2002/07/09 City Council Resolution (5)RESOLUTION NO. 2002 -148 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING THE CLASS SPECIFICATION FOR YOUTH SERVICES SPECIALIST WHEREAS, the City wishes to keep its position classification plan current; and WHEREAS, the City Manager has reviewed and determined the said class specification is updated; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that the attached class specification for Youth Services Specialist is hereby approved. CITY OF ROHNERT PARK ayor MACKENZIE: AYE REILLY: ABSENT VACANCY: N/A VIDAK- MARTINEZ: AYE FLORES: AYE AYES: (3) NOES: (0) ABSENT: (1) ABSTAIN: (0) City of Rohnert Park YOUTH SERVICES SPECIALIST DEFINITION Under direction of the Support Services Lieutenant, develops, supervises, and coordinates a comprehensive Youth Services Program; provides counseling, adjudication and crisis intervention to young people and their families; receives, reviews and disposes of cases involving juvenile offenders or pre- delinquent youth referred by law enforcement, schools and community agencies; and performs other duties as required. DISTINGUISHING CHARACTERISTICS The Youth Services Specialist is assigned to the Youth and Family Services Bureau of the Public Safety Department. Incumbent in this class works independently in providing diversion counseling and crisis intervention services to youth and families within the City. This position co- supervises the bureau with a sergeant. SUPERVISION RECEIVED/EXERCISED Direction is provided by the Public Safety Lieutenant responsible for Support Services. Supervision is exercised over professional and technical employees and volunteers, who may work full time, part time, temporary, or under contract. Incumbent coordinates program with sworn personnel. ESSENTIAL DUTIES Establishes, develops, coordinates and supervises youth services programs in the local community; provides training and work evaluation for assigned staff; develops budgets and controls expenditures; coordinates programs with a variety of community organizations and agencies; receives, reviews and disposes of cases involving juvenile offenders or pre - delinquent youth, referred by police, parents and juvenile probation; performs crisis intervention and counseling with youth, parents and families; consults with Public Safety staff and works cooperatively with assigned sergeant; consults with school administration and staff regarding issues related to juvenile problems; makes classroom presentations as needed; appears before community groups and organizations on youth issues and problems; directs day to day youth service activities; prepares case and police reports on action taken and case progress; maintains and updates statistical information on cases referred, program activity and youth problems; acts as a liaison with a variety of community agencies; supervises interns and other staff involved in program activities. QUALIFICATIONS Experience/Education Sufficient experience and education to successfully perform the duties of the Youth Services Specialist. A typical way of obtaining the required qualifications is to possess the equivalent of a bachelor's degree from an accredited college or university with major coursework in Page 2 of 2 pages psychology, social work, criminal justice or related field and two years of responsible work experience in working with youth problems and providing counseling. Advanced educational training in fields related to youth problems and counseling and a postgraduate degree in a related field is highly desirable. Knowledge /Skill/Ability Knowledge of special community problems, personal problems, and family relationship problems of youth offenders and victims; counseling techniques and procedures; community organizations and resources; special federal, state and local laws, codes and policies pertaining to juvenile law enforcement; gang activities and techniques for dealing with gang influences on young people; principles of personnel management as they relate to interns. Ability to perform specialized counseling and law enforcement assistance with youth offenders and victims; provide training on youth cases and problems; deal effectively with problem youth and their families; gather and analyze a variety of information; supervise several interns involved in counseling and working with juveniles; prepare clear, concise, and comprehensive reports; deal tactfully and courteously with youth, families, representatives of community agencies and staff from other government agencies; establish and maintain cooperative working relationships. Working Conditions Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily duties. The position also requires grasping, repetitive hand movement, and fine coordination in preparing case reports, statistical reports, and related correspondence using a computer keyboard. Additionally, the position requires near, far and color vision in reading written materials and using the computer, and hearing is required when providing counseling and communicating over the telephone. Incumbents often have to work in the stressful environment involved with family and juvenile problems.
