RESOLUTION CONCERNING MOBILE HOME
PARKS AND SCHOOL DISTRICTS
WHEREAS, the City Council of the City of Rohnert
Park has been requested by the Petaluma Board of Education
to institute a moratorium on mobile home park developments,
and
WHEREAS, the City Council is reluctant to do so
because of its feeling that mobile home parks do provide much
needed housing for a large segment of our population, and
WHEREAS, the City Council also recognizes that
there may exist certain inequities insofar as school distracts
and mobile home parks are concerned with respect to property
taxation for school districts and the state's policy of not
allowing mobile home pads to be considered as "foundation
counts" for state aid school building purposes, and
WHEREAS, the City Council feels that the concern
over the development of mobile home parks can best be resolved
by the State Legislature studying the entire area of mobile
homes and mobile home parks to determine whether or not
appropriate legislation should be enacted to rectify some
of the inequities insofar as tax payments to school districts
is concerned.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Rohnert Park that its representatives in the
State Legislature, Senator Randolph Collier and Assemblyman
William Bagley, are hereby requested to initiate whatever
action is necessary to institute an appropriate investigation
into the relationship of mobile home parks to school district
financing and state aid.
BE IT FURTHER RESOLVED that the League of California
Cities, the County Supervisors Association of California, and
appropriate school official's organizations are requested to
support this request and cooperate with the State Legislature
in any study initiated.
BE IT FURTHER RESOLVED that copies of this resolution_
be sent to Senator Randolph Collier, Assemblyman William
Bagley, Governor Ronald Reagan, Sonoma County Board of
Supervisors, The League of California Cities, the County
Supervisors Association of California, the Petaluma Board
of Education, The Cotati School District, and other interested
parties.
