RESOLUTION OF THE COUNCIL OF THE CITY
OF RO:'•<ERT PARK ESTABLISHING A POLICY
CONCERNING THE IMPACT OF RESIDENTIAL
DEVELOPMENT ON THE QUALITY OF EDUCATION
IN OUR SCHOOLS
WHEREAS, it is the policy of the City of Rohnert Park
to promote coordinated growth within the City whereunder
residential developments are limited by the availability of
necessary public services and facilities; and
WHEREAS, the City has found that the current rate of
residential development threatens to so substantially increase
population in the schools serving the City so as to threaten
the quality of education with overcrowded conditions and double
sessions; and
WHEREAS, the City recognizes that the impact of residential
development, with its concomitant increase in school population,
on the quality of education is a matter peculiarly within the
expertise of the School District or Districts affected;
NOW, THEREFORE, BE IT RESOLVED THAT:
1. All proposed plans for substantial residential devel-
opment within the City of Rohnert Park shall, prior to review
by the Planning Commission or the City Council, be forwarded to
the School District or Districts affected, with a request that
said School District or Districts prepare a written evaluation
of the impact of the proposed development on the quality of
education in the City;
2. Prior to approving or disapproving a proposed resi-
dential development plan, both the Planning Commission and the
City Council shall study the aforementioned impact evaluation
and make such further inquiries into the impact as they shall
deem necessary and appropriate. Substantial weight shall be
given by the Planning Commission and the City Council to the
evaluation of the School District or Districts in determining
whether to approve or disapprove a proposed residential devel-
opment;
3. This resolution shall apply only to proposed resi-
dential developments whose tentative subdivision maps or plans
have not, on the date this resolution is adopted, been approved
by the Planning Commission.
