XUAL ACTIVITY.
WHEREAS, Section 11 of Acricle X! of the State Consti-
tution vests in counties and cities the authority to adopt local
regulations which are not in conflict with State law; and
WHEREAS, the State Supreme Court has nullified the
effectiveness of that Constitutional grant of home rule power
by implying an intention on the part of the legislature to occupy
jentire areas of criminal activity to the exclusion of all local
Iregulations; and
WHEREAS, repeated attempts to restore the power of home

1rule and local control through legislative action have been I un-
Isuccessful; and
WHEREAS, local law

1which outrages public decency;
UOW, THEREFORE, BE IT RESOLVED THAT the City Council of
Ithe City of Rohnert Park does hereby support the action of the
Sonoma County Board of Supervisors promoting an initiative
Imeasure to restore to counties and cities the right to adopt
Iregulations supplementary to State Law which are essential to
I the preservation of decency in our community; and.
BE IT FURTHER RESOLVED, that the City Council of the
City of Rchnert Park does urge full support of the drive for
signatures during November, 1965, "Decency Month', and especially,
on "Decency Sunday", November 14, 1965.
DULY Passed and adopted this 8th day of November, 1965.
