RESOLUTION OF THE COUNCIL OF THE CITY OF ROHNERT PARK DESIGNATING
THE SONOMA COUNTY TRANSPORTATION AUTHORITY AS THE SONOMA COUNTY
PROGRAM MANAGER OF THE AB 434 MOTOR VEHICLE REGISTRATION FEE
FOR CLEAN AIR IN THE BAY AREA
WHEREAS, the California State Legislature passed Assembly Bill
434 allowing the Bay Area Air Quality Management District (BAAQMD) to
impose a surcharge fee on motor vehicles registered within the Air
District in order to fund efficient transportation programs and
projects that achieve emission reductions from motor vehicles,
pursuant to the California Clean Air Act of 1988 and the Bay Area 191
Clean Air Plan; and
WHEREAS, consistent with State legislation a County Program
Manager must be designated by resolutions adopted by the County Board
of Supervisors and City Councils of a majority of the cities
representing a majority of the population in the incorporated areas
of Sonoma County which are within the Bay Area Air Quality Management
District (BAAQMD); and
WHEREAS, the Sonoma County Transportation Authority (SCTA) is a
countywide agency responsible for transportation planning and
proarammina in Sonoma County.
NOW, THEREFORE, BE IT RESOLVED that the Council of the Citv of
Rohnert Park does hereby designate the Sonoma County Transportation
Authority (SCTA) as the County Program Manager for administering
Sonoma County's AB 434 program in accordance with State legislation.
BE IT FURTHER RESOLVED that the Sonoma County Transportation
Authority (SCTA) shall distribute these funds on a population based
share to each eligible jurisdiction within Sonoma County so long as
the projects submitted by each eligible jurisdiction shall be
consistent with the requirements of AB 434 and shall further the
Goals of the California Clean Air Act of 1988 and the Bay Area 191
Clean Air Plan.
BE IT FURTHER RESOLVED that the Sonoma County Transportation
Authority (SCTA) shall develop further policies and procedures for
the distribution of these funds through consultation and coordination
with the iurisdictions within Sonoma County which are eligible to
receive said funds and the Bay Area Air Quality Management District
(BAAQMD).
