A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK,
CALIFORNIA, APPROVING SITE PLAN AND ARCHITECTURAL REVIEW FOR A
RETAIL FURNITURE STORE PROJECT ON A 3.58 ACRE SITE LOCATED ON THE
SOUTHWEST CORNER OF REDWOOD DRIVE AND MARTIN AVENUE
MORE PRECISELY KNOWN AS PORTIONS OF ASSESSOR'S PARCEL
NUMBERS 143 - 040 -094, AND -108

WHEREAS, the applicant, Ashley Furniture /David Jarvie, has submitted an
application for Site Plan and Architectural Review for the property located on the southwest
corner of Martin Avenue and Redwood Drive (APN 143 - 040 -94 and -108); and
WHEREAS, the Planning Commission reviewed the Initial Study prepared for the
project; determined the project would not have a significant effect on the environment;
accordingly directed staff to prepare a Negative Declaration; and has otherwise carried out all
requirements of the California Environmental Quality Act; and
WHEREAS, on September 8, 2005, the Planning Commission held a public meeting at
which time interested persons had an opportunity to testify either in support or opposition to the
proposal; and,
WHEREAS, on September 27, 2005, and October 11, 2005 the City Council held public
meetings at which time interested persons had an opportunity to testify either in support or
opposition to the proposal; and,
WHEREAS, the City Council of the City of Rohnert Park has adopted the Negative
Declaration for the proposal; and
WHEREAS, the Planning Commission and the City Council of the City of Rohnert Park
have reviewed and considered the information contained in the Site Plan and Architectural
Review application for the proposal;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROHNERT
PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Findings. The City Council, in approving Planning Application PL2005-
037SR (Site Plan and Architectural Review) makes the following findings per Rohnert Park
Municipal Code Section 17.25.033; to wit:

1. That the development's general appearance is compatible with existing development and
enhances the cityscape.
The proposed building is a modern tilt -up stucco building, generally rectangular in shape,
with a 54.5 -foot high, 40 -foot wide tower at the northern facade. The northern (front) facade
is further broken up into three sections- the tower entry which pops out 20 feet from the main
wall and measures a height of 54.5 feet; the first series of windows which pop out 2 feet from
the main wall; and the second series of window which are located on a wall that is stepped
back about 10 feet from the main wall. The lower entry tower would be painted brown and
the upper portion of the tower would be painted a deep blue with the store signage in yellow.
The proposed building design, materials and colors are similar to other buildings in the
vicinity and would enhance the cityscape.

2. That the development incorporates a variation from adjacent structures in height, bulk, and
area; arrangement on the parcel; openings or breaks in the fagade facing the street; and /or
the line and pitch of the roof.
Although the east facing elevation has been given equal consideration relative to design
elements, the building proposes an orientation toward Martin Avenue. The proposed colors
and articulations provide a variation of other buildings in the vicinity with elements that
make it unique to the site. The height that is proposed is similar to other buildings in the
vicinity.
3. That the development incorporates a variation in materials from directly adjacent structures.
The proposed development will be similar in design, colors, and materials to other existing
buildings along Redwood Drive and in the vicinity. The proposed stucco walls and earth
tone colors are compatible with those used in the previously approved retail building to the
south that is presently under construction.
4. That the development will be located and oriented in such a manner so as to provide
consistent relationships and avoid the chaos which results fr om indiscriminate location and
orientation.
Although the building is oriented toward Martin Avenue, the east and west facing elevations
have been given equal design consideration by including colors, materials and other
articulated elements used at the front of the building. The rear (south) elevation has also
been given some enhancement to create more visual interest on that side of the building. The
building proposes a variation in setbacks and wall height. Landscaping along Martin Avenue
and Redwood Drive as well as, along the southern, eastern and western perimeter provides a
unified appearance and provides visual relief.
NOW THEREFORE BE IT RESOLVED, that the City Council does hereby approve
Application No. PL2007- 037SR: Site Plan and Architectural Review Approval for a 46,000
square foot retail furniture store on 3.58 acres located on the southwest side of Redwood Drive
and Martin Avenue (APN 143 - 040 -094 and -108), subject to the following conditions:
1. Expiration of Approval — Pursuant to the City of Rohnert Park Municipal Code, this approval
shall expire one year from the Planning Commission approval date, unless prior to the
expiration a building permit is issued for any tenant improvements and construction is
commenced and diligently pursued toward completion and /or the use is initiated, or an
extension is requested and approved.
2. Conformance with Municipal Code and Other Agency Plans — All improvements shall
comply with all applicable sections of the City of Rohnert Park Municipal Code, including
Sections 17.07.020 (9) and 17 -07 -020 (33), and any other applicable relevant plans of
affected agencies.
3. The applicants shall obtain all necessary pen-nits and clearances from the Rohnert Park
Building and Public Safety Departments prior to commencement of the operation at this
location.
4. Site -Plan and Building- Elevations
a. All improvements shall be in substantial conformance with approved Site Plan and
Elevations for the project, dated August 30, 2005, except as modified herein.
b. Prior to Issuance of a Building Pennit, the applicant shall submit for'and obtain prior
approval of either a lot merger to consolidate the two lots involved, or a Lot Line
Adjustment request to modify the common boundary line in a west direction. Either

request shall be subject to approval by the City of Rohnert Park Community
Development Director.
c. At the Building Permit submittal stage, the applicant shall submit revised exterior
elevations to incorporate the following:
• South elevation -the rear of the building shall be painted to match the color theme of
the front of the building including the use of gray and brown accents. The applicant
shall work with the Community Development Department to achieve the desired
affect.
• The proposed fabric awnings shall be replaced with metal ones that would better
complement the building style and provide a more durable element.
d. At the Building Pennit submittal stage, the applicant shall work with the Planning
Department to refine the proposed landscape plan. At minimum the landscape plan
shall substitute the Camphor trees proposed on along Martin Avenue and Redwood
Drive and the Sycamore trees along the creek with species more suitable for. this
environment as detennined by the Community Development Director. The use of
mature landscape materials shall also be included in the revised landscape plan. The
revised landscape plan shall also include grassy swales and other measures to help detain
and filter storm water run -off and reduce such impacts on Hinebaugh Creek, as indicated
in condition #4.q. below. Landscaping shall be installed prior to Issuance of a
Certificate of Occupancy.
e. Crosswalks guiding pedestrian flow from the building to the east and west parking areas
and to the north west parking shall be provided on the site plan submitted for building
permit. These crosswalks shall be installed prior to Issuance of a Certificate of
Occupancy.
f. A paved access shall be provided from the parking lot to the east sidewalk system (or
similar area) to direct pedestrian and bicycle traffic to the proposed bike path.
g. All roof mounted mechanical equipment, other than that incorporated into the building
with reference to Condition #4.r. below, shall be completely screened with a solid
material that does not exceed the height of the equipment.
h. Overall parking for the site shall meet the requirements of the Municipal Code.
i. Handicapped parking and access shall be provided in accordance with the latest ADA
requirements.
j. Adequate space and racks for bicycle parking shall be provided near the entry to provide
ease of access to those units.
k. The building shall utilize illuminated address signs that can be clearly read from the
adjacent rights -of -way.
1. The project shall comply with the City's fire sprinkler system ordinance.
m. The materials and colors for the building shall be as proposed or similar colors.
n. The trash enclosure shall comply with RPMC Section 17.12.130.
o. The applicant shall provide irrigation plans and shall maintain the landscape in healthy
condition for a minimum of two years. The applicant shall enter into a landscape
agreement to that effect prior to Issuance of a Certificate of Occupancy.
p. The developer shall work with the City Engineer to ensure that any and all appropriate
easements and dedications are provided on the site, including the one for the southeast
corner of the site that is shown in the City's sewer master plan.

q. The developer shall work with City Staff to redesign the parking lot to decrease the
amount of pavement and increase the penneable surface area through the use of grassy
swales, alternative paving methods, and other measures to help control and filter storm
water run -off and reduce impacts to Hinebaugh Creek. Any parking spaces that are
located behind the store shall be limited to use by store employees.
r. The developer shall work with City Staff to incorporate green building techniques and
materials in the project, and shall explore alternate methods of addressing greenhouse
gas emissions through more efficient mechanical equipment, HVAC units, photovoltaic
panels, and other means as feasible.
Li hg ting
a. The applicant shall submit lighting details for the proposed parking lot lighting and the
building wall lighting at the Building Permit stage of the project. All exterior lighting
shall be designed so as to prevent any spillover lighting to adjacent properties and rights -
of -way.
b. Roof - mounted lights are prohibited on the building if they are placed so as to silhouette
the building and roof.
c. All building entrances shall include recessed or soffit lights.
Signs
a. All signage shall be subject to prior review and approval by Planning Staff. Any
monument signage shall be subject to Planning Commission review and approval.
DULY AND REGULARLY ADOPTED on this 11 `" day of October, 2005, by the City of
