2003/06/10 City Council Resolution (9)RESOLUTION NO. 2003 - 140 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING A POSITION CLASSIFICATION AND SALARY RANGE FOR THE POSITION OF PUBLIC WORKS SERVICES SUPERVISOR WHEREAS, the City Manager has accomplished a review of the current Public Works Department operation; and WHEREAS, the City Manager as the Personnel Officer for the City recommends creating two positions with the job classification of Public Works Services Supervisor; and WHEREAS, said new positions will be represented by the Service Employees' International Union (SEIU); and NOW, THEREFORE, BE IT RESOLVED by the Rohnert Park City Council that said class specification and salary listed below are approved. DISTINGUISHING CHARACTERISTICS The Public Works Services Supervisor is a first -line supervisory class in the City's public works maintenance services. The Public Works Services Supervisor supervises staff engaged in the operation, maintenance and repair of the City's public works, water system, sewer system, parks, public buildings and related facilities. The incumbent in this position is assigned functional areas and has responsibility for the completion of work in those areas. SUPERVISION RECEIVED /EXERCISED Supervisory responsibilities entail daily supervision over assigned operations and maintenance personnel under the direction of the Assistant City Manager. ESSENTIAL DUTIES Plans projects, administers contracts, processes, and approves purchase and work requests. Supervises, schedules, plans, and evaluates the performance of workers in an assigned function who perform carpentry, painting, electrical, concrete, and plumbing building maintenance for City facilities. Responds to citizen requests and complaints; provides customer relations; supervises, trains and evaluates office staff, special projects personnel, and maintenance staff. Supervises or performs special projects including installing and repairing street and traffic signs; supervises pool and spa maintenance to ensure compliance with safety requirements and proper upkeep; supervises landscape design, installation and maintenance, and the renovation of athletic activity areas; inspects and performs construction and maintenance tasks related to water and sewage systems, streets, fences, benches, drinking fountains; repairs and maintains irrigation systems, sidewalks, gutters, and storm drains; mows and weeds; checks and maintains wells and water lines; trims trees and bushes; oversees the cleaning of ditches and culverts, cleaning of sewer lines, and repair of sewer pipes; supervises crews engaged in painting traffic markings on streets and curbs, the maintenance and repair of playground equipment; supervises the program for removal of graffiti; oversees the cleaning and removal of litter from parks, streets, and other public areas; ensures proper procedures are used to flag traffic, install and remove traffic cones, and barricades; supervises the spreading of asphalt to patch and repair streets; orders division's supplies and materials; writes work and equipment repair requests; oversees work in progress, including outside contractors; monitors and assists with the division's budget by researching and making recommendations; may design and install various landscapes; may perform surveying activities; may lay out work assignments. Collects data, organizes material, and determines and approves budget expenditures; may authorize payment of departmental invoices and expenditures. Page 2 of 3 pages Supervises water and sewer systems' maintenance workers, operators, and water monitoring technician, including scheduling, training, and reviewing work; oversees the servicing and repair of water wells, pipelines, cross connections, booster stations, backflow programs, and distribution system; assures that the operation of the water and sewer systems are in compliance with mandated requirements; provides twenty -four hour standby and responds to system emergencies; prepares and maintains required government records and reports; inspects and checks system operations; oversees and performs laboratory testing functions and oversees the necessary corrections of operations; maintains inventory and purchasing of necessary system supplies and equipment; oversees and conducts preventive maintenance activities to ensure that mechanical equipment receives the proper lubrication, overhauling, and inspection; operates data acquisition system; develops recommendations for and monitors the water and sewer system budgets; oversees the systems' safety program, including proper handling and recording of chemicals and chemical dosages; responds to inquiries and complaints from the public regarding water and sewer system operations; prepares purchase orders. QUALIFICATIONS Experience/Education Sufficient experience and education to supervise the operation, maintenance and repair activities of the City's water system, sewer system, public works, parks, and other public works facilities. A typical way of obtaining the required qualifications is to possess the equivalent of a high school diploma and five years of increasingly responsible experience equivalent to that of a Maintenance Worker II with the City of Rohnert Park. Experience in the operations and maintenance of a water system that required a Grade II Water Treatment Operator's Certificate may be required for some assignments. Some supervisory experience is desirable. Knowledge /Ability Considerable knowledge of methods, equipment, materials, and safe work practices involved in public works, water, sewer, streets, street drainage, parks, public buildings, and related facilities' repair activities; types and levels of maintenance and repair functions performed in public works operations; landscape installation and maintenance; irrigation system installation and maintenance; materials and supplies needed for completion of projects; occupational hazards and standard safety precautions. Thorough knowledge of principles and practices of well and water systems operations; City, State, and Federal regulations on drinking standards and providing fresh water; construction, repair, maintenance, and operations of water facilities; sampling and collections' procedures and procedures for chemical and bacteriological analysis; plant safety programs and State and Federal requirements for handling and reporting hazardous materials. Some knowledge of laying out and maintaining athletic areas; installing and maintaining playground equipment; basic principles of organization, administration, budget, and personnel supervision. Ability to plan, organize and implement maintenance and repair programs for building, equipment, field operations; follow, and direct others to follow, safe work practices; prepare and maintain records and reports; communicate clearly and concisely, both orally and in writing; establish and maintain cooperative relationships with others contacted in the course of work; supervising, training, and evaluating the work of others also may be required. Some Page 3 of 3 pages assignments may require the ability to perform technical procedures in water systems operations; read meters, gages, and use other monitoring equipment; inspect wells and water systems' operations and detect problems. Working Conditions Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The use of a sense of smell and hearing is needed in detecting toxic gas and equipment problems. The position also requires both near and far vision when inspecting work, reading reports and meters, conducting laboratory analysis, and overseeing personnel. The need to lift, carry, and push tools, equipment, and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including rain, heat and cold. The incumbent may use cleaning and lubricating chemicals and ingredients which would expose the employee to fumes, dust, and air contaminants which may cause eye and skin irritation. The nature of the work also requires the incumbent to climb on ladders, use power and noise producing tools and equipment, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions, and often work with constant interruptions. LICENSE /CERTIFICATE Possession of a Class C California driver's license by date of appointment. May be required to possess a Class II Water Treatment Operation Certificate, a Grade D4 Water Distribution Operator Certificate issued by the State of California, and a Class B California driver's license. 06/10/03
