A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING POSITION CLASSIFICATIONS AND SALARY RANGES FOR THE
POSITIONS OF ANIMAL SHELTER TECHNICIAN AND ADMINISTRATIVE
ASSISTANT - BUILDING SERVICES DEPARTMENT
WHEREAS, the City Manager has accomplished a review of the current City
operations; and
WHEREAS, the City Manager as the Personnel Officer for the City recommends
creating new full -time positions of Animal Shelter Technician and Administrative
Assistant for the newly created Building Services Department; and
WHEREAS, said new positions will be represented by the Rohnert Park
Employees' Association (RPEA); and
NOW, THEREFORE, BE IT RESOLVED by the Rohnert Park City Council that
said class specifications and salary listed below are approved:

DEFINITION
Assists the Animal Shelter Supervisor with the daily operational duties of the shelter with
primary responsibility for the direct animal care including the health, temperament
evaluation, cleaning protocols, euthanasia and foster programs_
DISTINGUISHING CHARACTERISTICS
The Animal Shelter Technician is primarily responsible for carrying out the direction of a
licensed veterinarian in providing routine medical treatment to animals and assists the
Animal Shelter Supervisor with the daily operational duties at the City's Animal Shelter.
SUPERVISION RECEIVED /EXERCISED
Animal Shelter Supervisor provides direction and supervision; assists the Animal Shelter
Supervisor with daily personnel administration, including planning and directing the daily
work and work schedules of part -time staff and volunteers.
ESSENTIAL DUTIES
Duties may include but are not limited to the following: Coordinates animal health care at the
animal shelter; monitors the health of the animals on a daily basis and confers with the
veterinarian about any animals which may need medical treatment; performs euthanasia;
conducts basic medical examinations of animals entering the shelter to determine health
care needs and reports findings to the veterinarian; performs treatments /procedures on
animals such as administering vaccines /medications, de- worming, bathing, grooming, flea
and tick removal, FeLV /FIV & Heartworm testing, skin scrapes, and lab work; schedules
veterinarian appointments, transports animals, and assists veterinarian with procedures;
completes animal health related records, ensures adequate medical and health care
supplies are on -hand; maintains inventory of all pharmaceuticals, equipment, and supplies;
updates records; evaluates the temperament of animals for adoption; assists the Animal
Shelter Supervisor with daily operations; transports animals to veterinarian offices for
treatment; provides guidance and technical support such as training part-time staff and
volunteers; determines ownership of animals brought to the shelter; assists with adoptions
and redemptions; handles complaints and difficult customers; assists staff in the care and
feeding of animals and the cleaning and maintenance of shelter facilities.
QUALIFICATIONS
Experience /Education
Sufficient experience and education to successfully perform the duties of the Animal Shelter
Technician. A typical way of obtaining the required qualifications is to have the equivalent of
two years' progressively responsible experience performing routine medical tasks in an
animal shelter or veterinary office or possessing a Registered Vet Technician Degree.
Euthanasia Certification is required (or must be obtained during the first 6 -months of
employment).
Knowledge /Skill /Ability
Knowledge of techniques for properly handling and caring for animals; state and local laws
and ordinances relating to the proper treatment and sheltering of animals; basic medical
protocols for the treatment of animals; principles of supervision; basic understanding of
pharmaceuticals commonly used in the treatment of animals; ability to assist in the operation
of an animal shelter; prioritize and handle emergency, stressful situations, handle a variety

animals safely and in a humane fashion; performs a variety of basic medical and emergency
protocols in the treatment of animals, including euthanasia; objectively evaluate animals for
adoption based on their health and temperament; deal effectively and tactfully with the
public; establish and maintain cooperative working relationships and a team spirit with staff,
volunteers, and with other shelter and animal groups.
Working Conditions
Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling,
bending, squatting, and stooping in the performance of daily activities_ The position also
requires grasping, repetitive hand movement, and fine coordination in preparing statistical
reports and data, using a computer keyboard. Additionally, the position requires near, far,
and color vision in performing medical procedures and using the computer, and hearing is
required when providing phone and counter service. While performing medical procedures,
the incumbent is working with needles and other sharp instruments. The incumbent is
frequently around animals that are agitated or injured that may attempt to bite or scratch.
The need to lift and carry animals weighing in excess of 50 pounds also is required.
Work Schedule
This is forty hour per week position_ Incumbent will be required to work a changing
schedule, including weekends.
LICENSE /CERTIFICATE
Possess a current Class C California Driver's License by date of appointment. Possession of
an Animal Health Technician's License issued by the California State Department of
Consumer Affairs is preferred. Euthanasia Certification is required (or must be obtained
within 6 months of employment).

DEFINITION
Provides administrative support to the Building Services Department in the overall
administration of the building services operations; performs complex and responsible
administrative duties for the Building Services Department, which consists of Planning,
Engineering and Building functions.
DISTINGUISHING CHARACTERISTICS
The Administrative Assistant to the Building Services Department is a single position class.
This class is distinguished by the variety of administrative details that require initiative,
independent judgment and strong inter - personal skills; the need for accuracy and attention
to detail is essential. The incumbent is expected to have a thorough understanding of the
Building Services Department operations, work independently in the completion of tasks and
utilize sound judgment in the. performance of assigned duties, exercising judgment within the
scope of their authority.
SUPERVISION RECEIVED /EXERCISED
General supervision is provided by the Senior Planner. May provide lead supervision by
assigning and reviewing the work of support staff.
ESSENTIAL DUTIES
Provides a full -range of administrative assistant support to the Building Services
Department, independently prepares correspondence; maintains a variety of municipal files
and records; performs a wide variety of complex and responsible duties for the Building
Services Department including screening calls, assisting visitors /customers, and processing
mail; interprets City polices, rules and regulations and refers inquiries as appropriate;
relieves Building Services staff of a number of administrative details; independently
responds to letters and general correspondence of a routine nature; coordinates public
hearings; files legal notices; maintains files for Building Services Department; makes travel
arrangements; maintains appointment schedules and calendars; arranges meetings and
conferences; processes claims for reimbursement for Building Services Staff; obtains and
assembles materials required; types and corrects drafts, supervises final product and
distribution; takes and transcribes oral dictation from meetings, rough drafts or transcribing
machine recordings; assembles reports and distributes to staff, the press and interested
members of the public; researches past actions of the Planning Commission, the City
Council related to Building Services matters and assists the general public in locating
information; arranges for meeting of special committees; performs related duties as
assigned by Senior Planner.
QUALIFICATIONS
Experience /Education
Sufficient experience and education to coordinate the Building Services Departments_ Ability
to perform assigned administrative activities in an effective and efficient manner. A typical
way of obtaining the required qualifications is three years of increasingly responsible
administrative work experience, which is not limited to administrative assistant in a
development- related setting handling legal or public documents and extensive public

contact. Plus completion of course work related to building services functions. A Bachelor's
Degree in a building services related field is desirable.
Knowledge /Skill /Ability
Knowledge of the City's policies, rules, administrative regulations and procedures.
Advanced computer skills in windows word processing, spreadsheets, and database
management and applications, other software, as used by the Building Services
Departments. Correct English usage, including grammar, spelling and punctuation;
organizational skills, procedures and operating details of a municipal government;
procedures; legal requirements, and methods of disseminating public information regarding
the functions of the Building Services Department; record - keeping principles and
procedures; permit processing. Ability to understand the organization and operation of the
City and of outside agencies, as pertains to assigned responsibilities; communicate
effectively, orally and in writing; understand modern office protocol and equipment; handle
Building Services Department's material in an effective manner; work cooperatively with
other departments, city officials, and outside agencies. Interpret and apply administrative
and departmental policies, laws, and rules; type accurately from clear copy; compose
correspondence independently; compile and maintain copies and extensive records and
files; general familiarity with construction plans and documents; analyze situations carefully
and adopt effective courses of action; monitor and meet various deadlines and legal
requirements for compliance with state and local ordinances related to development;
understand and carry out oral and written directions; maintain cooperative working
relationships.

paper, and documents weighing up to 25 pounds is, also, required.
