A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING CERTAIN CLASS SPECIFICATIONS FOR CITY POSITIONS AND A
SALARY RANGE ADJUSTMENT FOR HOUSING SERVICES ASSISTANT
WHEREAS, the City wishes to keep its classification plan current; and
WHEREAS, the City accomplished a review and study of the positions listed below; and
WHEREAS, the City Manager has reviewed said positions and has determined the Class Title,
Range, Salary and Class Specification; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that said
Class Title, the Range and Salary listed below and the Class Specifications for Arborist, Electrician,
Equipment Mechanic, Maintenance Helper, Maintenance Worker I /Painter, Maintenance Worker I,
Maintenance Worker II, Maintenance Supervisor, Senior Equipment Mechanic, and Water System
Supervisor which are attached to this Resolution by reference are hereby approved.

ARBORIST
DEFINITION
Inventories, plants, maintains, and cares for all city -wide trees; periodically provides tree
safety inspections; performs other work as required.
DISTINGUISHING CHARACTERISTICS
The Arborist class is an advisory and first line supervisory position in the preservation,
care, and removal of trees that are within the city's jurisdiction.
SUPERVISION RECEIVED/EXERCISED
Direction is received from the Public Works Manager nt. Supervisory
responsibilities may entail supervision of the maintenance workers saffne-4 and/or one
or more part -time laborers. On occasion supervision of larger work crews may be
required for special project work.
ESSENTIAL DUTIES
Inventories trees through computer usage; plants and cares for new trees, including
staking, restaking, and watering the trees during the early care maintenance period;
prunes trees for early structuring and early care maintenance; inspects and prunes trees for
safety, clearance, and visibility purposes; cables, braces, and attaches guy wires to
neediffg trees; mow weeds, mulches, and fertilizes soil for proper tree care, growth, and
weed abatement; removes dead and dying trees; cleans storm drains during and after
heavy winds and /or rains; installs and maintains irrigation systems; attends seminars and
other training programs as they relate to the maintenance of certification and licensing as
an Arborist and Pest Control Advisor.
OTHER DUTIES
Advises and trains in pest control functions and in the safe use of spraying and other tree
care equipment; prepares bids for and supervises the work of contract tree care and
maintenance activities; purchases section's supplies and equipment; prepares and
monitors section's budget; reviews blue prints and prepares contract engi-nee�
specifications.
QUALIFICATIONS
Experience/Education
Sufficient experience and education in tree care maintenance to perform journey level tree
care service work. A typical way of obtaining the required qualifications is to possess

the equivalent of two years of concentrated education /training in arboriculture and three
years of professional tree care experience.
Knowledge /Skill /Ability
Thorough knowledge of methods, equipment, and materials used in tree maintenance and
care; tree health problems, diseases, and pests; safe and effective method of felling trees,
removing branches, and lowering limbs; safety procedures for climbing trees and working
around overhead wires. General knowledge of types and level of maintenance and repair
functions performed in landscape installation and maintenance, and irrigation system
installation and maintenance; occupational hazards and standard safety precautions.
Some knowledge of principles of organization, administration, budget, personnel
management, and computer operations. Ability to plan, organize, and implement
maintenance and repair programs for tree inventorying, maintenance, and removal; follow
and direct others to follow safe work practices; prepare and maintain records and reports;
communicate clearly and concisely, orally and in writing; establish and maintain
cooperative relationships with others contacted in the course of work; supervise, train,
and evaluate the work of others also may be required.
Working Conditions
Position requires sitting, standing, walking on level and slippery surfaces, reaching,
twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making
repetitive hand movement in the performance of daily duties. The position also requires
both near and far vision when inspecting and overseeing work activities, and preparing
budget requests and maintenance related reports. The need to lift, carry, and push tools,
equipment, tree branches, and supplies weighing 25 pounds of mofe- up to', 60 pounds is
also required. Additionally, the incumbent in this outdoor position works in all weather
conditions including wet, hot., and cold. The incumbent may use cleaning and lubricating
chemicals and ingredients which would expose the employee to fumes, dust, and air
contaminants which may cause eye and skin irritation. The nature of the work also
requires the incumbent to climb up ladders and into high lift buckets, use power and noise
producing tools and equipment, drive motorized vehicles, and work in heavy vehicle
traffic conditions exposing the incumbent to mechanical, electrical, and traffic hazards.
In addition, incumbent must utilitize climbing equipment suchas climbing belts, ropes,
spikes, and operate a chain saw at heights.
LICENSE /CERTIFICATE
Possession of a class C California driver license by date of appointment and the
possession of an Arborist Certification issued by the International Society of
Arboriculture. A Pest Control Advisor and Qualified Applicators License issued by the
State of California also is required.

ELECTRICIAN
DEFINITION
Determines electrical project needs and requirements from design through obtaining
materials and performing skilled electrical installation, maintenance, and repair work
involving all city facilities, water and sewer pumping stations, buildings, parks, ballfields,
street lighting, and traffic signal systems; performs other work as required.
DISTINGUISHING CHARACTERISTICS
The Electrician is a skilled position that is responsible for and requires specialized
training in electrical design, installation, troubleshooting, maintenance, and repair work.
SUPERVISION RECEIVED/EXERCISED
Direction is received from a Maintenance Supervisor. This position may function as a
lead worker to one or more maintenance workers on a project -by- project basis.
ESSENTIAL DUTIES
Installs and repairs electrical equipment; designs electrical control circuits and installs
electrical wiring; draws electrical control diagrams; troubleshoots electrical and electronic
equipment, including HVAC equipment; installs and maintains electrical instrumentation
equipment; installs, troubleshoots, maintains, and repairs uninterruptible power supply
(UPS) systems and emergency backup systems; troubleshoots and repairs lighting
systems; installs computer cabling and telephone and modem wiring; marks and locates
underground electrical utilities; identifies equipment and material needs for projects;
maintains computer database of electrical parts, prepares purchase orders, and purchases
parts and equipment; reads and interprets blueprints and schematics; performs electrical
inspections and creates punch list for new city facilities; coordinates personnel project
needs with Maintenance Supervisors.
OTHER DUTIES
Installs and maintains fire alarm equipment; installs computer hardware; troubleshoots
and repairs security systems and video surveillance equipment; makes safety checks on
generator operations; troubleshoots electrical problems on fire engines, vehicles, and
other equipment; operates light, medium, and heavy trucks, and operates power driven
equipment; may perform 24 hour standby.

QUALIFICATIONS
Experience/Education
Sufficient experience and education in electrical maintenance to perform lead supervisory
level electrical maintenance work. A typical way of obtaining the required qualifications
is to possess the equivalent of completion of a qualified electrical apprenticeship program
and two years of journey level electrical experience. Technical college certification in
electricity and /or electronics is desirable.
Knowledge /Skill /Ability
Thorough knowledge of electrical principles, theory, and construction techniques;
electronic theory and applications; National Electrical Code. Considerable knowledge of
telemetry, telephone, intercom, power distribution, UPS, emergency backup, and
electrical lighting systems. General knowledge of motor control design and installation;
variable frequency drive motor controls; programmable logic controllers; single phase
and three phase electrical theory and applications; proper electrical troubleshooting
techniques; Cal /OSHA rules and regulation for electrical workers; Basic knowledge of
training, recordkeeping, and computer operation. Skill in the use of a large variety of
highly technical test instruments. Ability to design and construct complex electrical
control assemblies, perform the maintenance and repair of 4 - 20 milliamp
instrumentation; operate a variety of hand and power tools; read and interpret blueprints
and electrical control diagrams; operate light, medium, and heavy trucks and power
driven equipment work at unusual heights.
Working Conditions
Position requires sitting, prolonged standing, walking on level and slippery surfaces,
twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, making
repetitive hand movement, and prolonged overhead reaching in the performance of daily
duties. The position also requires both near and far vision when reading blueprints and
schematics and when inspecting and overseeing the work of assistants. The need to lift,
carry, and push tools, equipment, and supplies weighing 25 p d r-e up to 40
pounds is also required. Additionally, the incumbent in this outdoor position works in all
weather conditions including wet, hot and cold. The incumbent may weld and fabricate
panels and control systems, exposing the employee to fumes, dust, and air contaminants
which may cause eye and skin irritation. The nature of the work also requires the
incumbent to work on energized electrical equipment, climb on ladders up to 100 feet,
use power and noise producing tools and equipment, drive motorized vehicles and heavy
trucks, exposing the incumbent to electrical, mechanical, and traffic hazards.
LICENSE /CERTIFICATE
Possession of a class C California driver's license by date of appointment AND
possession of a State of California, Department of Industrial Relations, Certificate of
Completion of the Electrician Apprenticeship or the International Brotherhood of
Electrical Workers Apprenticeship Certificate.

EQUIPMENT MECHANIC
DEFINITION
Performs preventive maintenance, repair, outfitting, and servicing of a variety of city
automobiles, trucks, and equipment; performs other work as required.
DISTINGUISHING CHARACTERISTICS
The Equipment Mechanic class assists in providing the city's vehicle and heavy equipment
servicing and emergency maintenance. Responsibilities range from changing oil and oil filters to
trouble shooting electrical and computer controlled systems.
SUPERVISION RECEIVED
Supervision is provided by the Senior Equipment Mechanic. Because mechanical technical skills
in servicing and repairing various automotive and heavy equipment are expected to accompany
incumbents, close supervision should not be required nor expected.
ESSENTIAL DUTIES
Maintains varied equipment and vehicles; diagnoses vehicle and heavy equipment problems and
makes recommendations regarding major servicing; performs major repairs, including clutch,
water pump, fuel pump, hydraulic systems, and radiator work; charges air condition systems;
greases equipment; checks fluids; makes vehicle safety checks for lights, brakes, and tires;
repairs and changes tires; changes hoses, oil and filters, and spark plugs and wires; performs
brake work, including replacing brake linings and turning drums and rotors; performs tune -ups
and makes miscellaneous minor repairs; schedules appointments and maintains computerized
maintenance records.
OTHER DUTIES
Schedules outside repairs; delivers vehicles and equipment for estimate and /or repair: order parts;
strips vehicles and equipment for auction; installs equipment and graphics on emergency
vehicles; welds and fabricates miscellaneous parts; may provide twenty -four hour standby for
vehicle emergency maintenance needs. May be periodically be assigned lead supervision over
temporary of part -time employees.
QUALIFICATIONS
Experience/Education /Training
Sufficient experience, education, and training that provides journey -level status as an equipment
mechanic and the opportunity to perform the stated essential duties in maintaining a fleet of
municipal vehicles and heavy equipment with limited supervision. A typical way of obtaining
the required qualifications is to possess the equivalent to training leading to the equipment me-

chanic journey -level status and the equivalent to one year of journey -level experience in the
maintenance and repair of automotive and other power- driven equipment.
Knowledge /Skill /Ability
General knowledge of methods, techniques, tools, equipment, and materials used in the
maintenance and repair of motors and engines; operation and maintenance of a wide variety of
mechanic's hand and power tools and equipment; mechanical and equipment preventive
maintenance; work methods and safety procedures essential for providing a safe shop
environment. Skill in diagnosing and repairing a wide variety of power driven vehicles and
equipment; operating and maintaining a variety of hand and power tools and equipment also is
required. Ability to understand and follow oral and written instructions; read and interpret
manuals, specifications, and drawings; estimate materials and equipment required for equipment
maintenance projects; maintain basic computerized records; maintain effective working
relationships with others.
Working Conditions
Position requires sitting, prolong standing, walking on level surfaces, climbing, reaching,
kneeling, bending, stooping, squatting, grasping, and repetitive motions in the performance of
daily duties. The position also requires both near and far vision while performing cleaning and
maintenance inspection of equipment. The need to lift, drag, and push vehicles,.motors, engines,
and other equipment and supplies weighing elands or mere up to 80 pounds is also required.
Additionally, incumbents work in all weather conditions including wet, hot, and cold. Resulting
from using cleaning chemicals and lubricating ingredients, and working with brake materials and
exhaust equipment, exposes the employee to fumes, dust, and air contaminants which may cause
eye and skin irritation. The nature of the work also require incumbents to handle power and
noise producing tools and equipment and to drive a motorized vehicle which subjects the
employee to mechanical and electrical hazards.
LICENSE /CERTIFICATE
Possession of a California Class C driver's license by date of appointment. A CFC -12,
Refrigerant Recycling and Service (MACS) and /or an ASE license, for purchasing and handling
freon, may be required.

MAINTENANCE HELPER
DEFINITION
Performs a variety of manual labor activities in constructing, repairing, maintaining and
cleaning City parks, buildings and streets; performs other duties as required.
DISTINGUISHING CHARACTERISTICS
The Maintenance Helper class performs manual labor related to the City public works
maintenance services. There is a wide range of work tasks and duties, depending upon
the functional area assigned. This class is not part of the Maintenance Worker series, but
may assist Maintenance Workers in the performance of duties. Assignments differ from
those of the journey level Maintenance Worker I which has more complex activities and
has to make independent decisions.
SUPERVISION RECEIVED
Supervision is provided by a Maintenance Supervisor. By the general nature of the
position's routine and daily activities, close supervision should not be required nor
expected after an initial period of employment Additionally, direction on changes in
procedures and exceptions in rules are either provided prior to the start of a project or as
the need arises.
ESSENTIAL DUTIES
Assists in or performs a variety of manual labor activities related to carpentry, painting,
plumbing and landscape maintenance for City areas and facilities; maintains buildings
and restrooms by sweeping, dusting, cleaning and arranging furniture; sweeps walkways
on park grounds; picks up trash cans; removes weeds and litter; waters, mows, fertilizes
and repairs lawns as directed; plants, waters, stakes, prunes and sprays plants and trees as
directed; assists in the installation and repair of irrigation systems; assists in maintaining
sidewalks, streets and underground systems by breaking up paved surfaces, mixing and
pouring concrete and digging ditches; removes graffiti; flags traffic; installs and removes
traffic cones and barricades; spreads asphalt to patch and repair streets; places and
removes street paint templates; assists in painting street markings; cleans and maintains
tools and equipment; mends fences; assists in water leak repairs and well maintenance;
operates motor vehicles and light and medium power equipment.

OTHER DUTIES
Makes minor repairs to equipment; picks up litter, leaves and tree trimmings; seeds
and /or sods sports activity areas; may drive tractors, trucks and operate a backhoe; may
maintain and clean pools and spas; may perform welding activities; may apply pesticides;
may assist with hazardous material cleanup; may provide twenty -four hour standby.
QUALIFICATIONS
Experience/Education
Sufficient experience and education to understand verbal and written directions from
supervisor and written instructions concerning pesticides and working with a variety of
hand tools, power tools, construction vehicles and heavy equipment. A typical way of
obtaining the required qualification is to possess some heavy, manual work experience.
Knowledge /Skill /Ability
The Maintenance Helper is expected to possess demonstrated knowledge of and skill in
safely using appropriate tools and equipment in constructing, maintaining and repairing
City facilities. Ability to perform heavy, manual labor; work with others; follow verbal
and written directions; operate or learn to operate a variety of light motorized equipment;
read directions on a variety of spraying and cleaning products; practice safe work
procedures.
Working Conditions
Position requires sitting, standing, walking on level and slippery surfaces, reaching,
twisting, turning, kneeling, bending, stooping, squatting, grasping and making repetitive
hand movement in the performance of daily duties. The position also requires both near
and far vision when operating power tools, vehicles and equipment. The need to lift and

of the work also requires the incumbent to climb on ladders, use power, noise and

work in heavy vehicle traffic conditions which subjects the employee to mechanical and

Possession of a Class C California driver's license by date of appointment. A pesticide
applicator's certificate may be required after employment.

MAINTENANCE SUPERVISOR
DEFINITION
Supervises the daily maintenance and repair activities of the City's streets, sewer, construction,
parks, general services, and other facilities; performs other duties as required.
DISTINGUISHING CHARACTERISTIC
The Maintenance Supervisor is a first line supervisory class in the City's public works
maintenance services. The Maintenance Supervisor supervises staff engaged in the maintenance
and repair of the City's public works, parks, and related facilities. The incumbent in this position
is assigned functional areas and has responsiblity for the completion of work in those areas.
SUPERVISION RECEIVED/EXERCISED
Supervisory responsibilities entail daily supervision over assigned maintenance personnel, under
the direction of the Public Works Manager.
ESSENTIAL DUTIES
Supervises, schedules, plans, and evaluates the performance of workers in an assigned function
who perform carpentry, painting, electrical, concrete, and plumbing building maintenance for
City facilities; supervises or performs special projects including installing and repairing street
and traffic signs; supervises pool and spa maintenance to ensure compliance with safety
requirements and proper upkeep; supervises landscape design, installation and maintenance, and
the renovation of athletic activity areas; inspects and performs construction and maintenance
tasks related to water and sewage systems, streets, fences, benches, drinking fountains; repairs
and maintains irrigation systems, sidewalks, gutters, and storm drains; mows and weeds; checks
and maintains wells and water lines; trims trees and bushes; oversees the cleaning of ditches and
culverts, cleaning of sewer lines, and repair of sewer pipes; supervises crews engaged in painting
traffic markings on streets and curbs, the maintenance and repair playground equipment;
supervises the program for removal of graffiti; oversees the cleaning and removal of litter from
parks, streets, and other public areas; ensures proper procedures are used to flag traffic, install
and remove traffic cones, and barricades; supervises the spreading of asphalt to patch and repair
streets; orders division's supplies and materials; writes work and equipment repair requests;
oversees work in progress, including outside contractors; monitors and assists with the division's
budget by researching and making recommendations; may design and install various landscapes;
may perform surveying activities; may lay out work assignments. Collects data, organizes
material, and determines and approves budget expenditures; may authorize payment of
departmental invoices and expenditures.

QUALIFICATIONS
Experience/Education
Sufficient experience and education to supervise the maintenance and repair activities of the
City's public works, parks, and other publicly used facilities. A typical way of obtaining the
required qualifications is to possess the equivalent of a high school diploma and two years of
experience equivalent to that of a Maintenance Worker H with the City of Rohnert Park.
Knowledge /Ability
Considerable knowledge of methods, equipment, materials, and safe work practices involved in
public works, sewer, streets, street drainage, parks, public buildings, and related facilities repair
activities; types and levels of maintenance and repair functions performed in public works
operations; landscape installation and maintenance; irrigation system installation and
maintenance; materials and supplies needed for completion of projects; occupational hazards and
standard safety precautions. Some knowledge of laying out and maintaining athletic areas;
installing and maintaining playground equipment; basic principles of organization,
administration, budget, and personnel supervision. Ability to plan, organize and implement
maintenance and repair programs for building, equipment, field operations; follow, and direct
others to follow, safe work practices; prepare and maintain records and reports; communicate

MAINTENANCE WORKER I
DEFINITION
Performs a variety of skilled, semi - skilled, and unskilled activities in constructing, repairing,
installing, maintaining, and cleaning City parks, buildings, streets, sidewalks, fences, water and
sewage systems; performs other duties as required.
DISTINGUISHING CHARACTERISTICS
The Maintenance Worker I class is a journey level in the City maintenance services. Duties
and responsibilities range from checking and maintaining wells to cleaning City public facilities.
Assignments differ from the Maintenance Helper assignments by the greater complexity of
activities, greater independence with which the incumbent is expected to work, and the increased
exercise of judgment and initiative expected in the performance of duties. The activities of the
position differ from the Maintenance Worker lI activities by having less autonomy and discretion
in planning and completing a wide variety of maintenance activities.
SUPERVISION RECEIVED
Supervision is provided by a Maintenance Supervisor or Water Systems Supervisor. Because
technical skills in the repair and maintenance of streets, parks, and buildings are expected to
accompany the incumbent, supervision is generally in the nature of explaining specialized
assignments or assignment changes.
ESSENTIAL DUTIES
Performs carpentry, painting, concrete, welding, and plumbing building maintenance for City
facilities; performs special projects including installing and repairing street and traffic signs, pool
and spa cleaning and maintenance, and renovating athletic activity areas; inspects and performs
construction and maintenance tasks related to water and sewage systems, streets, fences, benches,
drinking fountains, sidewalks, gutters, and storm drains; checks and maintains wells and water
lines; checks, maintains, and repairs pumps, generators, and valves; locates and repairs water
leaks; trims trees and bushes; cleans sewer lines and repairs sewer pipes; cleans ditches and
culverts; paints traffic markings on streets and curbs; maintains and repairs playground
equipment and area; removes graffiti; cleans and removes litter from parks, streets and other
public areas; flags traffic; installs and removes traffic cones and barricades; spreads asphalt to
patch and repair streets; may install, repair, and maintain irrigation systems; mows weeds; may
enter work orders or other data in computers.
OTHER DUTIES
Operates and /or drives a variety of light and heavy equipment, including tractors, dump trucks,
backhoes, jack hammers, and chain saws; installs, maintains, and repairs sprinkler systems;
makes minor repairs to equipment; picks up litter, leaves, and tree trimmings; cuts weeds and
removes trimmings and leaves; may assist with hazardous material cleanup; may inspect and

repair tennis and basketball courts; may perform safety checks on play ground equipment; may
renovate and /or maintain ball fields; may inspect and maintain bike paths, foot bridges, and
creeks; may maintain and monitor well sites throughout the City; may provide twenty -four hour

QUALIFICATIONS
Experience/Education
Sufficient experience and education to successfully perform the duties of a Maintenance
Worker I in the City of Rohnert Park. A typical way of obtaining the required qualifications is to
possess the equivalent of a high school diploma and four years of related maintenance experience
from a public agency.
Knowledge /Skill /Ability
Knowledge of safe practices in using a variety of mechanical and power tools and equipment in
constructing, maintaining, and repairing a variety of City facilities; maintenance procedures and
practices; traffic laws, ordinances, and rules involved in truck and heavy equipment operations;
techniques for working with concrete, welding, plumbing, and carpentry; landscape maintenance
techniques. Ability to work with others; follow verbal and written directions, read directions on a
