A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AMENDING RESOLUTION NO. 99 -68
ESTABLISHING A POLICY FOR THE ROTATION OF THE COUNCIL MEMBERS
INTO THE OFFICE OF MAYOR OF THE CITY OF ROHNERT PARK
WHEREAS, it has been the past unwritten custom and policy of the City of Rohnert Park to rotate
City Council members into the office of Mayor of the City of Rohnert Park; and
WHEREAS, it has been the general custom and policy of the City Council of the City of Rohnert
Park to nominate and elect the more senior members of the City Council to the office of Mayor; and
WHEREAS, the City Council has determined that it is in the public interest to establish a reasonable
policy for the election of members of the City Council to the office of Mayor of the City of Rohnert
Park; and
WHEREAS, it is also in the public interest to elect to the office of Mayor, if possible, those City
Council members who have the greatest experience and service in the office of the City Council
person; and
WHEREAS, the City Council previously adopted Resolution No. 99 -68 establishing a policy for the
Rotation of the Council Members into the Office of Mayor of the City of Rohnert Park; and
WHEREAS, the City Council, at its meeting of May 9, 2000, approved a change in the language of
Resolution No. 99 -68 to clarify the intent of Section 1; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that
effective for the term of the Mayor to be elected in November or December 2000, to serve for the
year 2001 until the next selection of the Mayor by the City Council in November or December 2001,
for the following year and for each year thereafter, the following standards and criteria shall apply:
1. The Mayor shall be the City Council member with the longest seniority as a councilperson. The
"member with the longest seniority" shall be the member with the most consecutive,
uninterrupted city council terms including the then current term.
2. The Vice Mayor shall be the City Council member with the second longest seniority as a
councilperson.
3. In the case of equal seniority, then a process of random selection order will determine the
Mayorship and the Vice Mayorship for that next year.
4. The term of the Mayor and the Vice Mayor shall be for one year in that position.
5. Four (4) years shall elapse between each councilperson's term as Mayor or Vice Mayor unless
circumstances outlined in paragraph 6 below occur to prevent the implementation of the four (4)
year period.
6. If the election of the person next in order for Mayor or Vice Mayor should result in great
personal hardship to the proposed office holder, or if the proposed nominee demonstrates a
substantial, continual and unreasonable inability to work with the City Manager and/or the City
Council, or if the Council determines that it is in the best interest of the City that the policy set
forth in this Resolution be avoided, then the councilperson(s) with the next longest seniority shall
rotate into the office(s) of Mayor and Vice Mayor, respectively.

Until this policy is fully implemented in the year 2000 for the terms to be served ni 2001 as
hereinbefore provided, Vice =Mayor Vicki Vidak - Martinez shall rotate into the Mayorship for the
year 2000 and Councilman Jake Mackenzie shall rotate into the Vice Mayorship.
8. If Councilman Mackenzie should run for the office of City Councilman in the year 2000 and, if
he should be elected for another four (4) year term, then Councilman Mackenzie shall rotate into
the Mayorship for the year 2001;
For the year 2001 - Jake Mackenzie, Mayor (subject to re- election)
Armando Flores, Vice Mayor;
For the year 2002 - Armando Flores, Mayor
Linda Spiro, Vice Mayor (subject to re- election);
For the year 2003 - Linda Spiro, Mayor
Jim Reilly, Vice Mayor; and
Subject to the provisions of this Resolution.
BE IT FURTHER RESOLVED that immediately following certification of the results of the General
Election held in November 2000, the City Clerk shall draw up and publish a list of Councilmembers'
seniority and date of last term as City officer to be used to establish the subsequent two (2) year
cycle of the Mayorship and Vice Mayorship before the next general election. This process shall be
repeated following each General Election held in the City of Rohnert Park.
