Summary: The City of Rohnert Park has funded the replacement of over 9,000 high flow toilets to 1.6 gallons per flush toilets. The estimated water savings from this effort is over 1,000 acre feet per year (326 million gallons per year). The City has two types of replacement programs. The direct install program involves a City contractor removing the old toilet and installing a well rated new lower flow toilet. The rebate program provides cash rebates to individuals that install any low flow toilet. Many consumers choose the lowest price toilet and there is a concern that the quality of some of these toilets lead to customer dissatisfaction and possibly later replumbing that eliminates the low flow aspects of the toilet. In recent months the number of replacements has been flat and many participants are likely "free riders" — individuals that would be replacing the toilet anyway and take advantage of the rebate. In addition, the City has more than doubled the amount of replacements required under the California Urban Water Conservation Council's Best Management Practices. The City's Water Conservation Specialist recommends that the City end the current direct install and rebate programs on December 31, 2004, The Specialist also recommends that the City consider implementing a new program to rebate individuals for toilet replacements again starting in July of 2005. The new program would be rebate only — no direct install — and would specify only certain highly rated models. This would ensure that the users of the rebate program have a level of satisfaction similar to that of the direct install customers. The time between the end of the current programs and the start of the new program would give the City time to publicize the changed program.
