A RESOLUTION CONCURRING WITH, CONFIRMING, AND APPROVING
PRIOR REQUEST FOR REIMBURSEMENT FOR COST OF IMPROVEMENTS
FOR ROBERTS LAKE ROAD PARK AND RIDE LOT AT GOLF COURSE DRIVE
WHEREAS, by letter of November 17, 1987 to Caltrans from
Director of Public Works and City Engineer, Roland L. Brust,
information was provided relative to the Roberts Lake Road Park
and Ride Lot at Golf Course Drive and which letter also requested
reimbursement for costs of improvements under the Caltrans Park
and Ride Program.
WHEREAS, the City staff did meet with Caltrans at a meeting
on December 7, 1987 and discussed the Roberts Lake Road Park and
Ride Lot; and
WHEREAS, by letter of December 14, 1987 from Caltrans re-
sponded with interest in providing reimbursement for the improve-
ments of the Roberts Lake Road Park and Ride Lot.
WHEREAS, by letter of December 14, 1987 to Caltrans from
Director of Public Works /City Engineer, Roland L. Brust, a sum-
mary of the December 7, 1987 meeting with Caltrans was provided
which noted the discussion of the Roberts Lake Road Park and Ride
lot and said requested reimbursement; and
WHEREAS, by letter of January 27, 1988 to Assemblyman, Dan
Hauser from City Manager, Peter M. Callinan, Assemblyman Hauser
was updated about the Roberts Lake Road Park and Ride Lot and
which letter included a copy of the summary of the December 7
meeting with Caltrans; and
WHEREAS, by letter of April 26, 1988 to Senator Jim Nielsen
from Mayor Warren K. Hopkins, Senator Nielsen was updated as to
the Roberts Lake Road Park and Ride lot and the city's request to
Caltrans for lease and reimbursement of the said Park and Ride
Lot; and
WHEREAS, by the letter of June 13, 1988 to Caltrans from
Director of Public Works /City Engineer, Roland L. Brust, a re-
quest for a Cooperative Agreement with Caltrans under the Cal-
trans Reimbursement Program and which letter again requested
Caltrans reimbursement for the Roberts Lake Road Park and Ride
Lot; and
WHEREAS, by letter of February 24,, 1989, to Director of
Public Works, Roland L. Brust, from Caltrans, a draft project
report was sent for Roberts Lake Road Park and Ride Lot which
addressed reimbursement funding under HB -6 Minor A Programs in
the 1989 -90 Fiscal Year and that Federal reimbursement is expect-
ed to be 100% with IRG funds; and
WHEREAS, by letter of March 3, 1989 to Director of Public
Works, Roland L. Brust, from Caltrans, it was noted that Cal-
trans would fund the Roberts Lake Road :Park and Ride Lot under
Caltrans HB -6 Minor A Program and that Federal Reimbursement is
expected to be 100% with IRG funds; and
WHEREAS, by letter of March 23, 1989 to Caltrans from Direc-
tor of Public Works /City Engineer, Roland L. Brust, it was agreed
that a minimum 10 year lease to the State for the use of Roberts
Lake Road Park and Ride Lot to satisfy the Cooperative Agreement
condition relative to Federal reimbursement under the IRG funding
program was acceptable; and
WHEREAS, the above noted letters and correspondence were
variously copied to

Jim Nielsen, Senator
Charlene Groom, Senator Nielsen's representative
Milt Hudis, M. Hudis & Associates
George Juilly, Caltrans
Warren K. Hopkins, Mayor, City of Rohnert Park
Rohnert Park City Council Members
Roland L. Brust, City Engineer
Rohnert Park Chamber of Commerce
Elgar Hill, Environmental Planner
Ben Chuck, Caltrans
and;
WHEREAS, the City Council was provided copies of the afore-
mentioned letters and correspondence and was very aware of and
approved the city's intention to develop the Roberts Lake Road
Park and Ride Lot and to lease said Park and Ride Lot to Cal-
trans, and
WHEREAS, based upon the City Council's understanding that
Caltrans would lease and reimburse the City of Rohnert Park for
the cost of improvements for the Roberts. Lake Road Park and Ride
Lot did approve Resolution No. 89 -121 for the award of contract
for Roberts Lake Road (which included the Roberts Lake Road Park
and Ride Lot) Project 87 -15.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City
of Rohnert Park that copies of the aforementioned letters and
correspondence were of knowledge of the City Council and that the
City Council did concur with, approve and agree to the request
for reimbursement of improvements for the Roberts Lake Road Park
and Ride Lot as noted in the aforementioned letters and corre-
spondence; and
BE IT FURTHER RESOLVED that the City Council of the City of
Rohnert Park reaffirms said request for reimbursement for the
cost of improvements for the Roberts Lake Road Park and Ride Lot;
and
BE IT FURTHER RESOLVED that the aforementioned request for
reimbursement was affirmed, concurred with, approved, and agreed
with prior to the award of contract of July 24, 1989.
