1992/07/14 City Council ResolutionRESOLUTION NO. 92 - 119 A RESOLUTION OF THE CITY OF ROHNERT PARK APPROVING A MODIFIED UTILITY DISCOUNT PROGRAM WHEREAS the City Council of the City of Rohnert Park previously adopted Resolution No. 91 -194 granting a 20o discount to low income citizens who qualify for SSI under the standards and requirements of the Social Security Administration, and WHEREAS, since the date of adoption of the Utility Discount Program, only approximately thirty citizens have been eligible for the program, and WHEREAS, a workshop was held on June 29, 1992 at the Senior Center to inform citizens of the program, and WHEREAS, only about fifteen citizens attended the workshop and of the fifteen, only one citizen felt she would qualify for the program, and WHEREAS, the general consensus of the workshop attendees was that the eligibility requirements of the Utility Discount Program were too restrictive and that the PG &E low income program would be more equitable, and WHEREAS, staff reviewed the PG &E program, shown on Exhibit "A" and determined that it was less restrictive than the SSI requirements, but still geared towards low income households. NOW THEREFORE BE IT HEREBY RESOLVED by the Rohnert Park City Council that the Utility Discount Program shall be modified to be in line with the eligibility requirements of the PG &E program. BE IT FURTHER RESOLVED that the applicants must fill out an application for the discount and furnish proof of eligibility by submitting a Federal tax return; (2) the utility bill must be paid by the applicant and (3) upon proof of eligibility, the discount will be authorized on the next utility billing. BE IT FURTHER RESOLVED that if an applicant should no longer qualify for the discount, the applicant shall notify the City utility billing department of such fact within thirty (30) days of receipt of notice of non qualification. BE IT FURTHER RESOLVED that this resolution shall take effect on July 14, 1992 on which date Resolution No. 91 -194 is hereby repealed.
