A RESOLUTION OF THE CITY OF ROHNERT PARK APPROVING A COOPERATION
AGREEMENT WITH THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY
OF ROHNERT PARK TO PROVIDE BUILDING IMPROVEMENT SERVICES WITHIN
THE REDEVELOPMENT PROJECT AREA AND AUTHORIZING THE CITY MANAGER
TO EXECUTE THE AGREEMENT
WHEREAS, the Redevelopment Project Area within the City of Rohnert Park contains
the city's oldest single - family and multi - family housing units;
WHEREAS, the General Plan of the City of Rohnert Park contains goals and programs
calling for the preservation and improvement of existing housing in the City including Housing
Goals and Objectives HO -G, HO -19, HO -22, and HO -25 and Housing Programs 19.1, 19.2, 19.3,
19.4, 22.1, 22.2, 22.3, and 25.1;
WHEREAS, the City Council adopted Ordinance 665 adding Chapter 1.25
"Administrative Citations" to the Municipal Code of Rohnert Park, which is necessary to
establish an existing building improvement program;
WHEREAS, to preserve and maintain quality affordable housing in the City of Rohnert
Park, greater building improvement efforts are required;
WHEREAS, the Community Development Commission's Redevelopment and Housing
Implementation Plan states the following as one of its goals to eliminate blight: "Ensure all
residential structures and yards in Rohnert Park are safe, sanitary, adequate, show no visible
damage, and exhibit the appearance of regular maintenance ";
WHEREAS, the City has the staffing and management resources available to provide
building improvement services to the Community Development Commission for actions within
the Redevelopment Project Area;
WHEREAS, use of Community Development Commission resources for code
enforcement purposes are temporary and will be re- evaluated on an annual basis and in the
formation of the next five -year Redevelopment and Housing implementation plan beginning in
2007;
WHEREAS, the Community Development Commission is committing $46,000 for
building improvement services from its Capital Project Fund and these services are more fully
described in the Cooperation Agreement attached as Exhibit A to this resolution,

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Rohnert Park
that the City Manager is authorized to execute a cooperation agreement with the Community
Development Commission for the purpose of providing a building improvement program.

THE COMMUNITY DEVELOPMENT COMMISSION
OF THE CITY OF ROHNERT PARK

PROGRAM GOAL, OBJECTIVES AND SCOPE
Improve the health, safety and welfare of residents through implementation of a
program to promote maintenance of, preserve, and improve (if necessary) the existing
housing stock within the Redevelopment Project Area. This overall goal can be attained
by achieving the following Program Objectives:
• Incorporate changes in City ordinances necessary to conduct and sustain an
existing building improvement program;
• Formulate appropriate systems and components to fairly apply an existing
building improvement program;
• Determine the proportion and number of substandard buildings in the
Redevelopment Project Area relying on previous analyses.
• Commence implementation of the existing building improvement program.
• Encourage efforts by property owners to participate in CDC housing rehabilitation
programs, make seismic retrofits, and make energy efficiency improvements.
• Increase property valuation in the redevelopment project area by at least
$50,000 as a result of program activities.
• Create a self- sustaining existing building improvement program that does not
require CDC funding by 2005.
In 2004, the program scope will be limited to multi - family housing units and buildings
within the redevelopment project area.

AN AMOUNT NOT TO EXCEED $10,836
WHEREAS, the City approved the construction management services for the
Burton Avenue Recreation Building Improvements Project through Resolution No. 2003-
271;
WHEREAS, during the course of the construction, unforeseen items requiring
additional work were uncovered.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Rohnert Park that Amendment No. 1 to Task Order No. 2003 -12 with Winzler & Kelly
Engineers for the construction management of the Burton Avenue Recreation Building
Project #2002 -02 is approved for an amount not to exceed $10,836 and the City Manager
is authorized to execute the Amendment to the Task Order.
