2003/03/25 City Council Resolution (14)RESOLUTION NO. 2003 - 54 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORZING THE CLASS TITLE, RANGE, SALARY, CLASS SPECIFICATION AND POSITION OF PERFORMING ARTS SPECIALIST WHEREAS, the City wishes to make full and complete usage of the newly installed Spreckels Center Digital Display Sign and wants to manage the new sign to result in maximum benefit to the community; and WHEREAS, the City wishes to market the Performing Art Center's programs and facilities to enrich and benefit the community; and WHEREAS, to accomplish this time and effort needs to be put forth towards these endeavors the position of Performing Arts Specialist is created and shall be funded from the expected, enhanced revenue which results from the sales of the digital display sign; and WHEREAS, the enhanced revenue needs to be sufficient to support the position or the incumbent will be subject to layoff; and WHEREAS, the City Manager has reviewed said position and has determined the Class Title, Range, Salary, and Class Specification; and NOW, THEREFORE BE IT RESOLVED by the Rohnert Park City Council that said Class Title, the Range and Salary listed below, the Class Specification for Performing Arts Specialist, which is attached to this Resolution by reference, and the position is hereby approved. DISTINGUISHING CHARACTERISTICS The Performing Arts Specialist is a single position class that is primarily created to manage the newly installed Spreckels Center Digital Display Sign that is expected to enhance revenues at the Center. The position will also be responsible to market the Center's programs and facilities. The incumbent provides assistance to all staff at the Center and is expected to assist with any operational needs. This is a specialist position with a focus on managing the sign and marketing the Center, and for that reason the incumbent works independently and exercises independent judgment in the performance of those duties. Because of the operating hours of facilities and nature of the performing arts, close supervision is not provided. ENHANCED REVENUE SOURCE The position is created and funded from the expected, enhanced revenue source of the digital display sign. The revenue from the sign needs to be sufficient enough to support the position. If the revenue is not sufficiently enhanced, the incumbent will be subject to layoff. SUPERVISION RECEIVED/EXERCISED General direction and supervision is provided by the Business Operations Manager ESSENTIAL DUTIES Develops, implements and manages the newly installed Spreckels Center Digital Display Sign, markets the Center's programs and facilities; serves as the liaison to national and regional sales representatives who sell display /time on the digital display sign; builds digital displays and programs digital board; creates, writes and produces printed advertisements, publications, brochures, radio and television advertisements; prepares reports and studies; makes presentations to individuals and businesses; develops and installs in- house /marquee displays; serves as the Center's media and community liaison; writes and obtains grants, and assists with fundraising activities. Page 2 of 2 pages QUALIFICATIONS Experience/Education Sufficient experience and education to successfully perform the duties of the Performing Arts Specialist. A typical way of obtaining the required qualifications is to possess the equivalent of a Bachelor's degree in English, Arts Administration, Theater, Communica- tions, or Marketing from an accredited college or university, and three years of responsible work experience in the operations and marketing of a professional theater or arts center. Knowledge/Ability/Skill y Thorough Knowledge of principles, practices and techniques of managing a digital display sign; marketing a performing arts center; techniques and methodologies for effective sales. Ability to plan, organize and implement an effective program that produces sales, which results in enhanced revenues; develop and maintain positive business and community relationships; create, design and produce marketing, promotional and advertising materials, print, and media, work varying evening and weekend schedules; communicate effectively both orally and in writing. Skills to produce publications, brochures, flyers, newsletters, programs, advertisements for both print and broadcast media; compile market research using software applications for word processing, graphic design, and desktop publishing. Direct skill in the software applications of Illustrator, Photoshop, PageMaker, Flyer Pro, and 21VIPro is preferred. Working Conditions Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in using a computer keyboard. Additionally, the position requires near vision when proofing documents, reading marketing text and other promotion materials, reading a computer screen; and hearing is required when communicating in person or by telephone with potential customers and sales representatives. The need to lift, drag and push files and computer reports weighing up to 25 pounds also is required.
