RESOLUTION IN SUPPORT OF ASSEMBLY BILL 434
VEHICLE REGISTRATION SURCHARGE
WHEREAS, the California Clean Air Act of 1988 determined
that the health-based air quality standards adopted by the
State Air Resources Board should be attained at the earliest.
practicable date; and
WHEREAS, the California Clean Air Act of 1988 also
determined that in order to ensure the future health and
welfare of the people of the State of California, and the
state's environment and economy, it is necessary for the State
of California to develop and implement its own program to
attain air auality standards through a variety of means,
including the design and implementation of transportation
control measures which reduce vehicle trips, vehicle use,
vehicle miles traveled, and vehicle idling.; and
WHEREAS, the Legislature recognized that I.ocal air
pollution control districts were not adequately funded to
undertake the programs required by the California Clean
Air Act; and
WHEREAS, the Legislature has authorized all air pollution
control districts in areas not meeting the state air quality
standards, except the Bay Area Air Quality Management
District, to collect a surcharge on vehicle registration fees
in order to reduce air pollution from motor vehicles and for
related planning, monitoring, enforcement and technical
studies; and
WHEREAS, Assembly members Sher and Cortese have
introduced Assembly Bill No. 434 which grants to the Bay Area
Air Quality Management District the authority to collect a
surcharge on vehicle registration fees similar to the
authority already granted to other air pollution control
districts; and
WHEREAS, Assemble Bill No. 434 also provides that a
substantial amount of the surcharge collected from motor
vehicle registrations will be subvened to cities and counties
within the District for carrying out the purposes for which
the surcharge is authorized; and
WHEREAS, in order to continue an effective program to
improve air quality in the Bay Area, it is essential-, that
Assembly Bill No. 434 be enacted into law the necessary
funding to achieve this objective.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the Citv of Rohnert Park endorses Assembly Bill No. 434 and
strongly urges its eftQ sage.
