2005/12/13 City Council Resolution (14)RESOLUTION NO. 2005-361 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK APPROVING TASK ORDER 2005 -13 WITH WINZLER & KELLY FOR THE STORM WATER SYSTEM MODEL STUDY — PHASE 4, PROJ. NO. 2003-04 WHEREAS, a Storm Water System Model Study is critical to the City to identify deficiencies within the existing system and to plan ahead for future development; and WHEREAS, the Storm Water System Model Study Phases 1, 2, and 3 have been approved by Council, and WHEREAS, Winzler & Kelly Consulting Engineers have completed Phase 1 and are finalizing Phases 2 and 3, and are ready to begin work on Phase 4 and WHEREAS, Winzler & Kelly Consulting Engineers has been authorized to provide city engineering services, including capital project engineering such as this Storm Water System Model Study. NOW, THEREFORE, be it resolved by the City Council of the City of Rohnert Park that it does hereby authorize and approve that Task Order No. 2005 -13 with Winzler & Kelly Consulting Engineers for the Storm Water System Model Study Phase 4, for an amount not -to- exceed $37,940. BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to execute documents pertaining same for and on behalf of the City of Rohnert Park. DULY AND REGULARLY ADOPTED this date of December 13, 2005 CITY OF ROHNERT PARK Mayor JH- S:05 -d TASK ORDER NO. 2005 -13 CITY OF ROHNERT PARK AND WINZLER & KELLY AUTHORIZATION OF PROFESSIONAL SERVICES TO PROVIDE ENGINEERING SERVICES FOR THE STORM WATER SYSTEM MODEL STUDY PHASE 4 SECTION 1 -PURPOSE The purpose of this Task Order is to authorize and direct Winzler & Kelly to proceed with the work specified in Section 2 below in accordance with the provisions of the AGREEMENT between the City of Rohnert Park ( "City ") and Winzler & Kelly ( "Consultant ") hereto dated June 22, 2003. SECTION 2 - SCOPE OF WORK The items authorized by this Task Order are presented in Attachment A - Scope of Services. SECTION 3 - COMPENSATION AND PAYMENT Compensation shall be as provided in the AGREEMENT between the parties hereto referenced in SECTION 1 above. The total cost for services as set forth in SECTION 2 shall be actual costs (time and materials) based on Consultants' standard labor charge in accordance with the provisions of the AGREEMENT shown in Attachment "B' ' fo r an amount not -to- exceed $37,940. SECTION 4 - TIME OF PERFORMANCE The work described in SECTION 2 shall be completed in accordance with the schedule as shown below and as described in Attachment "A.' Project Schedule Task Date Notice to Proceed December 16, 2005 Task 1 - Kickoff Meeting December 21, 2005 Task 2- Prepare Alternatives Analysis January 31, 2006 Task 3 - Develop 10 -Year CIP February 16, 2006 Task 4 - Develop Storm Drain O &M Plan March 13, 2006 ATTACHMENT "A" CITY OF ROHNERT PARK SCOPE OF SERVICES STORM WATER SYSTEM MODEL STUDY — PHASE 4 GENERAL DESCRIPTION AND BACKGROUND The City of Rohnert Park has requested Winzler & Kelly Engineers ( "Consultant ") to provide engineering services to conduct a storm drain system model within the Zone I watershed boundaries ( "Study"). The modeling study will be conducted in four phases and is generally described in the paragraphs that follow. The intent of the Study is to model the City's storm drain system and use as much existing data as possible. The original approach was to use Sonoma County Water Agency (SCWA) creek models for the creek system in the City. Creek maintenance and ownership are the responsibility of the SCWA. However, it has been stated by the SCWA that the creek models in the city are not adequate and not to be redeveloped. The SCWA has approved additional funding for modeling the creeks within the City sphere of influence and this task is considered as Phase 3. The Consultant has completed Phase 1 and is currently finalizing Phase 2 and 3. This Attachment identifies the tasks necessary for completion of Phase 4. • Phase 1. The first phase includes data review through hydrologic modeling. Data review will include the review of available data and design criteria used by the City and Sonoma County Water Agency. Consultant will prepare a Technical Memorandum that generally describes the existing drainage system; the contributing watersheds and sets forth design criteria to be used in the analysis of the natural and constructed storm drainage facilities. This includes a description of the City's existing storm drain and creek system, descriptions of flooding problems based on the FEMA FIS Study, study area characteristics based on the City's current General Plan, establishment of model and design criteria, and coordination with the Sonoma County Water Agency (SCWA) regarding the model and design criteria. The Consultant will develop a hydrologic model based on Water Agency criteria that will identify design storm flows at key nodes to be used in the future hydraulic modeling for the creeks and trunk storm drainage systems. Phase 2. The second phase is the development of the hydraulic models for the storm drain trunk system (pipes 36- inches and larger). The hydraulic model, Haestad's StormCAD, will be developed for the existing storm drain network system. The results will indicate whether or not the existing systems modeled are adequate. The final results of this model cannot be completed until Phase 3, the creek modeling phase is complete which will determine the beginning hydraulic grade lines (HGL) for storm drains discharging to the creek. Attachment "A" to Task Order No. 2005 -13 Task 6- Prepare Summary Document Report The Consultant will prepare a Summary Report that collects the previous Phase Reports and includes the Capital Improvement Program and O &M Manual. Task 7 — Project Management /Coordination This task includes coordination meetings with City staff, SCWA, Specific Plan Area developers, and others as needed, to assist in the establishment of the existing storm drain and creek system in the city limits and development of a CIP. This task also includes preparation of meeting notes and preparation and attendance of staff -level technical review workshops, and monitoring the project budget and schedule.
