1992/06/23 City Council Resolution (8)RESOLUTION NO. 92- 107 RESOLUTION UPDATING FUTURE TRAFFIC SIGNAL NEEDS AND INCREASING TRAFFIC SIGNALS FEE FOR THE ROHNERT PARR MAJOR THOROUGHFARE DISTRICT WHEREAS, the City Council of the City of Rohnert Park has previously adopted a General Plan which commits the city to the orderly development of the community, and WHEREAS, said General Plan depicts a traffic circulation system that provides for the well -being and orderly development of the community, and WHEREAS, sound traffic engineering and "real life" experience indicates that there will be a definite need for traffic signals at certain intersections throughout the city, and WHEREAS, Resolution 79 -84 adopted on May 14, 1979 provided a detailed list of anticipated signalization needs for the future and the financial impact of providing same. WHEREAS, Resolution 79 -185 adopted on September 11, 1979 established the Rohnert Park Major Thoroughfare District and provided for a fee to be imposed upon new development at the time of building permit issuance, and WHEREAS, the City Council has determined the need to update the existing signalization plan of the Rohnert Park Major Thoroughfare District using current estimates of traffic signals that will be needed, current cost estimates and estimated building activity, and WHEREAS, the City Council acknowledges that the city has at its disposal certain funds for road improvement projects such as State gas tax funds and Transportation Development Act funds, both of which sources are limited, NOW, THEREFORE BE IT RESOLVED by the Council of the City of Rohnert Park that it does hereby adopt as the current Rohnert Park Master Traffic Signalization Plan the eventual signalization of the following intersections all being on major thoroughfares as defined by Section 12.14.O1OF of the Rohnert Park Municipal Code: SIGNAL ESTIMATED LOCATION -- - - - - -- PHASE COST 1. Redwood Drive at Walmart Entrance 4 120,000 TOTAL $2,520,000 BE IT FURTHER RESOLVED that the following anticipated development yet to occur within the existing City limits and the establishment of the below listed fees would result in the following estimate of financial data: EST. PROPOSED TYPE UNITS OR ACRES FEE AMOUNT ----------------- - - - - -- -------- - - - - -- --- - - - - -- Single Family 8 Units $525 /Unit Duplexes, Apartments and Condominiums 720 Units $525 /Unit Mobile Homes -0- Units $400 /Unit Commercial & Industrial 307 Acres $2,650 /Acre Total to be collected from development: Estimated costs to construct signals: Balance to be made up from Gas Tax, T.D.A. funds, and other undetermined sources: $ 4,200 378,000 - 0 - 813,550 $1,195,750 (2,520,000) ($1,324,250) BE IT FURTHER RESOLVED that the Traffic Signals Fees for the Rohnert Park Major Thoroughfare District as established by Resolution No. 79 -185 are hereby amended to be as follows: Single Family Homes $ 525 /Unit Duplexes, Apartments & Condominiums 525 /Unit Mobile Homes 420 /Unit Commercial & Industrial Development 2,650 /Acre BE IT FURTHER RESOLVED that any and all previous City Council resolutions in conflict with this resolution are hereby rescinded and /or superceded by this resolution.
