A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING TASK ORDER 2005 -14 WITH WINZLER & KELLY
FOR THE COLEMAN CREEK STORM DRAIN EXTENSION PROJECT,
PROJECT NO. 2005 -07
WHEREAS, the City desires to alleviate flooding in the Cook Creek channel, reduce
silting of the existing outlets to Coleman Creek near the intersection of Gavin Way and Golf
Course Drive, and prevent storm water from entering private properties served by the City's 48
inch diameter storm drain in Gavin Way; and
WHEREAS, the Storm Drain Extension at Cook/Crane Creek Report completed in
October 2004 identified two alternatives to address the silting and flooding of the 48 inch and 84
inch diameter storm drains discharging to the Coleman Creek near the intersection of Gavin Way
and Golf Course Drive and the City has selected Alternative One, and
WHEREAS, the City has included the Coleman Creek Extension project in its 2005-
2010 Capital linprovement Program, and
WHEREAS, Winzler & Kelly has completed a storm drain model for the Sonoma
County Water Agency and the City and used it to prepare the Storm Drain Extension at
Cook/Crane Creek Report, and
WHEREAS, Winzler & Kelly has expertise in evaluating storm drain systems and
preparing storm drain design plans and specifications.
NOW, THEREFORE, be it resolved by the City Council of the City of Rohnert Park that it does
hereby authorize and approve that Task Order No. 2005 -14 with Winzler & Kelly Consulting
Engineers for the Coleman Creek Storm Drain Extension Project for an amount not to exceed
$86,665.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed
to execute documents pertaining same for and on behalf of the City of Rohnert Park.

AUTHORIZATION OF ENGINEERING SERVICES
FOR COLEMAN CREEK STORM DRAIN EXTENSION PROJECT
SECTION 1 - PURPOSE
The purpose of this Task Order is to authorize and direct Winzler & Kelly to proceed
with the work specified in Section 2 below in accordance with the provisions of the MASTER
AGREEMENT between the City of Rohnert Park ( "City ") and Winzler & Kelly ( "Consultant ")
dated August 9, 2005.
SECTION 2 — SCOPE OF WORK
The items authorized by this Task Order are presented in Attachment "A" — Scope of
Services.
SECTION 3 — COMPENSATION AND PAYMENT
Compensation shall be as provided in the AGREEMENT between the parties hereto
referenced in SECTION 1 above. The total cost for services as set forth in SECTION 2 shall be
actual costs (time and materials) based on Consultants' standard labor charges in accordance with
the provisions of the AGREEMENT and as shown in Attachment "B" for an amount not -to-
exceed $86,665.
SECTION 4 — TIME OF PERFORMANCE
The work described in SECTION 2 shall be completed during Fiscal Year 2005/06 or as
extended by the City Manager.
SECTION 5 — ITEMS AND CONDITIONS
All items and conditions contained in the AGREEMENT for professional services
between City and Consultant are incorporated by reference.

SCOPE OF SERVICES
COLEMAN CREEK STORM DRAIN EXTENSION PROJECT
CITY PROJECT NO. 2005 -07
1. General Description and Background
Construction of the Coleman Creek Storm Drain Extension project will address buildup of
sediments from the County's 84 inch diameter storm drain, serving the upper Cook Creek
watershed, which has blocked or limited flow capacity in the City's 48 inch diameter storm drain
in Gavin Way and the City's 42 inch diameter in Golf Course Drive. The reduced capacity
caused by sedimentation has caused flooding in residential areas. A Project Needs Report was
prepared by Winzler & Kelly in October 2004 and identified two project alternatives.
Alternative One would address the sediment build up and subsequent flooding potential for the
City's 48 inch diameter pipeline only, whereas Alternative Two addresses these issues for both
of the City's pipelines. Alternative One includes extending the City's existing 48 -inch- diameter
storm drain approximately 660 L.F along the bike path and discharging back into Coleman
Creek. Alternative Two entails combining flows from the two existing outfalls into a 7 -foot x 8-
foot box culvert and extending it approximately 660 L.F and discharging into Coleman Creek.
Both options include creek outfall structures to be located where the proposed storm drain
discharges into the Creek.
The City has selected Alternative One, extension of the 48 inch storm drain approximately 660
along the western side of Coleman Creek, and this Scope of Services describes work to complete
the design, perform environmental compliance tasks, and provide the City with bid documents
for this project. Because the alignment has been selected by the City, this work does not include
any further analysis of alternative alignments. Bid and construction phase services are not
included.
2. Project Tasks
The Scope of Services is based upon discussions with City staff, site visits, and the Project Needs
Report. The proposal includes tasks for project management, CEQA documents, permitting,
design, and preparation of bid documents.
Task I Environmental Compliance and Permitting
Winzler & Kelly will prepare an Initial Study/Mitigated Negative Declaration (IS /MND) for the
project, as described in the Project Needs Report for Alternative One. The IS /MND will involve
the following tasks:
1.1 Project Initiation
Winzler & Kelly will attend a kick -off meeting with the City and perform a site visit. We do not
foresee a need for a scoping meeting.
1.4 Wetland Delineation
While most of the storm drain extension route will be constructed within a paved walkway
adjacent to Coleman Creek, the outlet of the storm drain extension will be placed on the bank of
Coleman Creek and could create waterway /wetland. This area will be surveyed and wetland
delineation will be performed. We will discuss mitigation requirements with the appropriate
resource agencies during development of the mitigation measures for the IS /MND.
1.5 Prepare a Final IS /MND including Response to Comments and Mitigation
Monitoring Program
After circulation of the Proposed IS /MND, Winzler & Kelly will prepare written responses to
comments received. When final mitigation measures have been developed, we will prepare the
Mitigation Monitoring Program (MMP) and submit five copies to the City for review. After
receiving City comments, we will revise the Response to Comments document and MMP, and
submit one camera -ready copy of each to the City.

1.6 Prepare Permit Applications
The project inlet and outlet structures are located in Coleman Creek, which appears to include
wetlands in the area of the proposed outlet.
Several agencies could require pen-nits for the project, including the U.S. Army Corps of
Engineers (ALOE), the North Coast Regional Water Quality Control Board, and the California
Department of Fish and Game.
Army Corps of Engineers, 404 Wetlands Fill Permit
The ACOE could require a fill permit (404 pen-nit) if the project impacts a wetland or water of
the U.S. The 404 permit will require consultation with the USFWS regarding potential impacts to
special- status plant and animal species, specifically consultation regarding California Tiger
Salamander (Task 1.3). The scope and budget include development of the permit application, one
site visit with an agency representative, and follow -up phone calls as necessary. This scope does
not include formal consultation with the USFWS or NOAA - Fisheries for species other than CTS.
North Coast Regional Water Quality Control Board, 401 Water Quality Certification or
Waste Discharge Requirements
The North Coast Regional Water Quality Control Board will require a 401 Water Quality
Certification if the project impacts a wetland. The agency will also require permits for
construction. Acquisition of a 401 Water Quality Certification may require development of

The location of any temporary construction easements required will be determined with new
legal descriptions drafted and provided to the City for submittal to the County.
Task 3 Construction Documents
3.1,3.2, 3.3 50 %, 90 %, and 100% Design Submittal
Construction Consultant will prepare plans and specifications suitable for public bid.
Plans will detail the work to be completed including plan and profile drawing for the new
pipeline, construction details, work area, and staging area. Drawings will be prepared using
AutoCAD Version 2006 software and formatted for 11 "x 17" and 22 "04" sheets. Consultant
will utilize City standard details where applicable. Consultant will use its own drafting standards.
Design submittals will be provided at the 50 percent, 90 percent, and final design levels_ Review
comments from the 50% and 90% submittals will be addressed and a final design will be
prepared for a final review by the City. The City will receive five copies of the design submittals,
with half -size (11" x 17 ") drawings.
3.4 QA/QC
Consultant will provide quality assurance and quality control review of each design submittal
before submitting to the City.
3.5 Specifications
Specifications will establish the minimum level of quality acceptable including relevant
reference standards, allowable materials and construction methods, and testing procedures and
acceptance requirements. Consultant will also provide editing of the City's standard bid and
contract forms to meet specifics of the project. Specifications and other document will be
prepared using Microsoft Word 2000 software in CSI format.
3,6 Opinion of Probable Construction Cost
An estimate of probable construction cost will be provided with a detailed breakdown of material
and labor costs organized by specification section, with a separate summary in the same format
as the bid schedule.
Consultant shall not develop the Storm Water Pollution Prevention Plan (SWPPP) as a part of
this scope. The Contractor will be required in the Contract Documents to submit the SWPPP.
Task 4 Project Management
Consultant will prepare a work plan identifying all major tasks and milestones. Staff
assignments, task prerequisites, and detailed schedule breakdown will be developed under this
task. The work plan communicates to all project stakeholders what is being done, who is
responsible, and when tasks start and stop.
Consultant will conduct a project kickoff meeting with the City's staff The kickoff meeting will
be used to communicate the project work plan, gather background information, and solicit
comments and questions from the City.
