2003/09/10 City Council Resolution (7)RESOLUTION NO. 2003 - 215 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING RECLASSIFICATION AND SALARY RANGE FOR THE POSITION OF RECREATION SERVICES MANAGER WHEREAS, the City Manager has accomplished a review of the current City operations; and WHEREAS, the City Manager as the Personnel Officer for the City recommends changing the current job description to include new responsibilities of the position and reclassify the salary range to bring the salary range in line with comparable positions; and WHEREAS, said position will be represented by the Rohnert Park Employees' Association (RPEA); and NOW, THEREFORE, BE IT RESOLVED by the Rohnert Park City Council that said class specifications and salary listed below are approved: Class Title Range Monthly Salary Recreation Services Manager 92X $5,898 - $7,169 DULY AND REGULARLY ADOPTED this 10th day of September, 2003. No. 2003 -215 (page 2 of 4) RECREATION SERVICES MANAGER DEFINITION Organizes, directs, supervises, and coordinates the functions of recreation programs and facilities; provides training and guidance to recreation program personnel; monitors departments budget; assists the Assistant City Manager with a variety of administrative functions; performs other duties as required. DISTINGUISHING CHARACTERISTICS The Recreation Services Manager class has the overall responsibility for the development and implantation of recreation programs and facilities. Incumbents work with a great deal of independence and exercise considerable independent judgment in the management of programs and facilities. The breadth of responsibility and complexity of management activities distinguish this class from the class of Recreation Specialist. SUPERVISION RECEIVED /EXERCISED Administrative direction is provided by The Assistant City Manager. Supervisory responsibilities include direct and indirect supervision of 3 recreation specialists, program personnel, support staff and volunteers. ESSENTIAL DUTIES Plans, organizes, coordinates, directs, and supervises the operations of assigned recreation programs and facilities; assists in the selection of recreational staff, assigns, and evaluates the work of personnel involved in the scheduling and delivery of recreation programs which may include but not limited to: senior programs, adult and youth sports, leisure programs, aquatic activities, youth and teen programs, excursions and special events; prepares or oversees the preparation of program and events announcements, posters, and publicity brochures; maintains records and prepares reports summarizing program activities, cost, and program effectiveness; provides information concerning program content and availability; assesses community leisure and recreation program needs; supervises or conducts training and information sessions for employees; oversees the scheduling and operations of City recreation facilities which may include the sports and fitness center, senior center, community pools, community center, and Rohnert Park Community Stadium, and other recreation facilities; ensures compliance with Federal, State, and local laws and ordinances applicable to public facilities; ensures positive public relations between staff and the community; work with staff to solve customer issues and policy questions relative to recreation programs and facilities and park usage; makes recommendations for the purchase of supplies and equipment necessary for program activities; assists with the planning and development of City recreation facilities; administers a variety of service 9/9/031w Reso. No. 2003 -215 (page 3 of 4) contracts, rental and use agreements; recommends fees and rental rates for programs and facilities; prepare annual budget recommendations for the Assistant City Manager, meet with staff to propose budget reductions and revenue enhancements; monitor departments budget, administer budget controls when necessary, approve expenses daily. Oversees the general maintenance of facilities and related equipment; supervises training and policy development to ensure safe work practices; Liaison to CourseCo and Foxtail Golf Club, attend meetings, coordinate issues with golf club staff on resident issues concerning construction or improvements details, monitor the city's lease agreements with CourseCo for the operation of the golf clubs; Develop and oversee the grant- funded Child Care Enrichment Voucher Program; Community Garden Liaison, attend meetings, distribution of plots and coordinates maintenance; performs a variety of administrative assistance functions for the Assistant City Manager; may serve as a member of the Emergency Operations Center team. QUALIFICATIONS Experience /Education Sufficient experience and education to successfully perform the duties of the Recreation Services Manager. A typical way of obtaining the required qualifications is to possess a Bachelor's Degree in recreation administration or a closely related field and five years work experience in public recreation program management planning and development including at least three years at a management or supervisory level. Advanced education in public recreation management is desirable. Knowledge /Skill /Ability Considerable Knowledge of recreational, park, and facility needs of the local community; philosophy, principles, and techniques of comprehensive public recreation programs; laws, ordinances, and regulations pertaining to public facilities usage and maintenance including swimming pool and sports complex operations; principles of budgeting and expenditure control, principles and techniques related to revenue generation; techniques for developing effective public presentations; principles of public relations; operation of community based organizations; principles of supervision, training, management, and public administration; procedures and requirements for the proper reporting of elder and child abuse; promotional and fund raising materials; mathematics; first aid techniques; proper English usage, punctuation, and grammar. Ability to plan, organize, schedule, direct, coordinate, and evaluate varied recreational program s of the City; provide supervision and training for assigned staff; formulate, evaluate, and make recommendations on policies and procedures affecting the provision of recreation programs; evaluate facility development needs and programs; develop budget proposals and control expenditures; provide professional advice to the Assistant City Manager, and others regarding recreation functions and activities; successfully negotiate service, lease, and usage agreements; oversee the maintenance and development activities of 2 9/9/031w Reso. No. 2003 -215 (page 4 of 4) recreational facilities, prepare comprehensive and concise reports; make effective public speaking presentations; effectively represent the recreation Department to citizens, community groups and other agencies; establish and maintain cooperative working relationships. Working Conditions Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing statistical reports and data, using a computer keyboard. Additionally, the position requires near, far, and color vision in reviewing plans, reading statistical data and using the computer, and hearing is required when providing phone and counter service. The need to lift, drag, and push equipment and materials weighing up to and in excess of 25 pounds also is required. Some activities may involve working outdoors, working under very noisy conditions, actively participating in teaching sports skills, and requires dealing with patrons that become aggressive. Incumbents may be exposed to heavy dust and pollen and pesticides and chemicals used in parks and facilities maintenance. LICENSEXERTIFICATE Possession of a Class C California driver's license by date of appointment. Possession of a First Aid and Cardiopulmonary Resuscitation (CPR) certificate issued by the American Red Cross or similar organization. 3 9/9/031w
