2004/04/27 City Council Resolution (3)RESOLUTION NO. 2004 - lo3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK APPROVING A MODIFICATION TO THE PERSONALIZED PATROL VEHICLE PROGRAM AS ORIGINALLY ESTABLISHED UNDER RESOLUTION 81 -129 WHEREAS, the City Council adopted resolution 81 -129 establishing the personalized patrol vehicle program; and WHEREAS, the purpose of the program is to reduce operating costs, increase patrol vehicle life, improve emergency response and provide a higher visibility of Public Safety vehicles throughout the community; and WHEREAS, the original program only anticipated Public Safety Officers living within the city limits; and WHEREAS, State Law has changed since 1981 making the requirement for public employees living within the jurisdiction they serve unlawful; and WHEREAS, due to the change in law, the City needs to update the personalized patrol vehicle policy; and WHEREAS, by minute action on January 25, 1994, the City Council approved a modification of the personalized patrol vehicle program for Public Safety lieutenants. This modification allowed the vehicles to be taken to an employees' residence outside city limits as long as the residence was within a four -mile radius of a Public Safety facility; and WHEREAS, a four -mile radius standard is being proposed for all public safety patrol vehicles and no other modifications are being made to the program; and WHEREAS, the personalized patrol vehicle program is not an employee benefit and the City could at any time, at its sole discretion, determine the rules and regulations to be imposed as part of the program and /or terminate it at any time; and NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Rohnert Park that personalized patrol vehicle policy has been modified from within the city limits to a four -mile radius of a Public Safety facility.
