RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK APPROVING THE
MEMORANDUM OF UNDERSTANDING CREATING THE RUSSIAN RIVER WATERSHED
ASSOCIATION, AUTHORIZING THE CITY MANAGER TO SIGN THE MEMORANDUM OF
UNDERSTANDING CREATING THE RUSSIAN RIVER WATERSHED ASSOCIATION,
AUTHORIZING THE CITY MANAGER TO PAY CURRENT AND FUTURE DUES AND
ALLOCATED COSTS TO THE RUSSIAN RIVER WATERSHED ASSOCIATION AND
DESIGNATING PERSONS TO SERVE AS BOARD MEMBER AND ALTERNATE BOARD
MEMBER OF THE RUSSIAN RIVER WATERSHED ASSOCIATION BOARD OF DIRECTORS
WHEREAS, fourteen governmental agencies having jurisdiction within the Russian River watershed have
prepared a Memorandum of Understanding Creating the Russian River Watershed Association in order to
coordinate regulatory and environmental activities that involve more than one governmental agency; and
WHEREAS, government agencies located within the Russian River watershed share a common interest
in environmental permitting, endangered or threatened species preservation, habitat restoration, protection of
water quality, water conservation and water reuse that have benefit for the entire watershed; and
WHEREAS, the United States Environmental Protection Agency.has established guidance for National
Pollutant Discharge Elimination System permitting based on a watershed approach and the California State Water
Resources Control Board and nine Regional Water Quality Control Boards have developed a Watershed
Management Initiative for geographically targeted permitting; and
WHEREAS, coho salmon are listed as an endangered species under California law and the subject of a
species recovery plan now under development by the California Department of Fish and Game that is anticipated
to require actions to protect and restore coho salmon populations in the Russian River watershed; and
WHEREAS, implementation of the Memorandum of Understanding Creating the Russian River
Watershed Association will require funding for dues and allocated costs for the City of Rohnert Park.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rohnert Park hereby find,
determine, and declare as follows:
1. All of the above findings are true and correct.
2. The Memorandum of Understanding Creating the Russian River Watershed Association is approved.
3. The City Manager of the City of Rohnert Park is authorized to execute the Memorandum of
Understanding Creating the Russian River Watershed Association on behalf of the City of Rohnert Park
and is authorized to execute the Memorandum of Understanding Creating the Russian River Watershed
Association on behalf of the City of Rohnert Park.
4. The City Manager of the City of Rohnert Park is authorized to pay current and future dues and allocated
costs for participation in the Russian River Watershed Association.
5. The City Manager of the City of Rohnert Park is authorized to discontinue future payments to the Russian
River Watershed Association on behalf of the City of Rohnert Park should budgeted funds be insufficient
for this purpose.
6. Jake Mackenzie is appointed as a member of the Russian River Watershed
Association Board of Directors and Vicki Vidak— Martinez is appointed as alternate member
of the Russian River Watershed Association Board of Directors representing the City of Rohnert Park.
