A RESOLUTION OF THE COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING AND APPROVING SEVERANCE FOR EMPLOYEES SUBJECT TO
LAY OFF.
WHEREAS, the City of Rohnert Park may eliminate positions and lay off employees
due to the current and prospective financial condition of the City and it is customary that
employers provide severance to employees subject to lay off, and
WHEREAS, the City "met and conferred" jointly with representatives of each employee
unit on April 14, 2003 pursuant to the Meyers Milias Brown Act and held meetings with
representatives of the Management Employees on April 10 and 15, 2003; and
WHEREAS, the City Council of the City of Rohnert Park has considered proposals for
the provision of severance from the City Manager and from Management Employees.
BE IT RESOLVED by the City Council of the City of Rohnert Park that the City will
provide severance to employees subject to layoff according to the following terms:
• The employee will receive a cash payment for any unused vacation, compensation or
administrative leave time. The employee may opt to take all or a portion of unused
vacation, compensation or administrative leave time instead of receiving a corresponding
payment. Health benefits would continue during vacation, compensation or
administrative leave time taken. There would be no additional accrual of vacation time
during this period.
• The employee would receive credit of one week of severance for each year of service
with the City up to a maximum of 120 -days. Partial years of service would be rounded up
or down as appropriate when determining the severance period.
• The employee would receive a severance payment equal to their regular salary payments
during the severance period.
• The employee would be eligible for COBRA health benefits.
• Receiving severance benefits would be subject to professional performance until the
layoff date as determined by the City Manager according to City policies and agreements.
BE IT FURTHER RESOLVED by the City Council of the City of Rohnert Park that it
is its intention that any vacancies created by lay offs will remain unfilled thereby resulting in an
overall reduction in the work force of the City; and

BE IT FURTHER RESOLVED that the City Manager is hereby authorized and
directed to execute same for and on behalf of the City of Rohnert Park.
