2002/06/11 City Council Resolution (15)RESOLUTION NO. 2002 -125 A RESOLUTION OF THE CITY OF ROHNERT PARK DESIGNATING TAXES TO BE PLACED ON THE NOVEMBER 5, 2002 BALLOT AND SETTING THE DATE FOR THE PUBLIC HEARING TO ADOPT ORDINANCES TO IMPLEMENT THESE TAXES WHEREAS, due to a recent decision by the California Supreme Court it is necessary to submit the increases made to the Transient Occupancy Taxes and Business License Taxes during the period of 1991 — 1995 and additional future increases for voter approval; WHEREAS, the continuing imbalance of state and local financial resources have made it difficult for cities in California to maintain existing levels of service; WHEREAS, in order to maintain the City of Rohnert Park's existing level of service the City of Rohnert Park desires to establish a telecommunications users tax to maintain the quality of services it currently provides; WHEREAS, the City of Rohnert Park desires to place the increasing of business license taxes, increasing of transient occupancy taxes, and the establishment of a telecommunication users tax on the November 5, 2002 ballot; WHEREAS, the proposed Transient Occupancy Taxes increase is from 10% to 12% and Business License Taxes are proposed to increase 25 %; WHEREAS, the proposed increases in Transient Occupancy Taxes and Business License Taxes will validate the taxes levied in the City since 1991 and in the case of Transient Occupancy Taxes, the tax will be further increased one additional percent (1 %); WHEREAS, the proposed Telecommunications Tax would levy of 4% tax on the total telecommunications bill of residential customers within the City and a 6% tax on the total telecommunications bill of business customers; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Rohnert Park designates the increase of transient occupancy taxes and business license taxes and the establishment of a telecommunication users tax. A public meeting will be held to discuss these tax measures at the regularly scheduled City Council on July 23, 2002. A public hearing to consider these tax measures will be held on August 6, 2002 to adopt the ordinance establishing these taxes and approving the ballot statements to be placed on the November 5, 2002 ballot DULY AND REGULARLY ADOPTED this 1 l"' day of June 2002.
