1990/03/13 City Council Resolution (10)RESOLUTION NO. 90- 59 A RESOLUTION APPROVING WATER CONSERVATION GUIDELINES WHEREAS, the waters of the State of California are a limited and renewable resource subject to ever increasing demands; and WHEREAS, water must be managed and used efficiently so that the benefit from each gallon is increased and so that populations and economies may expand without increasing their demands for water; and WHEREAS, residents of the San Francisco Bay -Delta region have a long and strong history of interest in protecting the water resources of the state; and WHEREAS, it is important for Bay -Delta area water users to set an example of leadership in the efficient use of water; and WHEREAS, in 1986 the Association of Bay Area Governments and the Committee for Water Policy Consensus launched a coordinated regional effort to conserve water, with a goal of water use by the year 2005 expected to be seven to ten percent less than it would have been without a water conservation program; and WHEREAS, landscaping consumes about 50% of all water in urban and suburban areas; and WHEREAS, urban water districts were required by state law (AB 797, Klehs, 1983) to prepare and adopt urban water management plans by December 31, 1985; and WHEREAS, a more comprehensive water savings can be achieved if counties and cities develop and implement water conservation guidelines in the land -use process, thereby linking and coordinating development policies with the urban water management plans adopted by water districts; and WHEREAS, the County Supervisors Association of California and the League of California Cities have a joint policy in support of cities and counties developing water conservation guidelines that can be implemented through the land -use planning process. NOW, THEREFORE BE IT RESOLVED that the City of Rohnert Park supports the need to develop and adopt local water conservation guidelines for new development; and BE IT FURTHER RESOLVED that a representative of the City Council and staff are hereby directed to participate and cooperate in developing local water conservation guidelines, working with local water agencies, interested organizations and others as may be appropriate; and BE IT FURTHER RESOLVED that the City of Rohnert Park sets a goal of having its water conservation guidelines developed, adopted and implemented by not later than December 31, 1990.
