make a comment may do so at this time, limited to 3 -5 minutes per appearance with a 30- minute limit. No members of the public came forward to speak. ITEMS FOR DISCUSSION AND /OR ACTION: I. BUDGET MATTERS: 1. SIX -MONTH BUDGET REVIEW TO DECEMBER 31, 2001: and 2. SHORT- AND LONG -TERM REVENUE OPTIONS -- REVIEW PRIOR AND NEW LISTS: City Manager Netter and Finance Director Lipitz DISTRIBUTED AND REVIEWED a variety of documents regarding the budget, including the following: Financial Results - Revenues, December 31, 2001, packet; December 31, 2001, Revenue Reports packet; December 31, 2001, Expenditure Report packet; 2001 -02 General Fund Budget; 2001 -02 Budget Reserves; Current Annual Under - Funding FY 01 -02; Costco proceeds; CDC Bond Proceeds, and Factors Contributing to Expense Increase. Staff responded to Council inquiries. Council discussion centered around several topics, including the staffing of City departments, a review of Community Promotion funds, the retirement fund, and property taxes. Mayor Flores noted that staff will be preparing an analysis on the Wine Center. *FOR THE RECORD, Councilmember Vidak- Martinez inquired how long the City would remain solvent if the City does not make any significant cuts or receive a large infusion of money. FIRE SERVICE BENEFIT ASSESSMENT 02 -03 AND FUTURE OPTIONS: Assistant City Manager Donley reviewed the documents entitled, "Proposed Public Safety /General Fund Revenue Enhancement Timeline." Fire Commander Cassel and City Attorney Strauss responded to Council questions. Council CONCURRED to authorize Option 1, increase Parcel Tax from $25 /parcel to $75 /parcel, as outlined in the document entitled "Staff Proposal: Budget Fiscal Year 2002 -2003 and Beyond - Long -Term Options." Furthermore, Mayor Flores DIRECTED Councilmembers to convey their recommendations or questions regarding other taxes, such as the Transient Occupancy Tax (TOT) or the Admissions Tax, to City Manager Netter or Finance Director Lipitz. 4. COUNCIL DISCUSSION /ACTION: Vice Mayor Spiro REQUESTED an analysis of the revenues brought in to the City from Crushers' Stadium. Councilmember Vidak- Martinez suggested that the City Manager work closely with the City Attorney in putting together a budget proposal. II. PUBLIC COMMENTS: Mayor Flores asked if any members of the public would like to share comments. No one responded. III. COUNCIL DISCUSSION /ACTION: As noted above. Council CONCURRED TO DIRECT STAFF to send a letter of congratulations to Fire Inspector Busch for her efforts and achievement. 4. YOUTH OF THE COMMUNITY - COMMENTS, IF ANY: Mayor Flores called forward any youth in the community interested in addressing the Council. Recognizing SSU ASI Representative Travis Tabares: ASI Representative Tabares was not present this evening due to winter /semester break at SSU. 2. SSU ASI Report /Comments, if any: None. 6. SCHEDULED APPEARANCE /PRESENTATION: Bill Comstock for Sonoma County Tourism Program - Proposal to create a business improvement area to fund the Sonoma County Tourism Program: Mr. Comstock, member of the Sonoma County Lodging Association and the Sonoma County Tourism Program, gave a brief overview of of the proposal the Lodging Association has before the County Board of Supervisors for a business improvement district /assessment to be used solely for funding of countywide tourism marketing and public relations. *Council Discussion /Direction: Mr. Comstock responded to Council inquiries, and, upon MOTION by Councilmember Vidak- Martinez, seconded by Councilmember Mackenzie, a motion to send a letter to the Sonoma County Board of Supervisors, expressing the City's support for the concept proposed by the Sonoma County Tourism Program regarding a business improvement area, was UNANIMOUSLY APPROVED. 7. Albert Perron, 4.736 Fairway Drive, was recognized and thanked staff for responding to the broken wastewater line problem on Fairway Drive. Furthermore, he requested that the loading zone at the Callinan Fitness Center be repainted and a "No Parking" sign added to ensure the safety of everyone who uses the gym and to allow passage of emergency vehicles. PLANNING AND ZONING MATTERS: Mayor Flores noted that both staff reports and presentations by the developers will be done first, followed by a Public Hearing for both preliminary specific plans. 1. Consideration of a preliminary specific plan for the University District, which includes properties located within the area bounded by Keiser Avenue to the north, the Rohnert Park Urban Growth Boundary to the east, Rohnert Park Expressway and the Copeland Creek to the south, and the existing Rohnert Park City Limits and Snyder Lane to the west (APN 045- 253 -007, -009 to -012, -018; 045 - 262 -001, -002, -003, -004; 047 - 131 -019, -024 to -027). Staff Report: Planning Director Kaufman reviewed the contents of the staff report provided to the Council in the agenda packets. Representatives from Brookfield Homes - John Ryan, Kevin Pohlson, and David Janes - DISTRIBUTED AND REVIEWED a presentation overview for the University District LLC and a diagram of a Rohnert Park Expressway section. At this time, Mayor Flores called for Council comments and questions of staff and developers. Highlights of said comments /questions for both preliminary specific plans included the following: *Future of Rohnert Park Expressway: Major thoroughfare or pedestrian- friendly boulevard; *Affordable housing for Sonoma State students and faculty, as well as for the general public; *Adequate park dedication; *Impact of the creek setbacks; *One -way streets as described in the General Plan; *Ability to amend the General Plan; *Per the Northeast Plan, concerns over the expansion of Eleanor Avenue, parking, the northern strip, and the lack of park land around the plan; *One -way streets on either side of a linear park or creek; *Connectivity between SSU, the University District, and the future Green Music Center; *Focus on Class I bike paths and pedestrian paths. Council CONCURRED TO AGENDIZE the matter of the correlation of Sonoma State staff /student housing with the General Plan for Sonoma State University, and to DIRECT STAFF to report back on said topic at the next Council meeting. b. PUBLIC HEARING: Mayor Flores OPENED the Public Hearing at 9:35 p.m. *City Council /Community Development Commission/ Rohnert Park Financing Authority City of Rohnert Park *CONCURRENT MEETINGS MINUTES January 22, 2002 Page(8 ) 1. Alexander Krassovsky, 1559 Gretchen Court, was recognized and expressed his opposition to the Northeast preliminary specific plan, specifically the impact of the 200 -foot setback on the residents of southern G Section. He outlined the efforts of several G- Section residents since 1998 to maintain that land for a park, a sports area, or an arboretum, and he noted that the City should maintain the 200 -foot setback as a modicum of separation between southern G- Section and the Northeast Specific Plan. 2. Rick Luttmann 917 Dorine Avenue, was recognized and noted that he has been a member of the Sonoma State faculty since 1970. He noted his general support for the University District preliminary specific plan, and he called attention to some issues: Sewer capacity, traffic congestion, types of jobs available in this area, and specifically, lack of integration between SSU and the City. David Jackson 1451 Keiser Avenue Santa Rosa, was recognized and spoke to a number of issues regarding the Northeast preliminary specific plan, notably the increased traffic on Keiser Avenue. He also raised the issues of increased school capacity and the impact of the development on local wildlife. Finally, he expressed support for leaving Expressway as a thoroughfare. 4. Brian Turner, 6543 Lichau Road, was recognized and expressed support for the University District preliminary specific plan as responsive to the General Plan. He recommended increasing the residential integration and the creek buffers, minimizing creek crossings and commercial, and maximizing affordable workforce housing. For the Northeast preliminary specific plan, he recommended mixing up the uses around the high- density core. Finally, he noted his support for avoiding General Plan amendments. Council Discussion /Direction: Mayor Flores called for Council comments. Councilmembers reiterated earlier comments and shared final thoughts. Highlights included the following: Councilmember Reilly: *Supports uniform creek setbacks; *Does not support front yards being used as part of a setback; *Undecided on the bike lanes on the east side; *Does not support making numerous amendments to the General Plan; *Supports SSU housing in that area as a top priority. *,CORRECTION ABOVE from 2 12 02 City Council meeting: Per Councilmember Reilly (addition underlined} Vice Mayor Spiro: *Wants information from the Department of Public Safety and Sonoma State as to the impact of traffic from the Green Music Center on the local neighborhoods and pedestrian safety. Councilmember Vidak- Martinez: *Wants information regarding the impact of traffic from the Green Music Center; *Supports continued work on both projects. Councilmember Mackenzie: *Supports continued dialogue between SSU and the University District to work together to link SSU with the mixed use district envisioned with the proposed plaza; *Rohnert Park Expressway should be a boulevard to capture its intended use; *Supports connectivity with pedestrian and bike paths; *Re- examine the far eastern part of the Northeast Specific Plan area; *Address the issues of phasing; *General Plan amendments - not to be taken lightly. *City Council /Community Development Commission/ Rohnert Park Financing Authority City of Rohnert Park *CONCURRENT MEETINGS MINUTES January 22, 2002 Page(10) Mayor Flores: *Both plans provide amenities for current and new residents; *Supports attention to quality of life and thorough traffic planning, particularly with Rohnert Park Expressway and its integration with the Green Music Center. GENERAL PLAN IMPLEMENTATION PROGRAM - MATTERS RELATED TO THE GENERAL PLAN PROCESS, IF ANY: 1. Furthermore, she added that if that rationale were used for all committees, the same Councilmembers would serve on a committee simply because things never change. 2. Mavors' & Councilmembers' Association, January 10, 2002, meeting: Mayor Flores reported that the main speaker discussed Greenhouse gases and global warming, and Councilmember Vidak- Martinez INDICATED that she would bring back a proposal for consideration by the Council to join an organization of cities throughout the States, and other foreign countries as well, to work together to reduce the effects of global wrarming. 2. Economic Development Committee, January 16, 2002, meeting: Vice Mayor Spiro and Councilmember Vidak- Martinez reported on the meeting and discussed three goals of the committee: (1) To improve the responsiveness of City staff and to provide high quality services; (2) To focus on tourism and hospitality, particularly the Green Music Center; and (3) To review the City Center Development Plan. Council discussion concluded with CONCURRENCE on two matters: (1) To have the Economic Development Subcommittee review the structure and goals of Council committees and recommend which ones should be compressed; and (2) To DIRECT STAFF to schedule a workshop on the matter of staff response. 3. Commission on Youth & Families (COYF): Councilmember Vidak- Martinez reported that COYF will be making a presentation to the Council regarding their goals and possible name change, as well as their ongoing efforts to develop a preschool at Rancho Feliz to serve the residents. 15. Sonoma County Transportation Authority (SCTA), January 14, 2002, meeting: Councilmember Mackenzie reported on several matters: (1) His election as SCTA Chairperson; (2) Preparations to engage in examination of transportation funding issues over the next number of months; (3) Next Executive Committee meeting on March 18, 2002, to discuss funding measures. 2.
