1972/11/06 City Council Resolution (2)RESOLUTION NO. 72 -148 RESOLUTION CONCERNING PER ACRE FOR DEVELOPMENT CHARGE WHEREAS, over the years the City of Rohnert Park has charged for sewer and water connection fees by the levy of a per acre fee, and WHEREAS, said fee has consistently been levied on a per acre basis regardless of the type of use being developed on the land, and WHEREAS, said fee has been adjusted from time to time to reflect revised cost estimates for eventual facilities to be constructed, and WHEREAS, the City proposes to finance from said fee the nec- essary water production and treatment facilities, and waste water treatment and disposal facilities, and WHEREAS, included in the term facilities in the preceding paragraph are either sewer or water mains 10 inches in diameter or larger, and WHEREAS, Consulting Engineer Milton Hudis recently submitted a report outlining the anticipated major water and sewer facilities to be required in the orderly development of the city, a copy of which is attached to the original of this resolution, and WHEREAS, it is recognized that the eventual cost to the city for said facilities is dependent on many factors, not the least of which are changing requirements for treatment of waste water and' the success of the city in securing State or Federal grants, and WHEREAS, the Council desires to levy a fair fee and yet protect the city's long range interests. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Rohnert Park that effective with the adoption of this resolution, the city's per acre for development fee shall be $2,734 per acre. BE IT FURTHER RESOLVED that the receipt of per acre for develop- ment fee must be in increments large enough for the city to have the financial capability to provide the needed facilities a reason- able length of time in advance of development. Such an evaluation only clouded the breakdown of costs which should be assessed to the property owners, namely, major sewer and water facilities. This report, therefore, only considers the costs for major sewer and water facilities. In order to arrive at the required sewer plant capacities, number of water wells, storage tanks, etc., we assummed an ultimate population of 40,000 people, basing this assumption on the existing Master Plan of the City of Rohnert Park with the exception that we eliminated the regional park where indicated on the plan. The cost required for the expansion of the sewer plant facilities and the construction of an interceptor trunk line to the City of Santa Rosa's Laguna plant, cost of paying for the increased capacity required at the Laguna plant, etc., were obtained from the firm of Yoder - Trotter -Orlob & Associates. These figures as presented in this report include these estimated costs plus an increase of 30% to account for engineering, contingencies, and bond dis- count should these facilities be constructed via an assessment district. The number of wells and storage tanks required was based on an assumption of maximum well capacities of 400 G.P.M. Although the last two wells drilled within the City of Rohnert Park have produced in excess of this amount, we did not feel that a study of this type could anticipate the greater production and still be on the safe side. The balance of the lands within the City of Rohnert Park as yet unassessed, not including lands containing approved Tentative Maps, is as follows: Mr. Peter M. Dist. cost @ 20% = 184,800.00 TOTAL INSTALLATION COST $ 1,108,800.00 In our discussion with the firm of Yoder - Trotter -Orlob & Associates we were advised that it was reasonable to anticipate the continuance of grant monies as presently funded by both the state and federal government. We, therefore, only included 20% of the cost of sewer plant expansion as required to be assessed to the property owners. Mr. Peter M.
