A Resolution of the City Council of the City of Rohnert Park Establishing
a Growth Management Allocation System
WHEREAS, the Chapter 17.66 of the Rohnert Park Municipal Code establishes a Growth
Management Program; and
WHEREAS, the purpose of the Growth Management Program is to insure that
population growth will not exceed the average annual growth rates established in the Rohnert
Park General Plan so that new residential development occur concurrently with necessary
infrastructure and public service improvements; and
WHEREAS, "management" of growth does not mean curtailing it, but rather structuring it
to ensure that it is not haphazard and supports broader planning objectives; and
WHEREAS, General Plan Policy GM -5 anticipates that the City Council may find it
necessary to establish a growth management allocation system to allow the City Council to
express its public policy preference regarding how and when growth should occur; and
WHEREAS, Section 17.66.030 of the Rohnert Park Municipal Code authorizes the City
Council to adopt a resolution establishing priority residential development areas and allocating
residential units in accordance with the standards established in Section 17.66.060 of the Rohnert
Park Municipal Code.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROHNERT PARK DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION ONE. The purpose of this resolution is to adopt the Growth Management Allocation
System to implement the Land Use and Growth Management Chapter of the Rohnert Park
General Plan and Chapter 17.66 of the Rohnert Park Municipal Code.
SECTION TWO. The General Plan of the City of Rohnert Park establishes six Specific Plan
Areas. This Growth Management Allocation System C'GMAS ") shall be implemented through
development agreements with the developer of each Specific Plan Area or other property that
chooses to participate in the GMAS.
SECTION THREE. The development agreements that implement the GMAS shall be referred to
as GMAS Development Agreements and shall be entered into pursuant to Government Code

SECTION FOUR. The GMAS Development Agreements shall be limited to vesting the right of
the developer to an allocation under Chapter 17.66 of the Rohnert Park Municipal Code as
specified in the Agreement; establishing the way in which the Agreement is consistent with the
priorities and public policies identified in SECTION FIVE of this resolution; and committing the
developer to take those actions necessary to insure that those priorities and public policies are
realized.
SECTION FIVE. A developer's proposal for an allocation under Chapter 17.66 will be evaluated
to determine the consistency of the proposal with the following priorities and public policies. The
consistency of the proposal with these priorities and policies shall determine the preference that
is given to the proposal for the pace of development and extent of the allocation under Chapter
17.66

SECTION SIX. During a public hearing on a GMAS Development Agreement, the City Manager
shall provide the Planning Commission and the City Council with the information necessary to
evaluate whether the proposed Agreement is consistent with the priorities and public policies
outlined in SECTION FIVE of this resolution.
DULY AND REGULARLY ADOPTED by the City Council of the City of Rohnert Park this 28th day
of October, 2003.
