RESOLUTION AUTHORIZING FILING OF APPLICATION
FOR GRANT FOR LAW ENFORCEMENT PURPOSES
WHEREAS, the California Council on Criminal Justice may
consent to review for possible funding, the project submitted
by the City of Rohnert Park referred to as "Consolidation
of Police Communications & Training ",
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Rohnert Park that the Mayor is directed to execute
on behalf of the City of Rohnert Park, the application for
grant for law enforcement purposes and special conditions
attached thereto.
BE IT FURTHER RESOLVED that the applicant agrees to
provide the required matching funds to said project.
BE IT FURTHER RESOLVED that grant funds received here-
under shall not be used to supplant ongoing law enforcement
expenditures.

PROJECT SUMMARY
This project is a joint application to further consolidate the operations
of the Rohnert Park and Cotati Police Departments.
At the present time the Rohnert Park Police Department dispatches for the
Cotati Police Department on a 24 hour a day basis. Because of the closely
related political boundaries, the two departments approach the point of
operating as one department. We "back" each other on all emergency calls,
and handle calls for each other by prior mutual agreement when manpower
shortages occur due to work load. The day may ultimately arrive, and hope-
fully in the not too distant future, when the departments will be totally
consolidated, either by a merger of the two cities, or by the larger de-
partment providing police protection on a contract basis.
Our dispatchers are trainees. These are young men and women working their
way through the Police Science program at Santa Rosa Junior_Coliege. This
equipment we are applying for will also serve as a training tool for these
young students. The antiquated equipment we have been utilizing up to this
point certainly does not enhance the ongoing training program we are attempt-
ing to maintain.
Our geographical situation and growth rate are most critical factors to be
considered in this grant application. Both Rohnert Park and Cotati are
immediately adjacent to Sonoma State College. While the College itself
lies within the jurisdiction of the Sonoma County Sheriff, we are, by vir-
tue of our city boundaries, going to be immediately and fully committed
should any disturbance erupt on campus. We have experienced several in-
stances when our services were called for to stand by, however, total com-
mitment by the Sheriff was not necessary.
A large number of the approximately 5,500 students presently enrolled at
the college live within our two cities, and while we have been extremely
fortunate on several instances, there is a potential for campus activities
which will pose law enforcement problems. It is at such times that effec-
tive communication is most important.
The present population of Rohnert Park is approximating 7000 and Cotati
is approximately 2000. We anticipate a very rapid growth.
Even prior to this application, numerous land developers had plans in to
the Rohnert Park and Cotati City Councils for approval. There are presently
approximately 1000 new homes either approved or presently under considera-
tion in the two cities, there are three major mobil home parks under con-
struction each with over 300 spaces eventually, and further there are
several large apartment house complexes under construction or soon to be
started.
In addition to this, a major freeway overpass has recently been approved
that will unite the cities by connecting a large portion of the incorpor-
ated area that was until this time, split by U.S. Freeway 101, thus open-
ing for commercial development several square miles in what is now agri-
cultural areas.
It can safely be stated that the population of the two cities will most
probably be double their present number in the next five years. The pre-
dicted maximum development of the Sonoma State College has been set at 15,000

students by 1980.
At present we are experiencing considerable difficulty due to the diminish-
ing capabilities of our present radio system. Our base station is of tube -
type vintage and after being in continuous service for the past 9 years, is
experiencing technical difficulties impractical to remedy due to age. On
numerous occasions, mobile units as close as 3 miles away and on a line of
sight projection have experienced failure with this unit. In many instances,
down time far exceeds operational time as regards this unit.
The remaining units of which our system is comprised are of single frequency,
standard squelch configuration which do not afford us even the minimum cap-
ability of communicating with neighboring law enforcement agencies when in-
volved in mutual aid operations, except on a message relaying basis through
our base station. In many instances, our respon se time to mutual aid oper-
ations and to reported incidences of crime is increased considerably due to
our inability to communicate efficiently and promptly.
It is, therefore the intent of this grant request to procure, install and
maintain within our department a flexible communications system utiliz-
ing multi frequency base, mobile and portable units equipped with "Private
Line" squelch which will minimize the co- channel interference resulting
from the other departments currently licensed by the FCC to operate on the
frequency assigned to our department. In all, approximately 50 units are
presently in operation on our single channel. This multi- frequency configur-
ation will not only enable us to continue to operate on our assigned fre-
quency plus have the added advantage of switching to the Statewide CLEMARS
channel when need dictates, but will provide adequate protection for the
officers in the field as well as provide suitable equipment which will serve
to better train our cadets.
In view of the fact it is commonplace for both Departments to have both
field and staff personnel off the air and out of service at the same time,
whether it be due to being on special detail at high school or college
fu- actions or lecturing at various educational institutions in our area, it
is imperative we have some means to re -call these personnel when the need
arises. The portable radios and one -way paging units sought will provide
this much needed service. All too often, the services of these special
detail officers are required and, under our present situation, the only
means we have at our disposal to contact them is to dispatch another officer
to where he is assigned. This not only reduces our on duty strength but
also adds to the intolerable amount of response time mentioned earlier.
In summary, if the Police Departments of both Rohnert Park and Cotati are
to function efficiently in light of the problems presented in the body of
this application, it is imperative we up -grade our present communications
equipment so that we may make maximum use of the resources at our disposal
in our daily endeavor to reduce crime and the incidences of crime within
Our cities.
