1992/01/28 City Council Resolution (3)RESOLUTION NO. 92- 19 A RESOLUTION APPROVING A JOB DESCRIPTION AND SETTING A PAY RATE AND RANGE FOR MANAGER OF YOUTH AND FAMILY SERVICES WHEREAS, in July 1985, the City approved a job description for the position of "Youth Services Specialist "; and WHEREAS, over the past several years there have been changes in the duties and level of responsibility of the position of Youth Services Specialist; and WHEREAS, a Community Outreach for Youth and Families (C.O.Y.F.) Program was established in April, 1989 and has been functioning as its own distinct unit since that time; and WHEREAS, the overall goals of Community Outreach for Youth and Families (C.O.Y.F.) and the Youth Service Bureau are similar, with C.O.Y.F. carrying a broader focus; and WHEREAS, the City Manager recommends that the Youth Services Bureau and the Community Outreach for Youth and Families be consolidated into one division of the Department of Public Safety, i.e. Youth and Family Services; and WHEREAS, with this consolidation the Youth and Family Services Programs provided by the City will be more encompassing and better coordinated; and WHEREAS, the City Manager has submitted information outlining the duties and information for the establishment of a new job description; and WHEREAS, City staff feels it is appropriate to establish a new job description in order to provide for necessary licensing requirements and level of responsibility that takes into consideration the new job responsibilities due to the consolidation and other factors; and WHEREAS, City staff feels it appropriate to establish a new job classification for Manager of Youth and Family Services. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Rohnert Park that the position title of "Youth Services Specialist" be changed to "Manager of Youth and Family Services." BE IT FURTHER RESOLVED by the Council of the City of Rohnert Park that the job description for the position of Manager of Youth and Family Services, which is attached to this resolution and by reference thereto incorporated herein is hereby approved. BE IT FURTHER RESOLVED by the Council of the City of Rohnert Park that the City Manager is authorized to establish and change the salary rate and range as follows: POSITION Range EXISTING Rate NEW Range Rate Manager of Youth and Family Services 89 S $3,645 - $4,430 93 M $4,267- $5,186 BE IT FURTHER RESOLVED by the Council of the City of Rohnert Park that the new pay rate and range is hereby authorized and approved effective February 1, 1992. BE IT FURTHER RESOLVED that the position of Manager of Family and Youth Services shall be identified as a key management position and shall therefore be entitled to all the benefits and conditions established thereto. BE IT FURTHER RESOLVED that the position of Manager of Family and Youth Services shall b &llassified in the "Miscellaneous" member group of the Public Employees Reti stem. City of Rohnert Park MANAGER OF YOUTH AND FAMILY SERVICES DEFINITION January 1992 Under administrative direction, to be responsible for the development, supervision, coordination and maintenance of a comprehensive Youth and Family Services Program; to provide counseling, adjudication, and crisis intervention to young people and families; and to do related work as required. EXAMPLES OF DUTIES Supervises and inspects the work of employees assigned to Youth & Family Services activities; establishes, develops, coordinates, and supervises Youth and Family Services Programs in the local community; provides training and work evaluation for assigned staff; develops budgets and controls expenditures; coordinates programs with a variety of community organizations and agencies; receives, reviews, and disposes of cases involving juvenile offenders or pre - delinquent youth referred by police, schools, and community agencies; performs crisis intervention and counseling with youth, parents, and families; consults with Public Safety staff and assists with investigations and interviews concerning reported crimes against children, including working with victims; collects evidence and makes testimony in court as necessary; consults with school administration and staff regarding issues related to juvenile problems; makes classroom presentations; appears before community groups and organizations on youth problems and issues; directs day -to -day youth and family service activities; prepares case and police reports on actions taken and case progress; maintains and updates statistical information on cases referred, program activity, and youth problems; develops training programs for Youth and Family Services personnel; acts as a liaison with a variety of community agencies. SPECIAL REQUIREMENTS Possession of an appropriate California driver's license issued by the State Department of Motor Vehicles. Possession of a State of California Department of Consumer Affairs Registered Psychological Assistant or Licensed Clinical Psychologist. DESIRABLE QUALIFICATIONS Knowledge of: City Personnel Rules and Regulations. Leadership skills and modern supervisory techniques; Criminal law, including laws of arrest, rules of evidence, and courtroom procedures. Laws applicable to the apprehension and treatment of juveniles. Community organizations and resources. Special federal, state, and local laws, codes, and policies pertaining to juvenile law enforcement. Program development and administration. Principles of employee /volunteer supervision, evaluation, and training. Effective counseling procedures and techniques. Department and community needs, functions, and services. Basic principles of individual and group behavior. and MANAGER OF YOUTH AND FAMILY SERVICES - 2 DESIRABLE QUALIFICATIONS (CONTINUED) Ability to: Deal effectively with juvenile offenders, pre - delinquent youths, parents, school officials, law enforcement personnel, and the general public. Interpret and apply laws and regulations. Train subordinates in youth and family services. Prepare clear, concise and comprehensive written reports. Understand and carry out oral and written directions. Speak and write English clearly. Analyze situations accurately and adopt effective courses of action. Interview and counsel individuals. Be tolerant and use tact. Establish and maintain cooperative working relationships with fellow employees and the general public. and Training and Experience: Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Ten years of counseling experience, preferably with juveniles. Education: A Doctorate degree in Counseling /Clinical Psychology from an accredited college or university.
