1970/08/17 City Council ResolutionRESOLUTION NO. 70 -111 RESOLUTION OF THE COUNCIL OF THE CITY OF ROHNERT PARK DECLARING ITS POLICY CONCERNING ANNEXATION OF LANDS TO THE CITY WHEREAS, the City of Rohnert Park has in the past established varying requirements for the annexation of land to the City of Rohnert Park in order to satisfy the ever changing needs required for an orderly development of the City, and WHEREAS, the City Council believes that it is desirable to set forth a current policy as to annexations to the City. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Rohnert Park that the declarations hereinafter set forth constitute the present policy of the City of Rohnert Park concerning requested annexations to the City. 1. City Services for City People. The City Council restates its existing policy as established by Resolution No. 50 adopted on the 4th day of February, 1963, that "City Services are for City People" and that properties requiring utility and other City Services must annex their properties to the City of Rohnert Park in order to obtain such services. 2. Encouragement of the Development of Lands Within the Citv. It is the policy of the City Council of the City of Rohnert Park that undeveloped lands presently within the City boundaries should be encouraged.to be improved and developed at an early date, provided, however, that such policy should not be construed as preventing the City from annexing undeveloped lands to the City where the lands to be annexed are to be developed at an early date or where the proposed development of such annexed land satisfies a vital public need. Lands considered for annexation will be expected to make a contribution to the City commensurate with the contributions made by lands already in the City. -1- 3. Master Plan for Certain Annexed Areas. It is the policy of the City that development proposed upon the lands to be annexed to the City should conform to the General Plan of the City of Rohnert Park. Where the proposed annexation is sufficient in size the City may require that a master plan of development of such land be sub- mitted to the City Council for approval prior to annexation. Any such master plan of development should be sufficient to indicate the location of major City streets, major utility lines, the pro- posed land uses, and the areas to be set aside for public parks, schools, fire stations, or other public facilities. 4. Requirement of Annexation Agreement. In order to insure that large tracts of land proposed for annexation to the City are to be developed in accordance with the Master Plan and that adequate areas are set aside to provide space for required public facilities, the City of Rohnert Park may require as a condition to annexation the execution of an annexation agreement covering matters deemed necessary by the City to insure the orderly development of the area. 5. Purpose of this Declaration; Subject to Change. It is the intention of the City Council that this Resolution shall simply set forth in a general way the present policy of this City Council concerning annexations of lands to the City and is not intended to be all inclusive or in any manner restrictive as to this or future City Councils. This Resolution is subject to such exceptions, changes, or repeal as may, in the opinion of the City Council, be required by the public interest in the orderly development of the City.
