REGULAR MEETING - CALL TO ORDER/ROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on October 23, 2014.

Absent: None.
Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney

Masterson, Development Services Director Ponton, Public Works and Community
Services Director McArthur, Human Resources Director Perrault, Finance Director
Howez, and City Engineer Pawson.
2. PLEDGE OF ALLEGIANCE
Led by Mayor Callinan.
3. PRESENTATIONS
A. Mayor's Proclamation: Honoring Bruce Desimone, Public Safety Aide
Mayor Callinan read and presented the proclamation to Giovanna Desimone.
B. Health Action — Portrait of Sonoma County
Sonoma County Supervisor Zane, Third District; Jen Lewis, Health Action Program
Manager; and Oscar Chavez, Assistant Director of Sonoma County Human Services,
provided the presentation. Supervisor Zane invited the Rohnert Park City Council to
sign the pledge of support for the Portrait of Sonoma County.

Councilmember Belforte stated for the record, that she is concerned with the lack of
health services and funding and whatever we can do so those in Rohnert Park who
have need can get support from the County. She appreciates Supervisor Zane's
support for the Petaluma Health Clinic in Rohnert Park. To be successful the clinic
needs to open as a first class clinic and not second class clinic.
Councilmember Belforte will get the report she has presented to the City Council
which shows Rohnert Park has some sections that are below the poverty levels both
locally and in Mississippi.
4. SSU STUDENT REPORT
Kian Khatami, Sonoma State University Associated Students, Inc. (SSU ASI) Legislative
Representative provided the report. Three resolutions have been passed, 1) endorsing the
Sustainability Executive Committee's mission, visions, and goals; 2) calling for adequate
transportation and accommodations for disabled and injured students; and 3) urging the
Rohnert Park City Council to take a position to halt the Rohnert Park Walmart expansion.
Sonoma State University is introducing its new Emergency Notification System (ENS)
which will allow Sonoma State to send emergency messages via text message, voice
message, email, and social media sites at the same time. Khatami also reported on the
following events: Sustainability Week October 21; Hunger Games November 17 -21
promoting National Hunger & Homelessness Awareness Week; and October 31, 2014 at
5 pm a vigil will be held for a Ventura County Sheriff" s Deputy killed during a traffic
stop.
5. PUBLIC COMMENTS
June Alexander asked if individual water meters were installed at Sonoma Racquet Club
if the City would read the meters and bill the community or would they use another
agency. City staff will contact June Alexander.
Cheryl Burton expressed concern over a garbage dumpster and a diseased tree affecting
her health which is located at the Commons apartment complex just over the fence from
her home. Code Enforcement will look into the situation.

ACTION: Moved /seconded (Belforte /Stafford) to approve the Consent Calendar.

7. Graton Mitigation Program Budget Updates
Senior Analyst Atkins presented the updates. Recommended Action(s): Informational
Items, no action recommended.

ACTION: None.
8. Consider Adoption of a Resolution Authorizing and Approving the Execution of: 1)
Central Landfill and Former Landfills Settlement Agreement with County of
Sonoma, 2) Waste Delivery Agreement with Republic Services of Sonoma County
Inc., and 3) Committed Cities Contingent Liability Fund Agreement; and making
CEQA Findings Regarding the Same
City Manager Jenkins presented the items. Recommended Action(s): adopt the resolution
authorizing and approving the following:
1. Execution of a Settlement Agreement with the County of Sonoma to resolve liability
issues in connection with the Sonoma County Central Disposal Site and former
landfills;

2. Execution of a Waste Delivery Agreement with Republic committing delivery of the
City's Waste to the Sonoma County Landfill in order to provide for continued
operation of the Central Disposal Site; and
3. Execution of a Committed Cities Contingent Liability Fund Agreement which will
provide for funding to be set aside for potential continent liability for the Central
Disposal site and former landfills.

ACTION: Moved /seconded (Stafford /Belforte) to Approve Resolution 2014 -134
Approving and Authorizing the City Manager to Execute the Following
Agreements: 1) Central Landfill and Former Landfills Settlement
Agreement With County of Sonoma; 2) Waste Delivery Agreement with
Republic Services Of Sonoma County, Inc.; and 3) Committed Cities
Contingent Liability Fund Agreement; and Making CEQA Findings
Regarding the Same.
Motion carried unanimously by the following 5 -0 vote: AYES: Belforte,
Mackenzie, Stafford, Ahanotu, and Callinan, NOS: None, ABSTAINS:

9. Consideration of Amending the City's Expense Reimbursement and Use of Public
Resources Policy
City Manager Jenkins presented the items. Recommended Action(s): Direct staff to: 1)
Update the City's Expense Reimbursement and Use of Public Resources Policy, and 2)
add two new concepts regarding City Council expense reimbursement practices.
ACTION: By Consensus (Mackenzie opposed) directed staff to amend the Policy by
adding the two new concepts addressing accounting practices and
spending in excess of budgeted amounts. Regarding the concept spending
in excess of budgeted amounts — change "meetings or travel" to
"expenses" and replace `The amount over the budgeted amount shall be
repaid to the city by the council member within 10 days of notice from
staff with `Any amount expended over the budgeted amount must have
prior Council approval'. Other policy amendments are to include
expanding the authorized expenses list and eliminating the issuance of
complimentary tickets for each performance at the Spreckels Performing
Arts Center.
10. STANDING COMMITTEE / LIAISON REPORTS
A. Standing Committee Reports
1. Water/Wastewater Issues Committee, 10/20
Councilmember Mackenzie reported some action items will be coming forward to
Council in 2015. These include a non -storm water best management practices
plan; possibility of expanding the number of water conservation programs utilized
in Rohnert Park (one option is a cash for grass pilot program with a budget of
$50,000 or less) and; water rate and policy issue activities.

B. Liaison Reports
1. Library Advisory Board, 10/21
Vice Mayor Ahanotu reported Brian Masterson was elected Chair of the Library
Advisory Board. The library is building a strong relationship with the High
School. The youth member is recommending an increase in the student studies
section of the library. Rohnert Park's Library Commissioner, Barbara Mackenzie,
provided an update on Measure M.
2. Chamber of Commerce, 10/21
No Report.
C. Other Reports
Golden Gate Bridge District - Councilmember Belforte reported they are looking at
studying the possibility of charging a fee for pedestrian and bicycle use. The second
weekend in January the bridge will be closed.
Mayor Callinan reported he and the City Manager attended the Sonoma State Senate
Committee meeting.

ACTION: Consensus (none opposed) is a 5:00 pm start time.
