A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
UPDATING CERTAIN JOB SPECIFICATIONS AND CHANGING THE UNIT
DESIGNATION FOR TWO POSITION CLASSIFICATIONS
WHEREAS, the City must comply with the new regulations under the
Health Insurance Portability and Accountability Act of 1996 (HIPAA); and
WHEREAS, the City Manager, as required by the new HIPAA regulations,
has identified those position classifications that work with employees' personal
health information (PHI); and
WHEREAS, the City Manager has identified these positions to be: Part -
Time Secretary I in Human Resources, Secretary II in Human Resources,
Human Resources Assistant, Payroll Specialist, Accounting Specialist 11
(Accounts Payable), and the Finance Services Manager position; and
WHEREAS, said positions require confidentiality and security of
employees' PHI and must be designated as Confidential Unit employees; and
NOW, THEREFORE, BE IT RESOLVED by the City of Rohnert Park City
Council that said job specifications for the positions of Payroll Specialist,
Accounting Specialist 11 (Accounts Payable) and Finance Services Manager have
been updated to reflect the new privacy, confidentiality and security provisions
required under HIPAA. The positions of Human Resources Assistant, Secretary 11
in Human Resources, and Part -Time Secretary I in Human Resources will be
updated to reflect the provisions under HIPAA, in the near future.
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Rohnert Park
City Council that the job classifications of Accounting Specialist II (Accounts
Payable) and Finance Services Manager will be moved from the Rohnert Park
Employees' Association (RPEA) to the Confidential Unit. The job classifications
of Part -Time Secretary I in Human Resources, Secretary 11 in Human Resources,
Human Resources Assistant and Payroll Specialist are already in the
Confidential Unit.
