2003/05/27 City Council Resolution (14)RESOLUTION NO. 2003 - 130 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING POSITION CLASSIFICATIONS AND SALARY RANGE FOR THE POSITIONS OF CIVIL ENGINEER AND SENIOR PLANNER WHEREAS, the City Manager has accomplished a review of the current Engineering Department and Planning & Community Development Department; and WHEREAS, the City Manager as the Personnel Officer for the City recommends consolidating functions in each department and creating two new positions, i.e. Civil Engineer and Senior Planner; and WHEREAS, said new positions will be represented by the Rohnert Park Employees' Association (RPEA); and NOW, THEREFORE, BE IT RESOLVED by the Rohnert Park City Council that said class specifications and salary listed below are approved. (4) NOES: (0) ABSENT: (1) ABSTAIN: (0) City of Rohnert Park CIVIL ENGINEER DEFINITION Performs a wide variety of professional civil engineering work in planning, design, plan and construction review, contract initiation and management and other similar functions related to public and private development projects and subdivisions. These include engineering responsibility for the City's parks, traffic, transit, transportation, streets, water and sewer functions, subdivisions, civil works construction, building construction, and landscaping; performs other work as required. DISTINGUISHING CHARACTERISTICS The Civil Engineer has responsibility for professional engineering functions involved in the City's public works, parks, and building operations, including functioning as the City's Traffic Engineer and Superintendent of Streets. This is a professional level engineering class where the incumbent performs assignments requiring independent judgment and some discretion. The incumbent must possess negotiating skills necessary to deal with public and private development proponents, citizens, and the affected local and State agencies in order to complete projects. SUPERVISION RECEIVED/EXERCISED Policy direction is provided by the City Council and administrative direction is provided by the City Manager. The position does not supervise other engineering staff; however, is responsible for project management and administrative oversight to contractors. ESSENTIAL DUTIES Plans, organizes, supervises, coordinates and performs professional engineering work in the design and construction of streets, sidewalks, sewer amd water lines, flood control projects, ground water and aqueduct systems, traffic signals and circulation, and related public works projects; handles all general and specialized engineering services, including contracts with State and Federal transportation agencies; prepares annual operating budget requests and controls expenditures; provides professional civil engineering consultation to the City Council and City Manager regarding public works, building and engineering activities; prepares agenda items and resolutions; participates in the review, development and implementation of private and public development projects, including financing; prepares and reviews engineering plans and specifications; negotiates project approval by City, County, State, and other agencies; prepares design and construction project bid proposals; elicits bids; reviews and oversees projects through final acceptance by agency; confers with and advises on problems related to the design and construction of projects, the interpretation and enforcement of construction specifications, and the design and operations of City's infrastructure systems; develops comprehensive recommendations for management use; reviews and recommends modifications to traffic control programs at Page 2 of 3 pages City intersections; responds to difficult citizen inquiries and complaints; participates in the preparation and administration of the department's Capital Improvement Program Budget; coordinates engineering activities with other City departments and with outside agencies; researches files, publications, and sources both inside and outside the department as necessary; prepares engineering studies and reports; serves as the City Traffic Engineer; represents the City and serves as liaison to committees, boards, commissions and other governmental agencies; supervises, reviews, and maintains maps, site plans and other records related to buildings, development, and city infrastructure. QUALIFICATIONS Experience/Education Sufficient experience and education in civil engineering activities to perform the City's engineering functions in an effective and cost efficient manner. A typical way of obtaining the required qualifications is to possess the equivalent of a Bachelor's Degree in Civil Engineering or a closely related field from an accredited college or university and five years experience related to professional civil engineering involving the design and construction of public works projects. Experience dealing with transportation issues and possession of current structural engineering experience is highly desirable. Knowledge / Skill/Ability Comprehensive knowledge of principles, practices, and methods of civil engineering as applied to the planning, analysis, design and construction of municipal public works projects; applicable laws, regulations, guidelines, standards, and codes related to the design and construction of structures and developments; methods, materials, and techniques used in the construction of public works, utilities, and building construction projects; design and legal requirements of water and wastewater systems; transportation issues; principles of project management and public financing, contracting, and budgeting; local, State, and Federal laws and regulations impacting public transportation issues; engineering cost estimating; principles and practices of contract negotiations and administration; engineering mathematics; computer applications related to civil engineering. Skill in negotiating with developers, contractors, and State and Federal agencies; preparing and administering construction and development agreements; analyzing engineering problems. Ability to make complex engineering computations, including estimating time and materials' costs; interpret and explain complex engineering criteria to lay persons; communicate clearly and concisely, both orally and in writing; perform complex professional engineering work with a minimum of supervision; effectively resolve citizen complaints and problems on the job site; prepare annual budget requests and control expenditures; adminster and track contracts and projects; provide clear, concise, and professionally sound consultation to the City Council, City Manager, and other interested parties on public works, building and engineering issues; prepare comprehensive and concise technical reports; prepare grant applicationsand administer Page 3 of 3 pages grant programs; make effective public presentations; communicate professionally and effectively with members of the public, the development community, and staff of other public agencies. Working Conditions Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing and reviewing construction plans, statistical reports and data, and using a computer key board. Additionally, the position requires near, far, and color vision in reading reports, reviewing plans and blueprints, and using the computer. Clearing and speaking is required in communicating with individuals and groups. When visiting constructions sites, the incumbent may be required to walk on uneven and slippery surfaces, be exposed to all weather conditions, dust and pollen, noise, and mechanical hazards such as construction equipment. LICENSEXERTIFICATE Possession of a Class C California Driver's License by date of appointment. Possession of a valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers. Possesssion of a valid Certificate of Registration as a Professional Land Surveyor issued by the State of California. 05/27/03 City of Rohnert Park SENIOR PLANNER DEFINITION Coordinates, organizes, manages, and performs work in current or advanced planning; provides staff support to the City's Planning Commission and the City Council. Supervises and reviews the work of technical staff in the functional areas of planning, building and engineering; performs related duites as required. DISTINGUISHING CHARACTERISTICS The Senior Planner has responsibility for the coordination, management, and implementation of policies and programs for the City's planning, community and economic development- related activities. SUPERVISION RECEIVED/EXERCISED Policy and administrative direction is provided by the City Manager. Supervises other technical and clerical staff in planning, building and engineering. ESSENTIAL DUTIES Coordinates, organizes, manages and performs work in planning, zoning, community and economic development activities, programs and projects; develops, reviews, updates, and implements the General Plan, specific plans, the zoning ordinance, other planning documents, and other City Council policies; interprets planning and planning- related ordinances and laws and advises citizens; develops and implements community and economic development plans, activities and programs; develops, implements and maintains public and community relations' activities related to planning, community, and economic issues; reviews and makes recommendations on zoning and permit applications, site plans, and architectural designs; ensures that development proposals conform to the City General Plan and other applicable plans and regulations; prepares and gathers information regarding statistical analysis, proposals, reports and special projects for the City Manager, Planning Commission and City Council; assists property owners, developers, builders, attorneys, and special - interest groups with processing applications and meeting planning requirements, responding through written correspondence and with phone calls; works with the County of Sonoma, other cities, and local, State and Federal agencies such as the Association of Bay Area Governments (ABAG) on joint programs and regional and subregional issues. OTHER DUTIES Performs code enforcement and ensures the proper filing of planning records and reports. Page 2 of 2 pages QUALIFICATIONS Experience /Education Sufficient experience and education in planning that provides the required knowledge and abilities would be qualifying. A typical way of obtaining the required qualifications is to possess a Bachelor's Degree from an accredited educational institution with a major in urban or regional planning or other closely- related field and five years of progressively responsible expereince in the field of government planning. A Master's Degree is desirable. Knowledge /Ability Comprehensive knowledge of modern principles, practices, techniques and laws related to urban planning, economic, housing and community development; methods and techniques of effective technical report preparation and presentation; research methods and sources of information related to urban growth and development; recent developments, current literature and sources of information related to municipal planning and community development administration. General knowledge of architecture and landscaping; building codes; budgeting procedures; principles and techniques of providing effective customer service. A working knowledge of California planning, zoning and development laws, the California Environmental Quality Act and the State Subdivision Map Act. Ability to ensure program compliance with Federal, State, and local rules, laws, and regulations; interpret and apply pertinent laws, rules, and regulations; research, prepare, and analyze technical and administrative reports, statements and correspondence; establish and maintain cooperative working relationships with those contacted in the course of work; speak before the public; communicate clearly and concisely, both orally and in writing. Working Conditions Position requires prolonged sitting and standing, walking, reaching, twisting, turning, kneeling, bending, and squatting in the performance of daily activities. Additionally, the position requires near, far, and color vision in reading maps, reports, using a computer, looking at property; and hearing and speaking is required in communicating with individuals and groups. The need to lift, carry, and push plans, file boxes weighing up to 25 pounds is required. The nature of the work requires the incumbent to visit properties and make site reviews in all weather conditions including wet, hot, and cold and exposes the incumbent to fumes, dust, contaminants, and above - average noise. The incumbent also must be available to be called for local emergencies, attend meetings in various other towns and cities, work irregular or extended hours to attend various committee meetings and work with constant interruptions, and at times, with clients who may be upset when discussing and enforcing codes.
