A RESOLUTION OF THE COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING AND APPROVING AN APPLICATION FOR A PACIFIC GAS AND
ELECTRIC COMPANY ECONOMIC DEVELOPMENT GRANT
BE IT RESOLVED by the City Council of the City of Rohnert Park that it does hereby
authorize and approve an application for a Pacific Gas and Electric Company Economic
Development Grant.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed
to execute same for and on behalf of the City of Rohnert Park,
DULY AND REGULARLY ADOPTED this 24th day of ,Tune , 2003.

1) Please provide us with:
• Title of Project /Event - Economic Recovery Direct Mail Campaign
• Date and /or Time of Project /Event - September 1, 2003 through May 30, 2004
• Description of Project /Event - The Rohnert Park community's motto since the City's
founding has been "The Friendly City." The Direct Mail Campaign will be built around this
basic concept.
Photographs of Rohnert Park citizens will be the key graphics of Campaign materials.
Campaign images would be portraits instead of buildings or landscapes. Proposed project funds
will pay for these portraits.
Selected images would be paired with humorous quotations. The City will seek assistance from
Sonoma State University marketing students and instructors to prepare quotation ideas.
Paired portraits and quotations will be used to create direct mail materials. These materials may
include post cards, drink coasters, letters, and e- mails.
Another key component of the proposed project will be collecting contact information. The City
will solicit contact information from people in the community. The cost will be paid from
Rohnert Park Community Development Commission and PG &E grant funds.
Campaign materials will contain a message. The message would generally include:
• (Resident /business) asked us to contact you.
• We are proud of our friendly city.
• There are many (recreation/business) opportunities in Rohnert Park.
• We invite you to visit our community.
Project partners will help put together campaign messages. Community luminaries will sign
campaign materials. Materials also would be available for business or personal use. For
instance, restaurants in Rohnert Park might use campaign drink coasters. Proposed project funds
will be used to prepare a supply of marketing materials.

2) Please list the three most challenging local economic development issues facing the area
served by your organization:
• The visitor industry, a major component of Rohnert Park's and Sonoma County's economy,
continues to grapple with the double punch of terrorism and a weak economy. The Sonoma
County Wineries Association recently closed the Wine and Visitors Center in Rohnert Park, a
California Welcome Center. Sonoma County visitor outreach efforts lag behind other northern
California destinations including Napa County, Monterey County, and Lake Tahoe. The
Rohnert Park community needs to play an active role in attracting visitors to the community.
• Telecommunications and technology companies were particularly hard hit during the recent
economic downturn. Approximately 2,000 employees have lost jobs at Agilent, Next Level and
related industries in recent years. These were the largest industrial employers in Rohnert Park. It
will require many years to rebuild these industrial employment levels. The community must
attract other business to help rebuild employment and create a more diversified, recession
resistant industrial sector.
• Local government faces a serious fiscal crisis. The State fiscal crisis will compound local fiscal
challenges. Community facilities, built largely in the 60s and 70s have reached their design life
and need major rehabilitation or rebuilding. Lack of infrastructure maintenance or rebuilding
will significantly hinder efforts to attract visitors and rebuild the industrial economy.
3) How would the proposed grant address the local economic development challenges listed
above?
The community has not had a formal economic development implementation program in the past.
The proposed project would help to initiate such an implementation program. The proposed, modest
direct mail campaign would help reaffirm the community's message through creation of direct mail
tools. These tools will help augment efforts to entice visitors to stay overnight in Rohnert Park and
industrial managers to locate their businesses in Rohnert Park. Increased overnight stays and
industrial development will add to local government revenues.
4) What geographic region area does your organization serve? The City of Rohnert Park, Sonoma
County, California.
5) What other local economic development organizations serve the same area? Are you
partnering with another organization(s) in applying for this grant? If so, please list your
partner(s).
The City is partnering with the Community Development Commission of the City of Rohnert Park.
This agency focuses on redevelopment of a portion of the community. The Rohnert Park Chamber
of Commerce, a local economic development organization specifically serves the Rohnert Park area
and will be a partner in implementing the program.
While not specifically an economic development organization, the City will seek the assistance of
Sonoma State University, located in the Rohnert Park community.
The City works closely with the Sonoma County Economic Development Board and the Sonoma
County Tourism Program that serve Sonoma County. These organizations are separately applying
for PG &E economic development grants and thus they are not listed specifically as partners for this
project. Nevertheless, the City will seek their advice and assistance in implementing the project.

6) If there are other organizations within your area, do you plan to partner with them or
somehow form an alliance with them to leverage funding?
At least $10,000 of Community Development Commission finds will be allocated as leveraged
funding for the proposed project. At least $5,000 of in -kind service will be provided by the City of
Rohnert Park for the project.
7) Has your organization (or another organization in your area) previously attempted or
completed the same type of project for which you are applying for funding, and was that
project successful?
The City of Rohnert Park and other organizations in the Rohnert Park area have not previously
attempted the same type of direct mail project as proposed. The Community Development
Commission has contracted with the Chamber of Commerce to conduct community - marketing
efforts. This program has been a traditional program that responds to requests for information about
the community.
Rather than a reactive effort, the community will commence proactive efforts. The community
recently engaged Economic Research Associates to prepare an economic development study. The
proposed project will help implement proposals in the economic development study. Economic
development and marketing professionals were consulted during preparation of this proposal
8) How will you measure the short-term and long -term success of this proposed project /event?
Project short-term deliverables will be:
• At least twenty photographs;
• At least twenty slogans to be combined with photographs;
• Production of 2,000 direct mail items;
• Direct mail contacts with at least 500 individuals; and
• Direct mail contacts with at least 50 businesses.
Project short-term measurements will be:
• Number of visitor responses to mailings and
• Number of business responses to mailings.
Project long -term measurements will be:
• Change in visitor nights in fiscal year 2003 -04 and
• Change in industrial employment in fiscal year 2003 -04
9) What hurdles do you anticipate your organization will face in completing the project?
Identification of individuals most receptive to contacts from the community will be the most
significant hurdle for the project.
10) Specifically, how will your organization publicly recognize Pacific Gas and Electric
Company should the utility award it a local economic development grant?
The Pacific Gas and Electric logo will be included on marketing materials. The materials will
include an explanation that development of the materials was partially paid for by a grant from
PG &E.
