2000/04/11 City Council Resolution (7)RESOLUTION NO. 2000- 74 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORZING A CERTAIN CLASSIFICATION AND SALARY ADJUSTMENT FOR A CITY POSITION WHEREAS, the City accomplished a review and study of the position listed below; and WHEREAS, the City Manager has reviewed said position and has determined the Class Title, Range, Salary and Class Specification; and NOW, THEREFORE, BE IT RESOLVED by the Rohnert Park City Council that said Class Specification for Recreation Specialist, the Class Title, the Range and Salary listed below and the Class Specification for Recreation Specialist, which is attached to this Resolution by reference are hereby approved. Further, the reallocation of the position of Recreation Coordinator to Recreation Specialist is approved. CLASS TITLE Recreation Specialist RANGE MONTHLY SALARY 75 X $3,454 - $4,198 DULY AND REGULARLY ADOPTED this 11`h day of April 2000, CITY OF ROHNERT PARK N FLORES: AYE MACKENZIE: AYE REILLY: AYE SPIRO: AYE VIDAK- MARTINEZ: ABSENT AYES: (4) NOES: (0) ABSENT: (1) ABSTAIN: (0) City of Rohnert Park RECREATION SPECIALIST DEFINITION Organizes, supervises, directs, and coordinates a major segment of recreation programs and activities, including responsibilities for the day -to -day operations of assigned facilities; recruits, trains, and supervises assigned recreation program personnel; assists the Recreation Services Manager with a variety of tasks and responsibilities; performs other duties as required. DISTINGUISHING CHARACTERISTICS Recreation Specialists are assigned responsibilities for a major segment of Recreation Department activities and programs such as Adult Sports, Senior Programs, or Youth and Teen Programs. They have the daily responsibility for the operations of the Sports Center, the Senior Center, and facilities used by youth and teen programs, including program staff recruitment, activities, publicity, and coordinating necessary maintenance. Incumbents work with a great deal of independence and exercise independent judgment in supervising programs, staff, and facilities. Because of the location and operating hours of facilities, close supervision should not be required nor expected. Incumbents have considerable public contact. This class is distinguished from the class of the Recreation Services Manager that has a responsibility for a broader scope of program delivery and more complex management activities. SUPERVISION RECEIVED /EXERCISED Direction is provided by a Recreation Services Manager. Supervisory responsibilities include direct and indirect supervision of full -time, part-time, and volunteer staff. ESSENTIAL DUTIES Depending on assignment, duties may include but are not limited to the following: Assists with the development and implements goals, objectives, policies, and procedures and work standards for programs, activities and facilities in assigned area of responsibility; plans, organizes, coordinates, promotes, and supervises on -going and special activities, programs and facilities; recruits, supervises, assigns, schedules and evaluates work of staff, contractors, and volunteers in program delivery; assists with the preparation, administration, and control of the budget for assigned programs and facilities; ensures compliance with department policies, rules, and regulations; maintains effective relations with a variety of community organizations, groups and the public; prepares registration materials, rules, schedules, press releases and a variety of other publicity materials; supervises and processes registration, sales, member and guest check -in, and fee collection; arranges for repair and maintenance of equipment and vehicles; supervises the daily maintenance of assigned facilities; oversees facility security; handles complaints and protests, and provides information regarding facilities and programs; assesses community recreational needs and programs; orders supplies and materials necessary for assigned program delivery; prepares and maintains a variety of records, correspondence and reports; serves as a resource and referral regarding community recreation services and senior and youth programs; coordinates assigned programs with other Department activities and outside agencies. Page 2 of 2 QUALIFICATIONS Experience/Education Sufficient experience and education to successfully perform the duties of the Recreation Specialist. A typical way of obtaining the required qualifications is to possess the equivalent of a Bachelor's degree in recreation administration or related field from an accredited college or university and two years of responsible work experience working with recreation and facilities operations in a supervisory capacity. Coursework and specific experience related to area of assigned specialty is desirable. Knowledge /Skill /Ability Knowledge of philosophy, principles and techniques of public recreation and physical fitness programs; exercise physiology and kinesiology; social and recreation needs of seniors or youth and teens; child or elder abuse reporting guidelines; techniques, methods and procedures for scheduling, managing, and maintaining recreation programs and facilities; laws, ordinances, regulations, policies, and rules related to public facilities usage and maintenance; principles of personnel recruitment, supervision and training; marketing and publicity techniques for the promotion of activities and programs in assigned area; safety procedures and policies applicable to public facilities and recreation programs; correct English usage, spelling, grammar, and punctuation. Ability to plan, organize, schedule, direct, coordinate, and supervise the delivery of recreational programs; provide guidance, supervision, training, and motivation to staff and volunteers; ensure compliance of program participants with established operational policies; handle complaints, protests, and enforce rules; tactfully and courteously deal with facility and program participants; provide training on program activities and safety procedures; keep accurate records and activity reports; prepare clear, concise, and effective promotional materials; hold effective meetings; tactfully and courteously deal with community groups, residents, and representatives of other agencies in developing and administering recreation programs; establish and maintain cooperative working relationships. Working Conditions Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing written materials and using a computer keyboard. Additionally, the position requires near vision in reading correspondence and using a computer, and hearing is required when providing phone and communicating in person. The need to lift, drag, and push materials weighing up to 25 pounds may also be required. Incumbents may, while overseeing facilities operations, be required to deal with patrons that become aggressive. LICENSE /CERTIFICATE Possession of a Class C California driver's license by date of appointment. Possession of a First Aid and Cardio - Pulmonary resuscitation (CPR) certificate issued by the American Red Cross or similar organization. 04/11/00
