A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
REQUESTING ALL CITIES OF THE STATE OF CALIFORNIA IN COOPERATION
WITH THE LEAGUE OF CALIFORNIA CITIES TO PETITION THE GOVERNOR AND
THE LEGISLATURE OF THE STATE OF CALIFORNIA AND, IF NECESSARY, TO
FILE A SUIT AGAINST THE GOVERNOR AND THE STATE LEGISLATURE TO
ENJOIN THE STATE FROM REMOVING TRADITIONAL REVENUES ALLOCATED TO
CITIES.
WHEREAS the State of California has traditionally allocated
vehicle license fee taxes and real property taxes to the cities
of the state for use in local agency budgets, and
WHEREAS the source of the vehicle license fees and the real
Property fees is derived from local sources within the
communities themselves and not from a source created by state
legislature, and
WHEREAS the state legislature not only controls the taxing
power of the state but it also allocates the revenues from those
taxes among the citizenry, and
WHEREAS the basic source of citizen services and support is
local government, and
WHEREAS the city Council of the City of Rohnert Park
believes that the size of state government and the programs that
it has created over the past 30 years should be eliminated or
reduced before local government should be required to bear the
burden of additional revenue loss from sources within the
Jurisdiction of local government itself, and
WHEREAS state government has not been responsive to the
annual pleas of California citizens for economy in government and
has shown no inclination to reduce state spending or to allow
local government to utilize these traditional revenue sources,
and
WHEREAS the proposed action of the state legislature to
remove additional motor vehicle license fees and real property
taxes from the cities of the state will have a drastic impact on
all California cities.
NOW THEREFOR BE IT RESOU'IED BY the Rohnert Park City Council
that it request all cities of the State of California,
coordinated by the League of California Cities, to petition the
state legislature and to file a law suit to enjoin the governor
and state legislature, if necessary, from removing any additional
motor vehicle licensing fees, real property taxes cr any other
fees or taxes from local cities.
