WITH WINZLER & KELLY ENGINEERS FOR BURTON AVENUE RECREATION CENTER ASBESTOS ABATEMENT OVERSIGHT AND AIR MONITORING WHEREAS, the City desires to construct ADA accessibility improvements and reroof the Burton Avenue recreation center; and WHEREAS, asbestos abatement oversight and air monitoring are needed during the removal of asbestos materials on the existing roof; and WHEREAS, Winzler & Kelly has expertise in asbestos abatement oversight and air monitoring. NOW, THEREFORE, be it resolved by the City Council of the City of Rohnert Park that Task Order No. 2005 -12. with Winzler & Kelly Consulting Engineers for Burton Avenue Recreation Center Asbestos Abatement Oversight and Air Monitoring for an amount not to exceed $4,510 is approved and the City Manager is authorized to execute the Task Order. BREEZE: AVE FLORES: AYE SMITH AYE VIDAK- MARTINEZ: AYE MACKENZIE AYE AYES: (5) NOES: (0) ABSENT: (0) ABSTAIN: (0) TASK ORDER NO. 2005-11 CITY OF ROHNERT PARK AND WINZLER & KELLY CONSULTING ENGINEERS AUTHORIZATION OF ENGINEERING SERVICES FOR BURTON AVENUE ASBESTOS ABATEMENT OVERSIGHT AND AIR MONITORING SECTION I — PURPOSE The purpose of this Task Order is to authorize and direct Winzler & Kelly to proceed with the work specified in Section 2 below in accordance with the provisions of the MASTER AGREEMENT between the City of Rohnert Park ( "City ") and Winzler & Kelly ( "Consultant ") dated August 9, 2005. SECTION 2 — SCOPE OF WORK The items authorized by this Task Order are presented in Attachment "A" — Scope of Services. SECTION 3 — COMPENSATION AND PAYMENT Compensation shall be as provided in the AGREEMENT between the parties hereto referenced in SECTION i above. The total cost for services as set forth in SECTION 2 shall be actual costs (time and materials) based on Consultants' standard labor charges in accordance with the provisions of the AGREEMENT and as shown in Attachment "B" for an amount not -to- exceed $4,510. SECTION 4 — TIME OF PERFORMANCE The work described in SECTION 2 shall be completed during Fiscal Year 2005/06 or as extended by the City Manager. SECTION 5 — ITEMS AND CONDITIONS All items and conditions contained in the AGREEMENT for professional services between City and Consultant are incorporated by reference. Approved this day of 2005. Task 1.0- Submittal and Work Plan Review Winzler & Kelly will have a California Certified Asbestos Consultant (CAC) review the contractor's pre - abatement submittals to make sure it is in compliance with project specifications, and federal, state, and local asbestos rules, regulations, and ordinances. Task 2.0- Asbestos and Lead Abatement Oversight & Monitoring Subtask 2.1- Field Observation Winzler & Kelly will provide two (Z) full eight -hour shifts of compliance observation and monitoring during hazardous materials abatement work. The compliance monitor will be a California Certified Asbestos Consultant (CAC) or Certified Site Surveillance Technician (CSST) and a DHS Certified Lead Monitor. Winzler & Kelly will be present at start of asbestos abatement work and conduct containment inspections, compliance air monitoring, and clearance inspection and testing. Winzler & Kelly will review the Contractor's in- progress submittals and conduct ongoing compliance checks and air monitoring for all asbestos and lead abatement work. Winzler & Kelly will analyze up to a total of 18 asbestos PCM air samples (rush same day turnaround) and 4 Lead air samples (3 day turnaround). Subtask 1.4- Observation Close -out Report of Findings Two copies, one bound and one unbound, will be delivered within three weeks of completion of the abatement project. The report will include a summary report, daily field logs, checklists, and air monitoring data.
