MEMORANDUM
January 9, 2003
TO: Honorable Mayor and City Council Members
FROM: Betsy Strauss
RE: Additional Compensation: Acting City Manager
According to the Personnel Department, it has been the City's practice to pay additional
compensation for a limited time to any employee who performs higher -level job duties
outside of his /her classification for more than thirty days. Typically the additional pay has
been 5% of the employee's salary. The City also has compensated employees more than
5% when s /he has assumed the full responsibilities of a higher -level position and possesses
the experience and qualifications of the position. Additional compensation was given
consistently and at the discretion of the City Manager.
Steve Donley was appointed Acting City Manager on January 3, 2003. His current hourly
rate is $48.13 or Step D of Salary Range 100. A chart of salary steps for the City Manager's
position and the percent difference between the five salary steps and Mr. Donley's current
hourly rate follows:
City Manage Salary Range Percent Different from Assistant City Manager's Salary
Range
Step A $51.08
6%
Step B $53.64
11%
Step C $56.32
17%
Step D $59.14
23%
Step E $62.10
29%
The Personnel Department recommends that Mr. Donley be paid 11% additional
compensation (equivalent to Step B). This recommendation is consistent with the City's
past practice when an employee assumes full responsibility for another position and that
position is a key management position.
