1968/09/16 City Council Resolution (6)Wj -ML:P A:gmb 9/5/68 15c RESOLUTION N0, 68 -111 A RESOLUTION AUTHORIZING FILING OF WRITTEN ARGUMENT FOR CITY MEASURE PARK AND RECREATION RESOLVED, by the City Council of the City of Rohnert Park, Sonoma County, California, that WHEREAS, at the Special Municipal Election to be held on the 5th day of November, 1968, the following City measure will be submitted to the qualified electors of the City: PROPOSITION: "Shall the City of Rohnert Park Park and Recreation incur a bonded indebtedness in Facilities) the principal amount of One Hundred Thousand Dollars ($100,000) in accordance -with the provisions of the Ordinance calling the election at which this proposition is submitted for the acquisition, construction and completion of park and recreation facili- ties for neighborhood and community use, and all acquisi- tions, improvements, facilities, equipment and incidental work necessary therefor ?" NOW, THEREFORE, IT IS HEREBY DETERMINED and ORDERED that this City Council, being the legislative body of the City of Rohnert Park, hereby, authorizes, WARREN K. ROGERS JACK BUCHANAN Members of this Body, to file a written argument for said City measure in accordance with Article 4, Chapter 3, Division 4 of the Elections Code and to change said argument until, and including, the date fixed by the City Clerk, after which no arguments for or against said measure may be submitted to him. Hopkins f " 't -/,) y ff -e—p Tt tv y Y er APPROVED: my or ARGUMENT SUPPORTING PROPOSITION FOR PARK AND RECREATION FACILITIES EXHIBIT " A tt For the past several years the City of Rohnert Park has attempted to improve the existing neighborhood parks on a piece meal basis. This attempt has resulted in a patchwork type effort because of the lack of sufficient amount of funds to do the entire job. This proposition will provide the necessary funds to complete the existing neighborhood parks so that the population of the existing community can enjoy these facilities and the City can spend the monies that it is now spending on improvements for the debt service on the general obligation bonds. This has the advantage of having our residents enjoy the neighborhood parks and improvements during the years in which the community is paying for the facilities. The existing neighborhood parks have master plans for facilities such as picnic areas, landscaping, barbeque pits, night lights, bicycle paths, trees, additional recreation facilities, etc. To be able to install these improvements for the enjoyment of the community the City must have funds. The large amount of use that the neighborhood parks receive more than indicates that the resi- dents would use the facilities even more so if they were upgraded. Parks for the most part now consist only of large la.wned area housing baseball diamonds and a limited amount of play equipment. General Obligation Bonds represent City to finance the improvements to homeowner for this measure and the areas will be only about $4.50 per the most economical way for the the parks. To keep Rohnert Park progressive and to provide the type park facilities our community is entitled to and should have, a YES vote on this proposition is urged.
