A RESOLUTION OF THE ROHNERT PARK CITY COUNCIL APPROVING AND
CERTIFYING THE FOCUSED ENVIRONMENTAL IMPACT REPORT FOR THE
ROHNERT PARK WINE VISITOR CENTER AS THE FINAL FOCUSED
ENVIRONMENTAL REPORT FOR THE ROHNERT PARK WINE VISITOR CENTER AND
DIRECTING THE CITY MANAGER TO FILE A NOTICE OF DETERMINATION
WHEREAS on July 10, 1990 the Rohnert Park City Council did
determine that a Focused Environmental Impact Report should be
prepared for the Rohnert Park wine Visitor Center, hereinafter
referred to as the "FEIRRPWVC," and
WHEREAS on October 4, 1991 the office of Planning and
Research in the State Clearing House did give notice of the fact
that the time for public review and comment had closed, and
WHEREAS on September 26, 1991, the Rohnert Park Planning
Commission did hold a public hearing for the purpose of receiving
public comment on the FEIRRPWVC, and
WHEREAS the Planning Commission did receive public comments
and did instruct the preparer of the FEIRRPWVC to prepare
appropriate responses thereto, and
WHEREAS three (3) people appeared at the public hearing and
commented on the FEIRRPWVC of which all comments supported the
project, none of which related to the environment and
WHEREAS the Rohnert Park Planning Commission has considered
the responses to the public comments and the proposed Final
Focused Environmental Impact Report Rohnert Park Visitors Center,
hereinafter referred to as the "FFEIRRPWVC" and
WHEREAS the Rohnert Planning commission at its meeting on
October 10, 1991, did approve the FFEIRRPWVC and did recommend
that a Notice of Determination be filed.
NOW THEREFORE BE IT RESOLVED BY the Rohnert Park City
Council that the following findings and determinations be and the
same are hereby made.
I
The Project
The project is proposed to be located at the edge of the
area which was the subject of the Northwest Rohnert Park EIR,
hereinafter referred to as the NRPEIR. North of the project is
Roberts Lake and area proposed for open space, to the east and
south lies property zoned C- REC:P -D Commercial- Recreational,
Planned Development and to the west is U.S. Highway No. 101 and
Northwest Railroad tracks.
The project consists of one (1) building which would house
activities relating to the production and promotion of the wine
industry. The building would also house the Rohnert Park Chamber
of Commerce and the Visitors and Convention Bureau. Since the
property is zoned agricultural ( "A") a change in zoning and in
the Rohnert Park General Plan will be required.

$nvironmental Impacts
The FEIRRPWVC identifies the following impacts:
A. Traffic. Regional access to the project is via U.S.
Highway No. 101 from the Commerce Boulevard /Wilfred Avenue
interchange or from South Santa Rosa or Todd Road interchanges
immediately to the north.
Local access to the project would be via an existing
driveway on the east side of Roberts Lake Drive.
Key intersection turning movements were analyzed in the
FEIRRPWVC. The FEIRRPWVC does not project heavy volumes of
traffic that will unduly burden local roadways. As mitigation
measures the preparer of the FEIRRPWVC recommends the
installation of directional signs to assist visitors in locating
the center; to provide the site access via the driveway at the
south boundary of the project site; to move the north -south
connecting road at least 100 feet east of Roberts Lake Drive and

to signalize the intersection of Roberts Lake Drive /Golf Course
Drive.
B. Land use. The property is a 2.75 acre parcel located
south of the community separator area, which is in the
unincorporated area of the county. To accommodate the project,
zoning and General Plan amendments will be required. To insure
that the project is compatible with open space concepts and
objectives, the parking area for the project should be used with
the existing parking lot to the south, trees should be used
extensively and a park like landscape setting should be
maintained. The open space in the project should be designed and
located so as to complement and blend in with existing property
in the neighborhood.
III
Alternatives
The project alternatives of no project, a larger project and
an alternate location were considered.
If the "no project" alternative is used, the area would
remain in open space.
If a larger project is considered, this will result in
increased traffic volume and congestion.
As for the alternate locations, other sites on the City Golf
Course were considered acceptable. As for location and beauty
the instant site is the best situated of all alternates.

more willing to lend or finance the property than the other
property considered for alternate sites.
IV
Konitoring
The city should adopt a program to review the project
annually and implement recommended the mitigation measures.
General Plan consistency should be reviewed periodically.

In addition to the monitoring programs recommended in the
FEIRRPWVC the city should consider use of the monitoring measures
in the NRPEIR and the Wal Mart final EIR.

changes in the Project
The City Council finds that changes or alterations have been
required or incorporated in the project which mitigate or avoid
significant environmental effects. Specifically, the major
identified impact is traffic. However, the projections by the
preparer of the FEIRRPWVC are that none of the impacts will cause
traffic levels to fall to a lower level of service (See table 3 -1
at page 3 -1 of the FEIRRPWVC). In addition, measures recommended
to address the traffic concern will mitigate and alleviate
traffic concerns.
VI
Recommendation
The Rohnert Park Planning Commission has considered the
FEEIRRPWVC, the public comments and the responses thereto and has
recommended that the Rohnert Park City Council certify the

FFEIRRPWVC and that the City Manager be authorized to file a
Notice of Determination in the office of the Sonoma County Clerk.
NOW THEREFORE BE IT FURTHER RESOLVED by the Rohnert Park
City Council that the FEERRPWVC with all of the public comments
and the responses thereto, be approved by the Rohnert Park City
Council and that it also be certified as the FFEIRRPWVC and that
the City Manager be authorized to file a Notice of Determination
in the office of the Sonoma County Clerk.
