RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING REQUEST TO THE PUBLIC UTILITIES COMMISSION OF THE STATE
OF CALIFORNIA FOR AN ALLOCATION TO THE CITY OF ROHNERT PARK FROM
THE CROSSING PROTECTION FUND FOR THE COST OF INSTALLATION OF TWO
FLASHING LIGHT CROSSING SIGNALS EQUIPPED WITH AUTOMATIC GATE ARMS
AT THE CROSSING OF ROHNERT PARK EXPRESSWAY, AND THE TRACKS OF THE
NORTHWESTERN PACIFIC RAILROAD COMPANY IN ROHNERT PARK, CALIFORNIA.
WHEREAS, under the provision of the Statutes of 1953,
Chapter 1739 (Crossing Protection Fund), the Public Utilities
Commission of the State of California may allocate to a City or
County, funds not to exceed one -half of the cost of said City or
County share of cost of constructing protection at grade crossing;
and
WHEREAS, the City of Rohnert Park desires to make appli-
cation for an allocation for the protection installed at the
grade crossing over the Northwestern Pacific Railroad tracks at
Rohnert Park Expressway; and
WHEREAS, the City Council of the City of Rohnert Park
has reviewed the application prepared for submission to the
Public Utilities Commission for said allocation.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Rohnert Park does approve the application to the
State Public Utilities Commission for an allocation for the
crossing protection at the grade crossing over the Northwestern
Pacific Railroad tracks at Rohnert Park Expressway and the Mayor
is authorized to execute said application on behalf of the City.
Duly and regularly adopted this 20th day of January, 1969.

REQUEST FOR ALLOCATION OF FUNDS

City of Rohnert Park, State of California, hereby requests the
Public Utilities Commission to make an allocation to applicant
from the Crossing Protection Fund in the maximum amount of
$5,569.42 which amount does not exceed one half of the actual
costs of applicant's share of the cost of constructing protec-
tion at the crossing of the tracks of Northwestern Pacific
Railroad Company, and Rohnert Park Expressway (formerly Sonoma
State College Expressway), Rohnert Park, California, being
crossing No. 5 -47.4.
1. That attached as Exhibit A is a true copy of a resolution
adopted by legislative body of applicant authorizing the sub-
mission of this request.
2. There was no prior automatic protection at the crossing
before this current installation.
3. The newly installed current protection consists of two
Standard No. 8 flashing light signals (General Order No. 75 -B)
augmented with automatic gate arms.
4. Vehicular traffic (actual count 24 -hour typical week day)
October 9, 1968 801 vehicles
The Northwestern Pacific Railroad Company operates 6 trains a
day over this road.
5. Attached as Exhibit "B -l" is a copy Northwestern Pacific
Railroad Company's Bill No. 81342 for the cost of installation
of the crossing.
Attached as Exhibit "B -2" is a copy of letter dated December
23, 1968 from H.A. Nelson, Controller for Northwestern Pacific
Railroad Company.
6. That attached as Exhibits "C -1" and "C -2'' are copies of
Public Utilities Commission's Decisions Nos. 72886 and 73578.
7. The City of Rohnert Park has participated in the cost of
the protection construction in the amount of $5,569.43, over
and above the amount of the requested allocation. Funds for
this participation have been disbursed.

8. The City of Rohnert Park has not had any expenditures for
crossing protection during the last three fiscal years, and has
$15,000 budgeted or otherwise available during the present
fiscal year.
9. The need for this crossing protection is indicated by the
anticipated increase in traffic on Rohnert Park Expressway since
this road is the main access road from US 101 Freeway to Sonoma
State College. The protection is an absolute requirement at
this location because of the anticipated speed of the vehicular
traffic.
10. Attached as Exhibit D is a copy of front and back of City
of Rohnert Park check No. 6625 issued to Northwestern Pacific
Railroad Company in settlement of their Bill No. 81342
WHEREFORE; applicant requests an appropriate allocation from the
Crossing Protection Fund.
