RESOLUTION NO- 91- 02 W
WHEREAS, tobacco is the cause of 390,000 premature deaths
annually, and the U.S. Congressional Office of Technology Assessment
estimates that tobacco related diseases cost the nation $65 billion
annually in medical costs, including productivity loss; and
WHEREAS, the 1988 Report of the Surgeon General has declared th
tobacco is a drug as addictive as cocaine or heroin and its early us
by a young person will likely lead to an addiction to tobacco; and t
1990 Report of the National Commission on Drug Free Schools state
that alcohol and tobacco are the most widely used drugs by youth; an]
WHEREAS, every year, nearly two million American children begin
cigarette smoking or using smokeless tobacco, and that at least 60
percent of these children are under 14 years; and
WHEREAS, Rohnert Park, one of nine California Healthy CitieL07R
Project participants, has a goal of becoming a Smoking Free City; ancl
WHEREAS, California law prohibits the sale of tobacco products to
any person under 18 years of age, and requires all merchants selling acco to post a warning sign reflecting this law, and
WHEREAS, the Stop Tobacco Access for Minors Project co eted
study in November 1990, with the assistance of teen age vo eer
and recorded the purchase of tobacco products - both cigare tes a
chewing tobacco - in 12 out of 25 businesses in Rohnert Par
including grocery stores, convenience stores, liquor stores, g
statiY: ns, and restaurants,
BE IT FURTHER RESOLVED, that law enforcement agencies are herebJ
encouraged to take appropriate steps to ensure that the State la
prohibiting the sale of tobacco products to minors is observed. i
