A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK APPROVING
AN AGREEMENT WITH ARCADIA MARKETING SERVICES TO PROVIDE COORDINATION
AND MARKETING SERVICES FOR RECYCLING EDUCATION PROGRAMS AND
AUTHORIZING THE CITY MANAGER TO SIGN THE AGREEMENT
WHEREAS, the State of California has, through enactment of state law AB 939, directed the
responsible State Agency, and all local agencies to promote diversion, to maximize the use of feasible
waste reduction, reuse, recycling, and composting options in order to reduce the amount of refuse that
must be disposed of in disposal sites, and for the City to achieve diversion of 50% of the waste stream
by December 31, 2003 (including the time extension granted to City); and
WHEREAS, City of Rohnert Park must increase its rate of refuse diversion from landfill from its
current rate of less than 39% to 50% by the end of 2003 to comply with AB 939; and
WHEREAS, City Council budgeted $100,000 for fiscal year 2002 -03 to provide recycling
education to meet AB 939 mandated diversion rates, City goals and its obligation under the Refuse
Franchise Agreement with Rohnert Park Disposal to provide an ongoing diversion and education
consultant during entire term of refuse contract; and
WHEREAS, by Resolution 2001 -235 on November 13, 2001, the Rohnert Park City Council
authorized the City Manager to issue Requests for Qualifications for consultants to provide solid waste
and recycling education services, conduct interviews, select provider(s), and negotiate and execute
Agreements on behalf of City of Rohnert Park to provide said services; and
WHEREAS, City interviewed the two applicants who applied for the marketing and education
coordinator components of the education RFQ and selected Arcadia Marketing Services as the most
qualified consultant offering the most appropriate coordination and marketing services for the City
outreach education program to residential, multi - family and commercial refuse customers; and
WHEREAS, Arcadia Marketing Services proposes to provide comprehensive coordination and
marketing services for waste and recycling education programs for Fiscal Year 2002 -03 at a cost not to
exceed $27,500, and for Fiscal Year 2003 -04 at a cost not to exceed $25,000 (conditioned upon
Council appropriation of these funds for 2003 -04); and
WHEREAS, the City previously collected through refuse rates $274,205 to fund waste
education, which is held in the Garbage Utility Fund Commercial and Diversion/Education Set Aside
Funds and is sufficient to fund both years of this Agreement.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Rohnert Park that
the Agreement between Arcadia Marketing Services and City of Rohnert Park is hereby approved; and
BE IT FURTHER RESOLVED, by the City Council of the City of Rohnert Park that the
Rohnert Park City Manager is hereby authorized to sign the Agreement.
